燕山大學(xué)師資博士后青年人才引進(jìn)政策研究

【摘要】:本論文以燕山大學(xué)師資博士后制度為研究對(duì)象,綜合運(yùn)用文獻(xiàn)分析法、個(gè)案研究法和訪談法等方法,對(duì)燕山大學(xué)師資博士后制度實(shí)施的理論基礎(chǔ)、背景、目的、可行性條件、發(fā)展歷程、開展模式及實(shí)施現(xiàn)狀進(jìn)行了研究,總結(jié)了燕山大學(xué)實(shí)施這一制度取得的階段性成效,如緩解了燕山大學(xué)因編制緊張制約高質(zhì)量青年人才引進(jìn)的矛盾、拓寬了燕山大學(xué)博士后招收渠道、降低了人才引進(jìn)風(fēng)險(xiǎn)等。燕山大學(xué)在實(shí)施該項(xiàng)制度中存在的問(wèn)題,如該項(xiàng)制度僅在有效期限內(nèi)暫時(shí)緩解編制緊張問(wèn)題、考核機(jī)制不科學(xué)、激勵(lì)機(jī)制缺乏和師資博士后培養(yǎng)方式單一、學(xué)緣結(jié)構(gòu)有待進(jìn)一步優(yōu)化等。為燕山大學(xué)完善這一制度提出如下建議,政府應(yīng)出臺(tái)正式文件,樹立師資博士后制度權(quán)威,提供制度保障;應(yīng)給高校編制松綁,解放高校師資博士后政策擔(dān)任緩解編制緊張的角色,使其師資儲(chǔ)備、師資培養(yǎng)的角色發(fā)揮到淋漓盡致。學(xué)校應(yīng)加大博士后科研流動(dòng)站建設(shè),提供制度實(shí)施的廣闊平臺(tái);健全考核機(jī)制,綜合評(píng)價(jià)師資博士后研究人員的工作;堅(jiān)持“引進(jìn)來(lái)、走出去”原則,實(shí)施多樣化的培養(yǎng)方式;提高薪資待遇、完善獎(jiǎng)勵(lì)機(jī)制,增強(qiáng)人文關(guān)懷;擴(kuò)大師資博士后招收范圍,創(chuàng)造優(yōu)越條件吸引海內(nèi)外優(yōu)秀博士畢業(yè)生,尤其是南方、中西部和海外著名高校,進(jìn)一步優(yōu)化學(xué)緣結(jié)構(gòu)等。
[Abstract]:This paper takes the post-doctoral system of teachers in Yanshan University as the research object, using the methods of literature analysis, case study and interview, etc., to the theoretical basis, background and purpose of the implementation of the post-doctoral system of teachers in Yanshan University. Feasibility conditions, development process, development model and implementation status of the study, summed up the Yanshan University implementation of this system has achieved periodic results. For example, it alleviates the contradiction of Yanshan University, which restricts the introduction of high-quality young talents, and widens the channels of postdoctoral recruitment. Yanshan University in the implementation of the system problems, such as the system only in the effective period of temporary relief of the establishment of the tight problem, the assessment mechanism is not scientific. The lack of incentive mechanism and the single way of post-doctoral training of teachers, the structure of learning edge need to be further optimized. For Yanshan University to improve this system put forward the following suggestions, the government should issue official documents. To establish the authority of post-doctoral system for teachers and to provide system guarantee; The establishment of university should be loosened and the post doctoral policy of university teachers should be liberated as the role of relieving the shortage of the establishment so as to make the teachers reserve and the role of teacher training to be brought into full play. The school should strengthen the construction of the post doctoral research station. To provide a broad platform for the implementation of the system; Perfecting the examination mechanism and synthetically evaluating the work of the postdoctoral research staff of teachers; Adhere to the principle of "bring in, go out", and carry out diversified training methods; Raise salary, perfect reward mechanism, strengthen humanistic care; To expand the scope of postdoctoral recruitment of teachers, to create favorable conditions to attract outstanding doctoral graduates at home and abroad, especially famous universities in the south, central and western regions and overseas, and to further optimize the structure of academic ties.
