【摘要】：地級(jí)城市本科院�？臻g布局失衡,是過去20年我國高等教育規(guī)模擴(kuò)張和毛入學(xué)率提升的伴生現(xiàn)象。從地級(jí)城市人口規(guī)模、地方生產(chǎn)總值兩個(gè)維度考察了299個(gè)地級(jí)城市本科院校設(shè)置現(xiàn)狀。以地級(jí)城市每百萬人口本科院校數(shù)高低、每百億地方生產(chǎn)總值本科院校數(shù)高低為指標(biāo),對(duì)地級(jí)城市進(jìn)行二維分類。研究發(fā)現(xiàn),地級(jí)城市本科院�？臻g布局存在雙高區(qū)、低高區(qū)、雙低區(qū)、高低區(qū)四種類型,城市之間院校布局失衡嚴(yán)重。建議從以下路徑予以優(yōu)化:低高區(qū)40個(gè)城市和雙低區(qū)47個(gè)城市作為未來設(shè)置新增本科院校的重點(diǎn)區(qū)域,高低區(qū)29個(gè)城市和雙高區(qū)經(jīng)濟(jì)水平較高城市探索建設(shè)新型本科院校,提高省級(jí)政府對(duì)地級(jí)城市本科院校的治理能力,專業(yè)布局緊緊圍繞服務(wù)地方經(jīng)濟(jì)發(fā)展,鼓勵(lì)民間社會(huì)資本進(jìn)入地方本科高等教育。
[Abstract]:The imbalance in spatial distribution of prefecture-level urban undergraduate colleges and universities is the accompanying phenomenon of the expansion of higher education scale and the increase of gross enrolment rate in China in the past 20 years.From the population scale of prefecture-level cities, In the two dimensions of local gross domestic product (GDP), 299 prefecture-level urban undergraduate colleges and universities are investigated. The index is the number of undergraduate colleges and universities per million people in prefectural cities, and the number of undergraduate colleges and universities per 10 billion local GDP. It is found that there are four types of spatial layout of undergraduate colleges and universities in prefectural cities: double high area, low high area, double low area, high and low area. The imbalance of university layout between cities is serious. It is suggested that the following paths should be optimized: 40 cities in low and high areas and 47 cities in double low areas as the key areas for the establishment of new undergraduate colleges in the future. Twenty-nine cities in high and low areas and cities with high economic level in both high and low areas have explored the construction of new undergraduate colleges and universities, improved the governance ability of provincial governments over prefecture-level urban undergraduate colleges and universities, and focused their professional layout on serving the development of the local economy. Encourage civil society capital to enter local undergraduate higher education.
