【摘要】：教育系統(tǒng)是文化傳承與創(chuàng)新的主要載體,一個(gè)國(guó)家、民族或者一個(gè)文化系統(tǒng)需要通過(guò)教育活動(dòng)來(lái)教化國(guó)民,解決一個(gè)國(guó)家、民族或者文化系統(tǒng)中的人的理想信仰、社會(huì)道德以及制度建構(gòu)等根本性問(wèn)題。當(dāng)下中國(guó)青少年出國(guó)留學(xué)呈低齡化、持續(xù)外流的趨勢(shì),暴露了中國(guó)教育體系的短板,出國(guó)留學(xué)熱持續(xù)升溫在為教育經(jīng)濟(jì)帶來(lái)巨大收益的同時(shí),也將引發(fā)國(guó)家教育安全問(wèn)題,即學(xué)生和家長(zhǎng)對(duì)基礎(chǔ)教育、高等教育的質(zhì)疑和不信任,進(jìn)而危及國(guó)家的、民族的文化傳承與創(chuàng)新。國(guó)家層面應(yīng)采取提高教育質(zhì)量、促進(jìn)高校個(gè)性化發(fā)展、引進(jìn)優(yōu)質(zhì)教育資源、提高教育競(jìng)爭(zhēng)力、控制出國(guó)留學(xué)年齡、調(diào)控留學(xué)目的國(guó)結(jié)構(gòu)等措施,以改變這一狀況。本文從文化危機(jī)理論角度著眼國(guó)家教育安全出發(fā),分析目前中國(guó)出國(guó)留學(xué)人數(shù)增長(zhǎng)、規(guī)模持續(xù)擴(kuò)大,留學(xué)目的地國(guó)家過(guò)于集中、結(jié)構(gòu)失衡,出國(guó)留學(xué)年齡結(jié)構(gòu)多元化、優(yōu)質(zhì)生源流失,留學(xué)“赤字”嚴(yán)重、教育服務(wù)貿(mào)易逆差巨大等問(wèn)題。針對(duì)這些問(wèn)題提出加強(qiáng)中國(guó)教育安全工作的對(duì)策建議:提高教育質(zhì)量、增強(qiáng)國(guó)際競(jìng)爭(zhēng)力,調(diào)整留學(xué)目的地國(guó)家結(jié)構(gòu)、實(shí)現(xiàn)“兩個(gè)均衡”,限制出國(guó)留學(xué)人員年齡、開(kāi)展國(guó)家安全教育,促進(jìn)教育服務(wù)貿(mào)易平衡,吸引國(guó)外學(xué)生來(lái)華留學(xué)。
[Abstract]:Education system is the main carrier of cultural inheritance and innovation. A country, a nation or a cultural system needs to educate its people through educational activities to solve the ideal beliefs of people in a country, nation or cultural system. Fundamental issues such as social morality and institutional construction. At present, the tendency of young Chinese teenagers to study abroad at a younger age and continue to leave the country has exposed the shortcomings of China's education system. The rising fever of studying abroad will bring huge benefits to the education economy, and at the same time, it will also lead to the problems of national education security, that is, students and parents' doubts and distrust of basic education and higher education, thus endangering the country. At the national level, measures should be taken to improve the quality of education, to promote the individualized development of colleges and universities, to introduce high-quality educational resources, to improve the competitiveness of education, to control the age of studying abroad, and to regulate the structure of the destination country. In order to change this situation, this paper, from the perspective of cultural crisis theory, focuses on the national education security, and analyses that the number of Chinese studying abroad is increasing, the scale continues to expand, the destination countries are too concentrated, and the structure is out of balance. The age structure of studying abroad is diversified, the quality of students is losing, the deficit of studying abroad is serious, the trade deficit of education service is huge, and so on. In view of these problems, the countermeasures and suggestions to strengthen the safety of education in China are put forward: to improve the quality of education, Strengthen international competitiveness, adjust the structure of destination countries, realize "two equilibrium", limit the age of students studying abroad, carry out national security education, promote the balance of trade in educational services, and attract foreign students to study in China.
