【摘要】：學(xué)院制是我國高等學(xué)校普遍采取的管理模式。在不斷推進(jìn)的大學(xué)治理實(shí)踐中,學(xué)院治理作為大學(xué)內(nèi)部治理的核心內(nèi)容和重要環(huán)節(jié),對于大學(xué)實(shí)現(xiàn)"基層變革"具有重要意義。學(xué)院治理的核心是權(quán)力結(jié)構(gòu),因而二級學(xué)院權(quán)力研究對于大學(xué)治理的完善具有重要意義。通過問卷調(diào)查,利用社會網(wǎng)絡(luò)分析的方法對不同類型高等學(xué)校學(xué)院權(quán)力的結(jié)構(gòu)、運(yùn)行狀態(tài)進(jìn)行實(shí)證分析,結(jié)果表明不同類型高等學(xué)校的學(xué)院權(quán)力的結(jié)構(gòu)、運(yùn)行狀態(tài)差別不大,呈現(xiàn)"趨同性";權(quán)力在高等學(xué)校中具有明顯的集中性;除了博士、碩士學(xué)位授予權(quán)高校以外,"底部沉重"的特性在多數(shù)高等學(xué)校中的表現(xiàn)并不明顯,學(xué)院缺乏應(yīng)有的權(quán)力。推進(jìn)學(xué)院治理要進(jìn)一步理順校院權(quán)責(zé)關(guān)系,穩(wěn)步放權(quán)給院系,立足校情,建立順暢的信息溝通渠道。
[Abstract]:College system is a general management mode adopted by colleges and universities in our country. In the continuous promotion of university governance practice, college governance is the core content and important link of university internal governance. The core of college governance is power structure, so the study of secondary college power is of great significance to the improvement of university governance. By using the method of social network analysis, this paper makes an empirical analysis on the structure and running state of college power of different types of colleges and universities. The results show that the structure of college power of different types of colleges and universities has little difference in running state. Present "convergence"; Power has obvious centralization in colleges and universities; In addition to doctorate, master degree grant power colleges and universities, "bottom heavy" characteristics in most colleges and universities in the performance is not obvious. The college lacks due power. To promote the administration of the college, it is necessary to further straighten out the relationship between the authority and responsibility of the college, steadily delegate the power to the department, base on the situation of the school, and establish a smooth channel of information communication.
