外智引聯(lián)型創(chuàng)新團(tuán)隊(duì)成員優(yōu)選方法探索

【摘要】:針對(duì)西部地區(qū)高?蒲心芰λ捷^低、高端科研人才匱乏、經(jīng)濟(jì)持續(xù)增長乏力等問題,采用“外智引聯(lián)型”跨區(qū)域人才“軟引進(jìn)”合作模式,對(duì)西部高校改革和區(qū)域經(jīng)濟(jì)社會(huì)快速發(fā)展具有重要推動(dòng)作用,是人才資源開發(fā)和利用的明智選擇。為解決外智引聯(lián)型創(chuàng)新團(tuán)隊(duì)成員優(yōu)選問題,首先,運(yùn)用文獻(xiàn)分析法,結(jié)合外智引聯(lián)型創(chuàng)新團(tuán)隊(duì)跨區(qū)域、多主體、關(guān)系靈活等特質(zhì),從個(gè)人能力、協(xié)同能力和適配程度3個(gè)維度構(gòu)建成員選取指標(biāo)體系;其次,采用層次分析法(AHP)對(duì)團(tuán)隊(duì)成員進(jìn)行優(yōu)選并提出實(shí)施步驟;最后,通過案例對(duì)方法進(jìn)行演示。結(jié)果表明,該方法能有效選取外智引聯(lián)型創(chuàng)新團(tuán)隊(duì)需用人才,為團(tuán)隊(duì)成員選取問題提供思路,具有一定可行性和實(shí)際應(yīng)用價(jià)值。
[Abstract]:In view of the problems such as low scientific research ability of universities in the western region, shortage of high-end scientific research talents and lack of sustained economic growth, the cooperation mode of "foreign intelligence leading and connecting" and "soft introduction" of cross-regional talents is adopted. It plays an important role in promoting the reform of western colleges and universities and the rapid development of regional economy and society. It is a wise choice for the development and utilization of human resources. Using the method of literature analysis, combining the characteristics of cross-regional, multi-subject and flexible relationship, the paper constructs the index system of selecting members from three dimensions of individual ability, coordination ability and adaptability degree. Secondly, the AHP is used to select the team members and the implementation steps are put forward. Finally, the method is demonstrated by case study. The results show that the method can effectively select the talents needed by the innovative team with foreign intelligence, and provide ideas for the selection of team members. It has certain feasibility and practical application value.
