【摘要】：隨著科學(xué)技術(shù)的不斷發(fā)展,科技創(chuàng)新在帶動(dòng)經(jīng)濟(jì)增長、改變生活水平等方面產(chǎn)生了重要影響。與此同時(shí),國家間的競爭也日趨加劇,各國競相加大研發(fā)投入,科技創(chuàng)新和知識產(chǎn)權(quán)工作越來越受到國家重視。如何將科學(xué)技術(shù)轉(zhuǎn)變?yōu)樯a(chǎn)力,也是目前國家比較重視的問題之一。將科學(xué)技術(shù)轉(zhuǎn)變?yōu)樯a(chǎn)力的過程也就是科技成果轉(zhuǎn)化的過程,促進(jìn)科技成果的轉(zhuǎn)化是世界各國提高創(chuàng)新能力,增強(qiáng)核心競爭力的重要戰(zhàn)略之一。目前,我國科技成果轉(zhuǎn)化的主體主要是企業(yè)、高校、以及企業(yè)與高校間的合作。隨著經(jīng)濟(jì)和科技的發(fā)展,高校的科研也日益趨向市場化,高校的科技成果轉(zhuǎn)化在促進(jìn)社會(huì)經(jīng)濟(jì)發(fā)展的過程中發(fā)揮著至關(guān)重要的作用。高校也有科技成果轉(zhuǎn)化必要的科研、軟硬件設(shè)備、人才等條件,是科技成果的集聚地。然而高校的成果質(zhì)量不高、轉(zhuǎn)化效率低,科技成果基本以論文發(fā)表、成果鑒定得獎(jiǎng)為主。在將理論性的科技成果轉(zhuǎn)變?yōu)閼?yīng)用性的生產(chǎn)力的這一階段,并不理想,原因在于高校的科技成果轉(zhuǎn)化存在投資體系不完善、科研模式不靈活、利益分配機(jī)制不完善、信息不對稱,轉(zhuǎn)化過程碎片化、法律政策不健全等問題,這些也是導(dǎo)致目前各高�？萍汲晒D(zhuǎn)化率低的普遍原因。正是這些因素的存在,使我國高�？萍汲晒D(zhuǎn)化工作受到了更多的障礙。介于以上提到高�？萍汲晒D(zhuǎn)化中存在的各種困難,本文將研究出一套促進(jìn)高�？萍汲晒D(zhuǎn)化的機(jī)制體系。科技成果與知識產(chǎn)權(quán)日益成為企業(yè)間或國家間的戰(zhàn)略性資源和競爭力的核心要素。知識產(chǎn)權(quán)化的過程與科技成果轉(zhuǎn)化過程存在著交叉以及緊密的聯(lián)系,本文提出了促進(jìn)科技成果轉(zhuǎn)化的知識產(chǎn)權(quán)價(jià)值鏈,通過對價(jià)值鏈相關(guān)概念的比較,對知識產(chǎn)權(quán)價(jià)值鏈的可行性和必要性進(jìn)行分析,并且重點(diǎn)研究了知識產(chǎn)權(quán)價(jià)值鏈整個(gè)鏈條的各個(gè)重要環(huán)節(jié)點(diǎn)和科技成果轉(zhuǎn)化的基本過程,以及知識產(chǎn)權(quán)價(jià)值鏈各環(huán)節(jié)對高校科技成果轉(zhuǎn)化的作用,最終將其形成一系列的機(jī)制流程,為促進(jìn)科技成果轉(zhuǎn)化提供便利。最后基于知識產(chǎn)權(quán)價(jià)值鏈提出一些促進(jìn)高校科技成果轉(zhuǎn)化的建議和對策。
[Abstract]:With the continuous development of science and technology, scientific and technological innovation has played an important role in driving economic growth and changing living standards. At the same time, the competition among countries is becoming increasingly fierce, and countries are competing to increase R & D investment. More and more attention has been paid to the work of science and technology innovation and intellectual property. How to turn science and technology into productive forces. The process of transforming science and technology into productive forces is also the process of transformation of scientific and technological achievements. To promote the transformation of scientific and technological achievements is to improve the innovation ability of all countries in the world. At present, the main body of the transformation of scientific and technological achievements in China is mainly enterprises, universities, and cooperation between enterprises and universities. With the development of economy and science and technology. The scientific research of colleges and universities is becoming more and more market-oriented. The transformation of scientific and technological achievements plays an important role in the process of promoting the social and economic development. Colleges and universities also have the necessary scientific research, hardware and software equipment for the transformation of scientific and technological achievements. Talent and other conditions are the gathering place of scientific and technological achievements. However, the quality of the achievements in colleges and universities is not high, the conversion efficiency is low, and the scientific and technological achievements are basically published as papers. The stage of transforming theoretical scientific and technological achievements into applied productivity is not ideal, because of the imperfect investment system in the transformation of scientific and technological achievements in colleges and universities. The scientific research mode is not flexible, the benefit distribution mechanism is not perfect, the information is not symmetrical, the transformation process is fragmented, the law policy is not perfect and so on. These are also the common reasons leading to the low conversion rate of scientific and technological achievements in colleges and universities. It is precisely the existence of these factors. The transformation of scientific and technological achievements in colleges and universities in China has been subjected to more obstacles. Between the above mentioned in the transformation of scientific and technological achievements of universities and colleges, there are various difficulties. This paper will develop a set of mechanisms to promote the transformation of scientific and technological achievements in colleges and universities. Scientific and technological achievements and intellectual property rights are increasingly becoming the core elements of strategic resources and competitiveness among enterprises or countries. The process of transformation of technical achievements is intersected and closely related. This paper puts forward the intellectual property value chain to promote the transformation of scientific and technological achievements, and analyzes the feasibility and necessity of the intellectual property value chain by comparing the related concepts of the value chain. And focuses on the intellectual property value chain of the whole chain of important points and the basic process of transformation of scientific and technological achievements, as well as the role of intellectual property value chain on the transformation of scientific and technological achievements in colleges and universities. Finally, it forms a series of mechanism processes to facilitate the transformation of scientific and technological achievements. Finally, based on the value chain of intellectual property, some suggestions and countermeasures are put forward to promote the transformation of scientific and technological achievements in colleges and universities.
