【摘要】：財(cái)政性教育經(jīng)費(fèi)支出達(dá)到國(guó)內(nèi)生產(chǎn)總值(GDP)的4%,是《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要(2010—2020年)》中推動(dòng)高等教育內(nèi)涵式發(fā)展的重要舉措之一。隨著國(guó)家對(duì)教育支出總量的逐年遞增,教育公共財(cái)政支出的效益成為了政府和社會(huì)共同關(guān)注的問題。財(cái)政教育支出的績(jī)效評(píng)價(jià),能有效地提高財(cái)政教育支出的績(jī)效,是實(shí)現(xiàn)財(cái)政教育支出資源合理配置的有效途徑。本文以廣東省“高校創(chuàng)新強(qiáng)校工程”項(xiàng)目為研究對(duì)象,來考核廣東省財(cái)政投入的有效性。通過運(yùn)用政府公共項(xiàng)目績(jī)效評(píng)估、財(cái)政教育支出績(jī)效評(píng)估等相關(guān)理論,運(yùn)用比較分析等方法對(duì)管理體制機(jī)制改革、學(xué)科專業(yè)建設(shè)、師資隊(duì)伍建設(shè)、人才培養(yǎng)、科學(xué)研究能力和管理綜合績(jī)效等六個(gè)方面進(jìn)行了分析評(píng)估,指出廣東省“高校創(chuàng)新強(qiáng)校工程”項(xiàng)目在現(xiàn)階段所取得的成效和實(shí)施過程中存在的問題,并針對(duì)出現(xiàn)的問題,提出了強(qiáng)化績(jī)效目標(biāo)管理、完善績(jī)效評(píng)估指標(biāo)和建立有效的效能監(jiān)督機(jī)制等建議。本文通過對(duì)廣東省“高校創(chuàng)新強(qiáng)校工程”的績(jī)效評(píng)估研究,進(jìn)一步提升廣東教育財(cái)政支出項(xiàng)目的績(jī)效評(píng)估水平,同時(shí)也為國(guó)家或其他省份開展同類“強(qiáng)校工程”項(xiàng)目績(jī)效評(píng)估提供理論指導(dǎo),為今后公共政策、公共行為的制定和施行提供一些借鑒。
[Abstract]:Financial education expenditure to GDP (GDP) 4%, is "national long-term education reform and development plan (2010 - 2020) is one of the important measures to promote the connotative development of higher education in the country. > with increasing total expenditure on education, education of public expenditure efficiency has become a common concern the problems of government and society. The performance evaluation of financial expenditure on education, can effectively improve the performance of fiscal expenditure on education, it is a effective way to realize the rational allocation of fiscal expenditure on education resources. This paper takes Guangdong province university innovation school project" as the research object, to assess the effectiveness of financial investment in Guangdong. Through the use of government public project performance evaluation, education expenditure performance evaluation and other related theories, using methods such as comparative analysis on the reform of the management system and mechanism, discipline construction, teachers team construction Design, personnel training, the six aspects of scientific research ability and comprehensive management performance are analyzed, pointed out that in Guangdong province innovation school project "in the present stage of the achievements and problems in the implementation process, and aiming at the existing problems, put forward to strengthen performance management, improve the performance evaluation the index and the establishment of an effective performance monitoring system and so on. This article through to the Guangdong province university innovation school" project performance evaluation research, to further improve the Guangdong education expenditure project performance evaluation and assessment also provide theoretical guidance for the country or other provinces to carry out similar "strong school project" for the future of public performance. Provide some reference for the formulation of public policy, behavior and implementation.
