【摘要】：信息流、物質(zhì)流、能量流在社會(huì)中權(quán)重性高低地演變促進(jìn)了社會(huì)形態(tài)的演化和更替,從以物質(zhì)為核心的原始社會(huì)、到能量要素占主導(dǎo)的封建社會(huì),再到以信息流為主導(dǎo)的現(xiàn)代社會(huì),要素的每一次變化都深刻影響著社會(huì)發(fā)展的方方面面。知識(shí)是在信息的基礎(chǔ)上衍生出來的一種純度和效度更高的信息,當(dāng)今社會(huì)雖然被稱作信息社會(huì),但在信息社會(huì)中更有價(jià)值的卻是這些知識(shí)。哪個(gè)社會(huì)組織或者主體能夠主動(dòng)掌握知識(shí)流,對(duì)其妥善利用,便能抓住時(shí)代發(fā)展的脈搏,毫無疑問,智庫便是最具知識(shí)發(fā)展?jié)摿Φ闹黧w之一。冷戰(zhàn)期間,西方資本主義國(guó)家首先認(rèn)識(shí)到智庫在未來可以帶來的巨大競(jìng)爭(zhēng)優(yōu)勢(shì),率先對(duì)智庫相關(guān)理論和智庫建設(shè)實(shí)踐展開了研究與探討。如今,智庫深刻影響著西方發(fā)達(dá)國(guó)家的方方面面,智庫外交成為衡量國(guó)家實(shí)力和映射國(guó)際政治格局的新參考因素,智庫也因此被世界各國(guó)的治國(guó)戰(zhàn)略接納,在全球范圍內(nèi)得到推廣。我國(guó)作為世界上最大的發(fā)展中國(guó)家,20世紀(jì)70年代的改革開放政策極大地促進(jìn)了我國(guó)經(jīng)濟(jì)的發(fā)展,但隨著時(shí)代的變遷,我國(guó)經(jīng)濟(jì)轉(zhuǎn)型的必要性和迫切性也越來越突出,從理論上來說,智庫可以在地方或者國(guó)家的經(jīng)濟(jì)轉(zhuǎn)型中提供關(guān)鍵且恰當(dāng)?shù)慕ㄗh,但現(xiàn)實(shí)中我國(guó)智庫發(fā)展?fàn)顩r的卻并不樂觀,不能支撐起整個(gè)發(fā)展大局。2014年,我國(guó)首次將智庫建設(shè)上升到了國(guó)家意志層面,智庫的升級(jí)轉(zhuǎn)型邁入了實(shí)質(zhì)攻堅(jiān)的階段。高校智庫作為智庫界最有潛力的發(fā)展主體,理所應(yīng)當(dāng)?shù)貞?yīng)該抓住這次歷史機(jī)遇,發(fā)揮出高校智庫應(yīng)有的能力和水平,促進(jìn)整個(gè)智庫領(lǐng)域的升級(jí)轉(zhuǎn)型,最終服務(wù)于國(guó)家建設(shè)大局。本文首先介紹了論文研究的目的和意義,并整理、歸納和總結(jié)了相關(guān)概念的研究進(jìn)程和現(xiàn)狀,隨后提出了高校新型智庫的內(nèi)涵及特征,并較為系統(tǒng)、深入地介紹了本文的理論基礎(chǔ),并從相關(guān)理論中深度發(fā)掘共同點(diǎn),再結(jié)合調(diào)查問卷的方式發(fā)現(xiàn)高校新型智庫發(fā)展建設(shè)的困境,并分別提出針對(duì)性的建議。論文大致分為緒論,正文,總結(jié)與展望,致謝四個(gè)部分,具體文章結(jié)構(gòu)如下:第一章:緒論。包括對(duì)本文研究目的、研究意義的簡(jiǎn)介,對(duì)部分概念國(guó)內(nèi)外學(xué)者的研究現(xiàn)狀進(jìn)行歸納梳理,同時(shí)對(duì)本文的研究思路、研究方法、創(chuàng)新點(diǎn)等進(jìn)行闡述。第二章:概括高校新型智庫的內(nèi)涵及特征。在總結(jié)傳統(tǒng)高校智庫內(nèi)涵的基礎(chǔ)上,結(jié)合時(shí)代發(fā)展的新形勢(shì)和新要求,提出了嶄新的高校智庫新型內(nèi)涵及特征。第三章:概述智庫建設(shè)的理論基礎(chǔ),分別對(duì)開放創(chuàng)新理論和協(xié)同理論的概念及內(nèi)容進(jìn)行了較為詳盡地闡述,并歸納了二者理論的融通之處。第四章采用調(diào)查問卷的方式對(duì)事先設(shè)計(jì)的關(guān)于高校新型智庫建設(shè)的數(shù)據(jù)假設(shè)進(jìn)行驗(yàn)證和分析,幫助判斷、分析關(guān)于新型智庫建設(shè)的相關(guān)問題。第五章是在第四章的基礎(chǔ)上,有效結(jié)合我國(guó)目前高校智庫建設(shè)的現(xiàn)狀和國(guó)外的成功經(jīng)驗(yàn),系統(tǒng)、詳實(shí)地介紹存在于高校新型智庫建設(shè)中的種種問題。第六章針對(duì)第五章提出的問題逐條提出相應(yīng)的對(duì)策建議。最后一部分包括總結(jié)與展望、致謝兩個(gè)部分。在總結(jié)與展望中誠(chéng)懇地指出了本文研究的不足之處,指明了在高校智庫研究中同具研究?jī)r(jià)值的其他問題。在致謝中分別向在三年學(xué)習(xí)生涯中給我提供過重要幫助的老師、朋友、同學(xué)表達(dá)最忠心地感謝。
[Abstract]:The information flow, material flow, energy flow and high weight lowland in the society to promote the evolution of the evolution and change of society, from the material as the core of the primitive society, energy elements dominated feudal society to the modern society is dominated by the information flow, every change elements have a profound impact all aspects of social development. We can grasp the pulse of the times, no doubt, think tank is one of the most knowledge subject development potential. During the cold war, the western capitalist countries first to recognize the enormous competitive advantage, can bring in the future, Research and Discussion on the first think tank theory and think tank construction practice. Now, for a profound impact on all aspects of the western developed countries, think tank diplomacy has become the new reference factor to measure the national strength and the mapping of international political pattern, think tank has therefore been the strategy of governing