恢復(fù)高考招生以來專業(yè)選擇的價(jià)值提升與制度變革

【摘要】:恢復(fù)高考招生40年來,高等教育經(jīng)歷了從精英化到大眾化的轉(zhuǎn)型。在這一過程中,專業(yè)教育和專業(yè)價(jià)值逐漸得到提升,專業(yè)選擇權(quán)成為社會關(guān)注的熱點(diǎn)和高考招生改革的重要一環(huán)。專業(yè)選擇合理賦權(quán)使個(gè)體和專業(yè)之間達(dá)到最佳匹配,對于促進(jìn)科學(xué)選才、維持社會公平、提高人才培養(yǎng)質(zhì)量都具有重要的意義。自主選拔錄取、按學(xué)科大類招生、合并錄取批次、專業(yè)平行投檔等改革措施在一定程度上擴(kuò)大了學(xué)生的專業(yè)選擇,但是這些改革也存在覆蓋群體有限、缺乏系統(tǒng)考量、公平觀照不夠等問題。當(dāng)前制約學(xué)生專業(yè)選擇的制度因素依然廣泛存在。進(jìn)一步擴(kuò)大學(xué)生的專業(yè)選擇需要采取確立高校招生主體地位、擴(kuò)大高校專業(yè)信息公開范圍、提供必要的專業(yè)選擇指導(dǎo)、推動(dòng)專業(yè)選擇供給側(cè)改革等措施。
[Abstract]:Over the past 40 years since the resumption of the college entrance examination, higher education has undergone a transformation from elite to popular. In the process, professional education and professional values have gradually been upgraded. Professional choice has become a hot spot of social concern and an important part of the reform of college entrance examination enrollment. The rational empowerment of professional choice makes the best match between individual and major, which can promote scientific talent selection and maintain social equity. It is of great significance to improve the quality of personnel training. The reform measures, such as independent selection and admission, enrollment according to major categories, combined admission batches, and parallel professional investment, to a certain extent, have expanded students' choice of major. But these reforms also have limited coverage and lack of systematic consideration. At present, the institutional factors restricting students' professional choice still exist widely. To further expand students' professional choice, it is necessary to establish the main status of college enrollment, and expand the scope of professional information disclosure in colleges and universities. Provide necessary professional selection guidance, promote the professional selection of supply-side reform and other measures.
