【摘要】：高等農(nóng)業(yè)院校是現(xiàn)代農(nóng)業(yè)發(fā)展的支撐平臺,農(nóng)業(yè)院校的基本職能不僅僅局限在為國家培養(yǎng)高質(zhì)量的農(nóng)業(yè)科技人才,也是農(nóng)業(yè)新能源、新技術(shù)、新成果的輻射源。因此,農(nóng)業(yè)院校一直是我國關(guān)注的重點(diǎn),在為國家輸送大量高質(zhì)量的科技人才的同時,也通過自身的科研活動帶動地方經(jīng)濟(jì)的發(fā)展。教育資源是相對稀缺資源,用于高等農(nóng)業(yè)院校的資源更是不可多得,如何更好地配置這些稀缺資源直接關(guān)系到高等農(nóng)業(yè)院校的發(fā)展前景。高等農(nóng)業(yè)院校要獲得持續(xù)高質(zhì)量的科研產(chǎn)出,必須長期關(guān)注教育資源利用效率的高低和資源配置的合理程度,在考察高等農(nóng)業(yè)院校科研質(zhì)量時,科研的投入是否合理、有效也應(yīng)該是關(guān)注的重點(diǎn)。目前在對高校科研績效進(jìn)行評價時,往往停留在靜態(tài)評價的階段,但是科研活動是一個動態(tài)的過程。因此,采用科學(xué)有效的方式對農(nóng)業(yè)院�？蒲锌冃нM(jìn)行客觀的評價和合理的分析,找出各個農(nóng)業(yè)院校資源配置中出現(xiàn)的問題,有利于促進(jìn)高等農(nóng)業(yè)院校的良性發(fā)展。本研究首先對高等農(nóng)業(yè)院�？蒲锌冃гu價進(jìn)行了系統(tǒng)的分析,通過梳理國內(nèi)外高�？蒲性u價的研究進(jìn)展,歸納總結(jié)了本研究涉及的相關(guān)概念。并利用可視化工具分析科研評價的熱點(diǎn)、時間分布、作者發(fā)文情況和發(fā)展趨勢,在此基礎(chǔ)上進(jìn)一步對基于DEA模型的科研績效評價的研究進(jìn)行綜述。并以38所高等農(nóng)業(yè)院校為研究對象,對高等農(nóng)業(yè)院�？蒲械目傮w情況、科研投入情況、科研產(chǎn)出情況三方面進(jìn)行分析,以掌握高等農(nóng)業(yè)院校各高校之間科研活動的實際情況,為下文深入研究打好基礎(chǔ)。其次構(gòu)建高等農(nóng)業(yè)院�？蒲锌冃ЬC合評價模型。從我國高等農(nóng)業(yè)院校科研績效綜合評價指標(biāo)的構(gòu)建原則出發(fā),借鑒第四輪學(xué)科評估農(nóng)學(xué)門類指標(biāo)體系,構(gòu)建了基于DEA模型和Malmquist指數(shù)的綜合評價體系,并對高校的科研績效進(jìn)行了實證研究。首先根據(jù)構(gòu)建的指標(biāo)體系和DEA基本模型及超效率模型對我國高等農(nóng)業(yè)院�？蒲锌冃нM(jìn)行整體分析,對各高校的科研績效進(jìn)行評價和排名,再根據(jù)評價結(jié)果對DEA無效的高校提出改進(jìn)意見,提高高校的科研績效。然后運(yùn)用Malmquist指數(shù)對高校進(jìn)行動態(tài)評價,分析高�？蒲锌冃]有提高的原因。在連續(xù)多時段內(nèi)分別進(jìn)行靜態(tài)評價、趨勢評價以及動態(tài)評價,掌握我國高等農(nóng)業(yè)院�？蒲锌冃У陌l(fā)展情況和變化趨勢,以實現(xiàn)對高等農(nóng)業(yè)院�？蒲锌冃У木C合評價,從而掌握我國高等農(nóng)業(yè)院�？蒲锌冃г谶B續(xù)多時段內(nèi)動態(tài)發(fā)展的綜合情況。通過研究發(fā)現(xiàn)高等農(nóng)業(yè)院�？蒲锌冃дw水平偏低,有32%的高等農(nóng)業(yè)院校DEA有效,且全要素生產(chǎn)率隨時間的推移逐漸減少,科研績效有顯著的下降趨勢。大多數(shù)高校處于規(guī)模報酬遞減的階段,需要合理配置資源,提高科技創(chuàng)新能力,從而促進(jìn)各農(nóng)業(yè)院�？蒲匈|(zhì)量水平的提高和各地區(qū)的均衡發(fā)展。本研究的創(chuàng)新之處在于:第一,目前有關(guān)高等農(nóng)業(yè)院校科研績效動態(tài)評價的研究很少,大多數(shù)都是靜態(tài)的研究。本研究根據(jù)高等農(nóng)業(yè)院校的特點(diǎn),綜合評價38所高等農(nóng)業(yè)院校的科研績效,給高等農(nóng)業(yè)院校的科研績效評價體系提供理論參考基礎(chǔ)。因此,論文選題具有創(chuàng)新性。第二,本研究利用DEA的基本模型和超效率模型對高等農(nóng)業(yè)院�？蒲锌冃нM(jìn)行了靜態(tài)評價和趨勢評價,同時運(yùn)用了 Malmquist指數(shù)動態(tài)評價了高�？蒲锌冃У陌l(fā)展過程,實現(xiàn)了對高等農(nóng)業(yè)院�？蒲锌冃У木C合評價,能體現(xiàn)高校科研活動的過程性和動態(tài)性,有利于對高等農(nóng)業(yè)院�？蒲星熬斑M(jìn)行預(yù)測,具有前瞻性,對高等農(nóng)業(yè)院�？蒲锌冃У奶岣呔哂兄笇�(dǎo)意義。
[Abstract]:Agricultural Colleges and universities is the platform supporting the development of modern agriculture, the basic functions of agricultural colleges not only in training of agricultural science and technology talents of high quality for the country, the new agricultural technology is the new energy, new achievements, radiation source. Therefore, agricultural colleges and universities has been the focus of our country, in the delivery of a large number of high quality scientific and technological personnel