【摘要】:院!吧瘛笔歉叩冉逃龑哟谓Y(jié)構(gòu)的變革方式之一。論文所指的“升格”主要包括中等專業(yè)學(xué)校升格成為?茖W(xué)校,?茖W(xué)校升格成為本科院校。從國際上來看,高等教育層次上延是全球高等教育的發(fā)展趨勢;在我國,院校升格是高等教育適應(yīng)社會變革特別是經(jīng)濟轉(zhuǎn)型升級的一種反映;從院校層面來看,升格已成為其生存發(fā)展的內(nèi)在訴求。因此,我們有必要從理論與實踐上深刻分析院校升格的動因與機理,使高等教育層次結(jié)構(gòu)的調(diào)整有章可循!坝^今宜鑒古,無古不成今”。不了解歷史,不僅無法真正地理解現(xiàn)在,也難以有效地預(yù)知未來。論文首先從歷史上詳細(xì)考察了新中國成立以來發(fā)生的五次大規(guī)模院校升格現(xiàn)象,總結(jié)了我國院校升格的整體特征,即多發(fā)性、突變性、他律性與自律性。根據(jù)內(nèi)外部關(guān)系規(guī)律歸納了院校升格的三點動因:國家和社會因素、高等學(xué)校自身訴求、高等教育系統(tǒng)內(nèi)部因素,并且指出改革開放前大規(guī)模的院校升格主要由政府強勢操控,改革開放之后,高等院校內(nèi)部則對“升格”表現(xiàn)出強烈的愿望。通過對歷史的考察與分析,論文指出了院校升格對國家高等教育發(fā)展的影響是一把“雙刃劍”,一方面對高等教育結(jié)構(gòu)的改善和調(diào)整起到重要作用,另一方面,由于經(jīng)驗不足使得高等教育的發(fā)展處于不穩(wěn)定的狀態(tài)。在歷史研究和理論分析的基礎(chǔ)上,論文對高等教育層次結(jié)構(gòu)的調(diào)整提出了相關(guān)的政策建議,一是借鑒歷史的經(jīng)驗,學(xué)習(xí)民國時期注重立法;二是借鑒西方發(fā)達(dá)國家經(jīng)驗,提高?平逃|(zhì)量;三是建立高等教育結(jié)構(gòu)動態(tài)調(diào)整機制。為使院!案瘛钡恼{(diào)整有章可循,筆者嘗試著構(gòu)建了高等教育層次結(jié)構(gòu)動態(tài)調(diào)整的三種機制——“上下機制”、“左右機制”、“退出機制”,該機制建立的邏輯起點是使院校的“位格”與其辦學(xué)品質(zhì)相符。
[Abstract]:"upgrading" in colleges and universities is one of the ways to reform the higher education hierarchy. The "upgrading" in this paper mainly includes the upgrading of secondary specialized schools into specialized schools. From the international point of view, the higher education level extension is the development trend of the global higher education; In China, the upgrading of colleges and universities is a reflection of higher education adapting to social changes, especially economic transformation and upgrading. From the perspective of colleges and universities, upgrading has become the inherent demand of its survival and development. Therefore, it is necessary for us to analyze the motivation and mechanism of upgrading in theory and practice. So that the adjustment of higher education hierarchy can be based on the rules. "it is appropriate to learn from the past today, no history is not today". Do not understand history, not only can not really understand the present. It is also difficult to predict the future effectively. Firstly, this paper examines five large-scale college upgrading phenomena since the founding of New China in history, and summarizes the overall characteristics of college upgrading in China, that is, multiple, mutation. According to the law of internal and external relations, this paper sums up the three reasons for the upgrading of colleges and universities: national and social factors, colleges and universities' own demands, and the internal factors of higher education system. It also points out that before the reform and opening up, the large-scale upgrading of colleges and universities was mainly controlled by the government. After the reform and opening up, the institutions of higher learning showed a strong desire for "upgrading" through the investigation and analysis of history. The paper points out that the influence of the upgrading of colleges and universities on the development of national higher education is a "double-edged sword", which plays an important role in improving and adjusting the structure of higher education on the one hand, and on the other hand. Because of the lack of experience, the development of higher education is in an unstable state. On the basis of historical research and theoretical analysis, the paper puts forward relevant policy recommendations on the adjustment of higher education hierarchy. First, draw lessons from the historical experience, learn from the Republic of China to pay attention to legislation; Second, learn from the experience of western developed countries, improve the quality of college education; The third is to establish the dynamic adjustment mechanism of the higher education structure. In order to make the adjustment of the "lattice" of colleges and universities have rules to follow, the author tries to construct three kinds of mechanism of the dynamic adjustment of the higher education hierarchy structure "up and down mechanism". "left and right mechanism" and "exit mechanism", the logical starting point of the establishment of this mechanism is to make the "position" of colleges and universities conform to the quality of running a school.
