基于創(chuàng)業(yè)動機(jī)視角的大學(xué)生創(chuàng)業(yè)扶持體系研究

【摘要】:鼓勵、支持大學(xué)生創(chuàng)業(yè)是推動國家經(jīng)濟(jì)發(fā)展、緩解就業(yè)難問題的有力舉措,目前國家出臺了不少政策扶持大學(xué)生進(jìn)行創(chuàng)業(yè)。但是,與國外相比,由于我國在大學(xué)生創(chuàng)業(yè)領(lǐng)域內(nèi)的研究起步較晚,出臺的扶持政策不夠系統(tǒng)、全面,且在實踐過程中會出現(xiàn)操作性不強(qiáng)、落實不到位等情況,因此需要進(jìn)一步健全相關(guān)工作體系。通過查閱文獻(xiàn)、市場調(diào)查、分析對比等研究方法,結(jié)合對幾所高校已經(jīng)參與創(chuàng)業(yè)的大學(xué)生發(fā)放問卷調(diào)查的方式,從大學(xué)生創(chuàng)業(yè)動機(jī)影響因素、創(chuàng)業(yè)政策與環(huán)境等方面進(jìn)行分析。經(jīng)過數(shù)據(jù)分析,大學(xué)生創(chuàng)業(yè)動機(jī)在受到已創(chuàng)業(yè)朋友帶動、家庭或朋友支持、項目或者資金、強(qiáng)烈的創(chuàng)業(yè)興趣和欲望、改變現(xiàn)狀的需要等因素影響的同時,創(chuàng)業(yè)政策與環(huán)境對其影響的程度也是十分大的。在對調(diào)查問卷綜合分析的基礎(chǔ)上,影響大學(xué)生創(chuàng)業(yè)動機(jī)、制約扶持體系發(fā)展的障礙主要包括創(chuàng)業(yè)環(huán)境的復(fù)雜性、創(chuàng)業(yè)政策體系不完善、政策落實不到位、政策運(yùn)行機(jī)制與監(jiān)督機(jī)制不健全等因素,導(dǎo)致這些問題存在的原因是多方面的,主要有創(chuàng)業(yè)環(huán)境不寬松、創(chuàng)業(yè)政策不配套、政策執(zhí)行能力欠缺、監(jiān)督機(jī)制不健全等。針對這些問題,基于大學(xué)生創(chuàng)業(yè)動機(jī),提出了健全大學(xué)生創(chuàng)業(yè)扶持體系的對策:一是通過出臺政策營造良好的創(chuàng)業(yè)氛圍、完善大學(xué)生創(chuàng)業(yè)的政策資助體系、落實政策實施的工作保障、建立大學(xué)生創(chuàng)業(yè)退出后續(xù)保障機(jī)制來提升大學(xué)生創(chuàng)業(yè)動力;二是通過完善政策執(zhí)行的組織架構(gòu)、提升政策執(zhí)行機(jī)構(gòu)的執(zhí)行力和工作效率、強(qiáng)化政策執(zhí)行人員的責(zé)任意識和業(yè)務(wù)能力來為大學(xué)生創(chuàng)業(yè)提供支持;三是通過加強(qiáng)對政策落實的檢查與監(jiān)督、完善政策執(zhí)行考核機(jī)制及問責(zé)制度來保障大學(xué)生創(chuàng)業(yè)權(quán)益。健全大學(xué)生創(chuàng)業(yè)扶持體系,有利于激發(fā)、引導(dǎo)大學(xué)生的創(chuàng)業(yè)動機(jī),提升大學(xué)生創(chuàng)業(yè)成功率,使高校成為促進(jìn)“大眾創(chuàng)業(yè)、萬眾創(chuàng)新”的平臺建設(shè)者,使當(dāng)代大學(xué)生成為“大眾創(chuàng)業(yè)、萬眾創(chuàng)新”的重要參與者,從而加快推動國家創(chuàng)新驅(qū)動的發(fā)展。
[Abstract]:Encouraging and supporting university students to start a business is a powerful measure to promote the national economic development and ease the difficult problem of employment. At present, the state has issued many policies to support university students to start a business. However, compared with foreign countries, Because of the late start of the research in the field of college students' entrepreneurship, the policy of support is not systematic and comprehensive, and in the process of practice, it will appear that the operation is not strong, the implementation is not in place, and so on. Therefore, it is necessary to further improve the relevant work system. Through consulting literature, market investigation, analysis and comparison and other research methods, combining with the way of issuing questionnaires to several college students who have already participated in entrepreneurship, This paper analyzes the influencing factors of college students' entrepreneurial motivation, entrepreneurial policies and environment. Through data analysis, college students' entrepreneurial motivation is driven by entrepreneurial friends, supported by family or friends, projects or funds. The strong interest and desire to start a business, the need to change the status quo, and so on, at the same time, the impact of entrepreneurship policy and environment on it is also very great. On the basis of comprehensive analysis of the questionnaire, it affects the entrepreneurial motivation of college students. The obstacles to the development of the support system include the complexity of the entrepreneurial environment, the imperfection of the entrepreneurial policy system, the inadequate implementation of the policy, the unsound mechanism of policy operation and supervision, etc. The reasons for these problems are various. The main problems are that the entrepreneurial environment is not loose, the entrepreneurship policy is not matched, the policy implementation ability is not enough, the supervision mechanism is not perfect, and so on. In view of these problems, based on college students' entrepreneurial motivation, The countermeasures to improve the entrepreneurship support system for college students are as follows: first, through the introduction of policies to create a good entrepreneurial atmosphere, to perfect the policy support system for college students to start their own businesses, and to implement the job security of the implementation of the policies. The second is to improve the executive power and work efficiency of the policy enforcement organization by perfecting the organizational structure of policy implementation. Strengthen the sense of responsibility and professional ability of policy enforcement personnel to provide support for university students to start a business; third, through strengthening the inspection and supervision of policy implementation, Perfecting the evaluation mechanism of policy execution and accountability system to protect the university students' entrepreneurial rights and interests, perfecting the supporting system of university students' entrepreneurship, is helpful to stimulate and guide college students' entrepreneurial motivation, and promote the success rate of college students' entrepreneurship. To make colleges and universities become the platform builders to promote "mass entrepreneurship, mass innovation" and to make contemporary college students become important participants in "mass entrepreneurship, mass innovation", thus speeding up the development of national innovation-driven development.
