【摘要】：臺灣地區(qū)校務(wù)研究制度化發(fā)展迅速,在高校校務(wù)管理中也起到十分重要的作用。近年來臺灣高校引進(jìn)并借鑒美國、英國、日本等國家校務(wù)研究的運(yùn)作經(jīng)驗(yàn),各高校重視辦學(xué)效能及學(xué)生學(xué)習(xí)成效,旨在提升大學(xué)行政效率、系統(tǒng)整合學(xué)校財(cái)務(wù)資源并追求校務(wù)永續(xù)發(fā)展,積極健全校務(wù)研究機(jī)制,善用實(shí)證性數(shù)據(jù)資訊,進(jìn)行以證據(jù)為本位的決策模式。就臺灣地區(qū)校務(wù)研究制度化發(fā)展的歷程、組織架構(gòu)、主要議題、對院校發(fā)展的意義及在校務(wù)治理上的應(yīng)用等方面做深入的研究與探討,總結(jié)臺灣地區(qū)校務(wù)研究制度化發(fā)展的經(jīng)驗(yàn)及對大陸地區(qū)校務(wù)研究工作的啟示。由于研究涉及臺灣地區(qū)校務(wù)研究相關(guān)的研究情況以及實(shí)施情況,采用文獻(xiàn)分析法、訪談法、比較法等方式進(jìn)行研究,搜集海峽兩岸及美國、日本已經(jīng)發(fā)表的關(guān)于校務(wù)研究的研究成果,分析眾學(xué)者已經(jīng)形成的理論及實(shí)施路徑,作為相互比較的參考點(diǎn)。搜集臺灣地區(qū)教育主管部門、高等學(xué)校以及已經(jīng)設(shè)立的校務(wù)研究機(jī)構(gòu)中相關(guān)的規(guī)章文件資料與相關(guān)文獻(xiàn),分析臺灣地區(qū)校務(wù)研究工作制度化發(fā)展的歷程及工作具體開展的現(xiàn)狀,并總結(jié)經(jīng)驗(yàn)提出結(jié)論與建議。另外還使用了訪談法,對已經(jīng)搜集到的文獻(xiàn)資料的正確性進(jìn)行確認(rèn),以補(bǔ)足文獻(xiàn)資料的不足。在對臺灣地區(qū)推進(jìn)校務(wù)研究制度化發(fā)展的背景與歷程分析中發(fā)現(xiàn),臺灣高校辦學(xué)生態(tài)趨于多元與復(fù)雜,為了提升大學(xué)校務(wù)專業(yè)能力、應(yīng)對復(fù)雜挑戰(zhàn)、提升學(xué)生學(xué)習(xí)成效,并向大眾提供辦學(xué)資訊和調(diào)整招生策略實(shí)現(xiàn)高校永續(xù)發(fā)展。臺灣地區(qū)校務(wù)研究制度化分為三個(gè)歷程,分別為制度化前摸索階段、以自我評鑒制度奠定制度化基礎(chǔ)階段及教育部門政策驅(qū)動(dòng)進(jìn)一步制度化階段。臺灣地區(qū)常設(shè)性的校務(wù)研究部門的主要任務(wù)包括校務(wù)資料的搜集與整理、政策規(guī)劃與制定、推展學(xué)術(shù)研究活動(dòng)及為全校師生提供研究相關(guān)的行政服務(wù)。當(dāng)前臺灣校務(wù)研究工作的主要議題主要圍繞學(xué)生事物、資源管理及教職員工與教學(xué)展開。校務(wù)研究在校務(wù)治理方面也主要被運(yùn)用在提升學(xué)生學(xué)習(xí)成效和建立入學(xué)管理模式兩個(gè)方面。對臺灣校務(wù)研究制度化發(fā)展及應(yīng)用的研究發(fā)現(xiàn),大陸地區(qū)校務(wù)研究工作需要從以下三方面進(jìn)行改進(jìn)和借鑒:一是明晰校務(wù)研究機(jī)構(gòu)及專責(zé)人員的權(quán)責(zé);二是充分利用已有數(shù)據(jù)資源建立數(shù)據(jù)平臺;三是完善校務(wù)研究機(jī)構(gòu)與高校內(nèi)部各職能部門的協(xié)調(diào)機(jī)制。
[Abstract]:The institutional study on rapid growth of Taiwan, the school management in Colleges and universities also play a very important role. In recent years, colleges and universities in Taiwan are introduced and from the United States, Britain, Japan and other countries of the operation experience, pay attention to each college running efficiency and students' learning effect, to enhance the efficiency of university administrative system, integration of financial resources and school the pursuit of sustainable development, and actively improve the research system, use empirical data to information, evidence based decision model. The process of system development in the Taiwan area, organizational structure, major issues, in-depth research and Discussion on the significance of the development of colleges and in the governance aspects of the application summary of the research, the system development experience of Taiwan and Its Enlightenment to the research work of the mainland area. Because the study involved in the Taiwan area of school affairs The research and implementation, by the method of literature analysis, interview method, comparative study method, collected on both sides of the Strait and the United States, the research results have been published in Japan, many scholars have formed the theoretical analysis and implementation path, as mutual comparison reference points. Collect the Department in charge of Education in Taiwan area the relevant regulations, documents and relevant documents have been established by the universities and research institutions, analysis the history and the current situation of the work system of the development of the Taiwan region to carry out specific, and summarizes the conclusion and suggestion. In addition to using experience interviews, to confirm the correctness of already collected literature, to make up for the lack of literature. In the analysis of background and development course of the system in advance of Taiwan area, Taiwan high school students State tends to be multiple and complex, in order to enhance the university professional ability to deal with complex challenges, to enhance students' learning effectiveness, and to provide the public school enrollment information and adjust strategies to achieve sustainable development of colleges and universities. The research system of Taiwan area is divided into three stages, respectively for the institution before the stage, to lay the institutional self evaluation system the basic stage and the education sector policy driven stage further collection and collation system. The main task of the permanent research department of the Taiwan area including the data, planning and policy formulation, promote research activities and provide related administrative services for teachers and students. The main topics of current research work mainly focuses on the Taiwan students things. Resource management and teaching staff and teaching. The research on the governance also is mainly used in improving the students' learning into The effect and the establishment of enrollment management mode two aspects. Research on Taiwan school research system development and application, the research area, the need for improvement and reference from the following three aspects: one is to clarify the research institutions and professional staff duties; the two is to make full use of existing data resources to build data platform; the three is to coordinate the mechanism of improving the internal affairs research institutions and university departments.
