【摘要】：績(jī)效評(píng)價(jià)是高校科研經(jīng)費(fèi)從數(shù)量增加到質(zhì)量提升的現(xiàn)實(shí)要求,是提高科研經(jīng)費(fèi)使用效率的必然選擇,是國(guó)際高等教育發(fā)展的普遍趨勢(shì)。S大學(xué)的戰(zhàn)略目標(biāo)明確提出,優(yōu)化學(xué)科布局,實(shí)施人才強(qiáng)校戰(zhàn)略,把S大學(xué)建設(shè)成為國(guó)家高素質(zhì)人才培養(yǎng)的重要基地、高水平科學(xué)研究和技術(shù)創(chuàng)新的重要中心,為世界一流大學(xué)建設(shè)奠定良好的基礎(chǔ)。如何提高高校的科研能力,是目前高校管理者和科研人員普遍關(guān)注的問(wèn)題。筆者認(rèn)為,加強(qiáng)高校的科研績(jī)效評(píng)價(jià),是提高科研能力的有效措施,也是監(jiān)督、導(dǎo)向、反饋科研活動(dòng)的重要手段。本文重點(diǎn)是對(duì)S大學(xué)的科研績(jī)效進(jìn)行評(píng)價(jià)。首先,介紹了科研績(jī)效評(píng)價(jià)的相關(guān)理論,以及高�？蒲锌�(jī)效評(píng)價(jià)區(qū)別于企業(yè)績(jī)效評(píng)價(jià)的特點(diǎn)和相應(yīng)的績(jī)效評(píng)價(jià)原則,分析了科研績(jī)效評(píng)價(jià)體系各要素及其各要素之間的關(guān)系;其次,對(duì)S大學(xué)的科研發(fā)展和科研績(jī)效評(píng)價(jià)的現(xiàn)狀進(jìn)行了分析,指出了 S大學(xué)科研績(jī)效評(píng)價(jià)存在的問(wèn)題;第三,確定了 S大學(xué)科研績(jī)效評(píng)價(jià)的目標(biāo)、主體、客體以及評(píng)價(jià)方法,對(duì)運(yùn)用平衡計(jì)分卡進(jìn)行科研績(jī)效評(píng)價(jià)指標(biāo)的選取和運(yùn)用層次分析法確定指標(biāo)權(quán)重進(jìn)行了可行性分析,確定了評(píng)價(jià)方法;第四,運(yùn)用平衡計(jì)分卡法,圍繞科研經(jīng)費(fèi)、社會(huì)評(píng)價(jià)、效率、學(xué)習(xí)與成長(zhǎng)四個(gè)維度,共17個(gè)二級(jí)評(píng)價(jià)指標(biāo)進(jìn)行了分析;第五,根據(jù)不同學(xué)科類(lèi)型確定評(píng)價(jià)標(biāo)準(zhǔn)和指標(biāo)權(quán)重,采用層次分析法對(duì)問(wèn)卷調(diào)查結(jié)果進(jìn)行分析,計(jì)算出不同學(xué)科類(lèi)別的指標(biāo)權(quán)重;最后,以S大學(xué)為例,抽取幾個(gè)科研項(xiàng)目數(shù)據(jù)進(jìn)行評(píng)價(jià),對(duì)評(píng)價(jià)結(jié)果進(jìn)行分析,并提出相關(guān)建議。本文的創(chuàng)新點(diǎn)在于構(gòu)建了基于平衡計(jì)分卡的科研績(jī)效評(píng)價(jià)指標(biāo)體系,根據(jù)S大學(xué)科研項(xiàng)目的實(shí)際情況,選取了 17個(gè)指標(biāo),從科研經(jīng)費(fèi)、社會(huì)評(píng)價(jià)、效率、學(xué)習(xí)與成長(zhǎng)四個(gè)維度設(shè)計(jì)了績(jī)效評(píng)價(jià)指標(biāo);根據(jù)綜合性大學(xué)的學(xué)科特點(diǎn),創(chuàng)新性的提出了根據(jù)學(xué)科類(lèi)型確定指標(biāo)權(quán)重,并采用層次分析法計(jì)算權(quán)重,為S大學(xué)科研績(jī)效評(píng)價(jià)工作提供了新的思路。
[Abstract]:Performance evaluation is the realistic requirement of increasing scientific research funds from quantity to quality, is the inevitable choice to improve the efficiency of scientific research funds, and is the strategic goal of international higher education development. To optimize the distribution of disciplines, implement the strategy of strengthening schools with talents, and build S University into an important base for the training of high-quality talents, an important center for high-level scientific research and technological innovation, How to improve the scientific research ability of colleges and universities is a common concern of university administrators and researchers at present. The author believes that strengthening the evaluation of scientific research performance in colleges and universities is of great concern. It is an effective measure to improve scientific research ability, and also an important means to supervise, guide and feedback scientific research activities. This paper focuses on the evaluation of S University's scientific research performance. First of all, it introduces the relevant theories of scientific research performance evaluation. As well as the characteristics of scientific research performance evaluation in colleges and universities different from enterprise performance evaluation and the corresponding performance evaluation principles, this paper analyzes the relationship between the various elements of the evaluation system of scientific research performance and their elements; secondly, This paper analyzes the current situation of S University's scientific research development and evaluation of scientific research performance, points out the problems existing in S university's scientific research performance evaluation, and third, determines the objectives, subjects, objects and evaluation methods of S university's scientific research performance evaluation. The selection of scientific research performance evaluation index using balanced scorecard and the feasibility analysis of determining index weight by AHP are analyzed, and the evaluation method is determined. 4th, the use of balanced scorecard method, around scientific research funds, social evaluation, Efficiency, learning and growth of four dimensions, a total of 17 secondary evaluation indicators were analyzed; 5th, according to different types of disciplines to determine the evaluation criteria and index weights, using the Analytic hierarchy process to analyze the results of the questionnaire, Finally, taking S University as an example, several scientific research project data are selected for evaluation, and the evaluation results are analyzed. The innovation of this paper is to construct the evaluation index system of scientific research performance based on balanced scorecard. According to the actual situation of S university scientific research projects, 17 indexes are selected, from research funds, social evaluation, efficiency. Four dimensions of learning and growth designed performance evaluation indicators, according to the characteristics of comprehensive universities, innovative proposed according to the types of disciplines to determine the weight of indicators, and use the Analytic hierarchy process to calculate the weight, It provides a new idea for S university scientific research performance evaluation.