the country welcomes, widely in the world. I China as the largest developing country in the world in 1970s, the reform and opening-up policy has greatly promoted the development of China's economy, but with the changing times, necessity and urgency of the economic transformation has become increasingly prominent, in theory, think tanks can provide key and appropriate suggestions in the economic transformation of local or national in our country, but in reality, think tank development situation is not optimistic, cannot support the overall development of.2014, China's first think tank construction rose to China Will upgrade the level, think tanks entered a crucial stage. The essence of University think tank as the main development industry think tank has the most potential, and should seize this historic opportunity to play the University think tank capacity and level, promote the upgrade of the whole tank field transformation, ultimately serve the national construction in this paper. First introduces the purpose and significance of research and collation, research progress and status quo and summarizes the related concepts, and then puts forward the connotation and characteristics of the new think tank, and a systematic, in-depth introduction to the theoretical basis and relevant theory from the depth of excavation in common, and then found the new think tank development dilemma with the questionnaire, and put forward some suggestions. The paper is divided into preface, text, conclusion and prospect, thanks to four parts, the concrete Structure is as follows: the first chapter: introduction. Including the research purpose, research significance of the introduction, research status of the concept of scholars at home and abroad and summarizes, research ideas, the research methods and innovation points are discussed. The second chapter: summarize the connotation and characteristics of the new think tank. On the basis of the traditional the think tank's connotation, combined with the new situation and new requirements of the development of the times, put forward the new connotation and characteristics of University think tank model. The third chapter: the theoretical basis of think tank construction, respectively on the theory of open innovation and collaborative concept and theory were studied, and summed up the two theory of financing in the fourth chapter. Using the questionnaire to help determine about building a new think tank in advance the design of data hypothesis verification and analysis, analysis of the new think tank construction. Relevant issues. The fifth chapter is on the basis of the fourth chapter, the effective combination of the successful experience and current situation of foreign university think tank construction in our country, many problems exist in the detailed description of the new think tank construction in Colleges and universities. Puts forward the corresponding countermeasures and suggestions put forward in the sixth chapter, the fifth chapter of the problems one by one. The last part includes the two part is summary and outlook, thanks. In summary and outlook earnestly pointed out the shortcomings of this study, points out the problems with the value of other research in Colleges and universities.
