基于城鄉(xiāng)一體化的新型職業(yè)農(nóng)民培育研究

【摘要】:隨著我國現(xiàn)代化和城市化的發(fā)展,國家提出城鄉(xiāng)一體化發(fā)展戰(zhàn)略。城鄉(xiāng)發(fā)展一體化是解決“三農(nóng)”問題的根本途徑,而農(nóng)業(yè)現(xiàn)代化是衡量城鄉(xiāng)一體化的標(biāo)準(zhǔn)。但是,傳統(tǒng)農(nóng)業(yè)無法有力支持城鄉(xiāng)一體化發(fā)展,無法滿足現(xiàn)代社會發(fā)展對農(nóng)產(chǎn)品供給的要求,所以實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化成為我國經(jīng)濟(jì)發(fā)展的重中之重。要充分實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化,擁有高素質(zhì)的農(nóng)業(yè)人才是關(guān)鍵。目前,我國農(nóng)村缺少實(shí)用型人才,農(nóng)村勞動力素質(zhì)不高,涉農(nóng)專業(yè)學(xué)生“跳農(nóng)門”意愿強(qiáng)烈,長此以往,將導(dǎo)致我國缺乏優(yōu)秀的農(nóng)業(yè)后繼人才,這將嚴(yán)重影響我國農(nóng)業(yè)現(xiàn)代化進(jìn)程,為了解決農(nóng)民素質(zhì)與農(nóng)業(yè)現(xiàn)代化發(fā)展之間的矛盾,2012年,中央“一號文件”首次提出“培育新型職業(yè)農(nóng)民”。在全國各地培育新型職業(yè)農(nóng)民的實(shí)踐中,河北省中等職業(yè)學(xué)校面向農(nóng)村送教下鄉(xiāng)模式取得了較大成效。本文選擇了河北省幾個典型的縣市為調(diào)查對象,通過實(shí)地調(diào)研,分析了當(dāng)前新型職業(yè)農(nóng)民培育過程中的問題,針對其問題提出相應(yīng)的對策,希望能對我國新型職業(yè)農(nóng)民的培育提供可參考的經(jīng)驗(yàn)和意見。本文一共分五章。第一章以城鄉(xiāng)一體化發(fā)展趨勢的背景下,我國農(nóng)村實(shí)用型人才缺乏,農(nóng)村“空心化”,農(nóng)民素質(zhì)與現(xiàn)代農(nóng)業(yè)發(fā)展之間的矛盾為著眼點(diǎn)進(jìn)行論述,闡述了本文的研究背景和意義,對國內(nèi)外研究新型職業(yè)農(nóng)民的理論進(jìn)行了綜述,并提出了本論文的研究內(nèi)容、研究方法和技術(shù)路線。第二章論述了城鄉(xiāng)一體化與新型職業(yè)農(nóng)民培育的相關(guān)概念。首先論述了城鄉(xiāng)一體化的概念,歸納提出了城鄉(xiāng)一體化與現(xiàn)代農(nóng)業(yè)、農(nóng)村職業(yè)教育以及新型職業(yè)農(nóng)民之間的關(guān)系,然后提出了基于城鄉(xiāng)一體化的新型職業(yè)農(nóng)民的概念,最后提出了城鄉(xiāng)一體化發(fā)展趨勢背景下,新型職業(yè)農(nóng)民培育的概念,指出了新型職業(yè)農(nóng)民培育與農(nóng)民培訓(xùn)的不同,明確了新型職業(yè)農(nóng)民培育的特殊性。第三章通過對河北省中等職業(yè)學(xué)校面向農(nóng)村送教下鄉(xiāng)的培育模式和河北省部分中等職業(yè)學(xué)校涉農(nóng)專業(yè)進(jìn)行調(diào)研分析,指出當(dāng)前新型職業(yè)農(nóng)民培育中存在的問題,并對問題原因進(jìn)行了深入分析。第四章結(jié)合城鄉(xiāng)一體化發(fā)展,提出了符合時代特征的新型職業(yè)農(nóng)民培育的優(yōu)化對策:明確政府責(zé)任,創(chuàng)造新型職業(yè)農(nóng)民產(chǎn)生與發(fā)展的良好環(huán)境;借鑒國外經(jīng)驗(yàn),完善職業(yè)農(nóng)民培育法律法規(guī);推進(jìn)職業(yè)教育涉農(nóng)專業(yè)發(fā)展;創(chuàng)新完善新型職業(yè)農(nóng)民培育方式。第五章總結(jié)全文。
[Abstract]:With the development of modernization and urbanization in China, the state puts forward the development strategy of urban-rural integration. The integration of urban and rural development is the fundamental way to solve the problem of agriculture, rural areas and farmers, and agricultural modernization is the standard to measure the integration of urban and rural areas. However, traditional agriculture can not effectively support the integrated development of urban and rural areas, and can not meet the requirements of modern social development for the supply of agricultural products, so the realization of agricultural modernization has become the most important thing in China's economic development. In order to fully realize agricultural modernization, it is the key to have high-quality agricultural talents. At present, there is a lack of practical talents in rural areas of our country, the quality of rural labor force is not high, and the students majoring in agriculture are willing to "jump from agriculture". In the long run, there will be a lack of excellent agricultural successors in our country. This will seriously affect the process of agricultural modernization in China. In order to solve the contradiction between the quality of farmers and the development of agricultural modernization, in 2012, the "No. 1 document" of the central government put forward "cultivating new professional farmers" for the first time. In the practice of cultivating new vocational farmers all over the country, Hebei secondary vocational schools have made great achievements in sending teaching to the countryside. This paper selects several typical counties and cities in Hebei Province as the object of investigation, analyzes the problems in the process of cultivating new professional farmers through field investigation, and puts forward some corresponding countermeasures for their problems. It is hoped that it can provide reference experience and suggestions for the cultivation of new professional farmers in China. This paper is divided into five chapters. Under the background of the development trend of urban-rural integration, the first chapter discusses the shortage of practical talents in rural areas, the "hollowing" in rural areas, the contradiction between farmers' quality and the development of modern agriculture, and expounds the research background and significance of this paper. This paper summarizes the research theory of new professional farmers at home and abroad, and puts forward the research content, research methods and technical route of this paper. The second chapter discusses the related concepts of urban-rural integration and the cultivation of new professional farmers. This paper first discusses the concept of urban-rural integration, sums up the relationship between urban-rural integration and modern agriculture, rural vocational education and new professional farmers, and then puts forward the concept of new professional farmers based on urban-rural integration. Finally, under the background of the development trend of urban-rural integration, this paper puts forward the concept of cultivating new professional farmers, points out the difference between the cultivation of new professional farmers and the training of farmers, and clarifies the particularity of the cultivation of new professional farmers. The third chapter points out the problems existing in the cultivation of new vocational farmers through the investigation and analysis of the cultivation mode of secondary vocational schools in Hebei Province and the agriculture-related specialties of some secondary vocational schools in Hebei Province. The causes of the problems are analyzed in depth. The fourth chapter, combined with the integrated development of urban and rural areas, puts forward the optimization countermeasures for the cultivation of new professional farmers in accordance with the characteristics of the times: defining the responsibility of the government and creating a good environment for the emergence and development of new professional farmers; Learn from the experience of foreign countries, improve the laws and regulations of professional farmers; promote the development of vocational education agriculture-related specialty; innovate and improve the new professional farmers training methods.
