【摘要】：內(nèi)外部權(quán)力結(jié)構(gòu)與權(quán)力運(yùn)行的規(guī)制化、治理方式的法治化與權(quán)力主體的博弈共生、治理的高效性與價(jià)值的整體性是行業(yè)性院校治理現(xiàn)代化的基本特征與愿景。但是,目前行業(yè)性高校存在著官僚化治理模式導(dǎo)致路徑依賴、院校的治理主體性不足與治理體系中的"錢穆制度陷阱"等困境。需要以構(gòu)建"大學(xué)理事會(huì)制度"為突破口,創(chuàng)新內(nèi)部治理的領(lǐng)導(dǎo)體制;以"校長治校與教授治學(xué)"為核心,構(gòu)建行政權(quán)力與學(xué)術(shù)權(quán)力的制衡機(jī)制;推動(dòng)大學(xué)章程的法制化進(jìn)程,增強(qiáng)行業(yè)性高校理性辦學(xué)的能力;創(chuàng)新投入體制機(jī)制,增強(qiáng)行業(yè)性院校治理的物質(zhì)保障能力。
[Abstract]:The regulation of internal and external power structure and power operation, the rule of law of governance mode and the game symbiosis of power subject. The efficiency of governance and the integrity of value are the basic characteristics and vision of the modernization of the governance of industrial colleges. However, at present, the bureaucratic governance mode leads to path dependence in the industrial colleges and universities. The lack of governance subjectivity in colleges and universities and the difficulties such as "Qian Mu system trap" in the governance system need to take the construction of "university council system" as the breakthrough point to innovate the leadership system of internal governance; With the core of "the principal manages the school and the professor studies the school", constructs the administrative power and the academic power checks and balances the mechanism; To promote the process of legalization of university charter and strengthen the ability of running a university rationally; Innovation input system and mechanism, enhance the ability of material guarantee of industry-oriented colleges and universities governance.
