【摘要】:高校的科研激勵機(jī)制是引導(dǎo)、推動廣大高校教師不斷創(chuàng)新的制度性保障。地方高校是全國高校的主要組成部分,是地方性、應(yīng)用性研究的重要力量。但是與部屬院校相比,在科研方面面臨著諸多制約因素,普遍存在著研究能力薄弱、研究經(jīng)費(fèi)短缺、研究效益不佳、高水平成果不多等問題。只有廣大地方高校不斷加強(qiáng)科研能力建設(shè),提高整體學(xué)術(shù)研究水平,才能為國家建設(shè)世界一流大學(xué)和一流學(xué)科打好扎實(shí)基礎(chǔ)。以往高?蒲屑顧C(jī)制研究的焦點(diǎn)集中在以各種激勵理論為依據(jù),通過制定完善針對高校教師的各項(xiàng)政策措施,運(yùn)用物質(zhì)或精神激勵的方式,激勵高校教師從事研究工作,提升科研產(chǎn)出。本文對河北省高?蒲屑顧C(jī)制完善的研究,不僅局限于河北省省屬高校對所屬科研工作者個體的激勵,而且從河北省政府與所屬高校、省屬高校內(nèi)部兩個方面進(jìn)行考察。通過文獻(xiàn)調(diào)查的方法,對全國部分省級地方政府高等教育投入及科研計(jì)劃管理情況的考察。通過訪談和問卷調(diào)查的方法,對河北省部分高校特別是省屬重點(diǎn)骨干高校的科研激勵機(jī)制現(xiàn)狀及教師的意見建議進(jìn)行了深入調(diào)查了解。認(rèn)真分析了當(dāng)前河北省存在的高等教育投入不足、對省屬高?蒲星闆r缺乏監(jiān)督、省屬科研計(jì)劃項(xiàng)目管理混亂等問題,以及河北省高校存在的激勵政策體系不健全、科研相關(guān)管理服務(wù)水平不高等問題。提出了河北省完善對所屬高校的科研激勵制度,省屬高校內(nèi)部完善激勵政策、改革科研管理環(huán)節(jié)、改善科研管理流程等較為適合河北省高校實(shí)際的科研激勵機(jī)制完善對策。
[Abstract]:The incentive mechanism of scientific research in colleges and universities is the institutional guarantee to guide and promote the continuous innovation of college teachers. Local colleges and universities are the main part of national colleges and universities, and they are local. Application research is an important force. But compared with subordinate colleges and universities, there are many restricted factors in scientific research, such as weak research ability, shortage of research funds and poor efficiency. Only the vast number of local colleges and universities continue to strengthen the building of scientific research capacity to improve the overall level of academic research. Only then can we lay a solid foundation for our country to build a world-class university and a first-class discipline. The focus of the research on the incentive mechanism of scientific research in colleges and universities has been focused on the basis of various incentive theories. Through the formulation of various policies and measures aimed at university teachers and the use of material or spiritual incentives to encourage university teachers to engage in research work. The research on the improvement of scientific research incentive mechanism in Hebei Province is not only limited to the individual incentive to the scientific research workers, but also from the provincial government of Hebei Province and the affiliated colleges and universities. Through the method of literature investigation, this paper investigates the investment in higher education and the management of scientific research plan of some provincial local governments in the whole country, and through interviews and questionnaires. The present situation of scientific research incentive mechanism of some colleges and universities in Hebei Province, especially the key key universities of the province, and the teachers' opinions and suggestions are investigated and understood in depth, and the shortage of investment in higher education in Hebei Province is analyzed seriously. Lack of supervision over the scientific research situation of provincial colleges and universities, management confusion of provincial scientific research projects, and the existing incentive policy system in Hebei Province is not perfect. This paper puts forward that Hebei Province should perfect the scientific research incentive system to the affiliated colleges and universities, improve the incentive policies within the provincial colleges and universities, and reform the scientific research management links. Improving the flow of scientific research management is more suitable for Hebei colleges and universities to improve the scientific research incentive mechanism.