the country at the same time, through their own research activities to promote local economic development. The educational resources are relatively scarce resources for higher agricultural education resources is rare, how to configure these scarce resources is directly related to the development of Higher Agricultural colleges. Higher agricultural colleges to achieve high quality research output, must concerned about the long-term efficiency of resource allocation and the reasonable degree of use of the educational resources in the study of scientific research quality of agricultural colleges and universities, scientific research investment is Effective, should also be the focus of attention. At present in the performance evaluation of the scientific research, often stay in the static evaluation stage, but research is a dynamic process. Therefore, the scientific and effective way of objective evaluation and reasonable analysis of the performance of scientific research in agricultural colleges, find out the Agricultural Colleges and universities in the allocation of resources, is conducive to promoting the benign development of agricultural colleges and universities. The system analysis in this study, evaluation of the performance of scientific research in higher agricultural colleges, the research progress of the evaluation of scientific research combing the domestic and foreign universities, summarizes the relevant concepts involved in this study. The hot spots, and use visual tools to analyze the scientific evaluation the time distribution of a situation and development trend of the author, on the basis of further study on scientific research performance evaluation based on DEA model are reviewed. Through the study found that the overall level of scientific research performance of Agricultural Colleges and universities is low, agricultural colleges have 32% DEA, and the total factor productivity decreased gradually with the passage of time, research performance has a significant downward trend. Most universities are in the stage of decreasing returns to scale, need a reasonable allocation of resources, improve the scientific and technological innovation A new ability, so as to promote the balanced development of the quality of scientific research level of the agricultural colleges and improve in various areas. The innovations of this study are: first, the dynamics of agricultural colleges and universities scientific research performance evaluation is very few, most are static research. According to the characteristics of Agricultural Colleges and universities, 38 comprehensive evaluation in colleges agricultural scientific research performance, provide theoretical reference for agricultural colleges and universities scientific research performance evaluation system.
