民族寄宿生飲食管理研究

【摘要】:國家西部地區(qū)“兩基”攻堅計劃實施以來,隨著民族地區(qū)義務(wù)教育的普及,西部偏遠(yuǎn)地區(qū)的少數(shù)民族學(xué)生逐漸加入義務(wù)教育大軍中,隨之而來的還有民族學(xué)生住校問題、飲食不適應(yīng)問題,這些問題給“兩基”攻堅計劃的實施帶來了巨大挑戰(zhàn)。在民族地區(qū),具有民族特色的飲食供應(yīng)不僅僅是學(xué)生身心發(fā)展的保障,還是民族學(xué)生適應(yīng)寄宿教育的推力。因此,站在民族學(xué)生的角度研究民族寄宿生飲食管理存在的問題,對改善學(xué)校飲食管理水平、提高飲食供應(yīng)質(zhì)量、提升飲食服務(wù)滿意度有極其重要的意義。本文通過對民族寄宿學(xué)校學(xué)生發(fā)放飲食管理問卷,了解民族寄宿生飲食管理現(xiàn)狀,歸納飲食管理問題,并通過訪談法,探究民族寄宿生飲食管理問題存在的原因,為民族寄宿學(xué)校學(xué)生飲食管理提供建議。主要結(jié)論有:首先,民族寄宿生飲食管理現(xiàn)狀。飲食環(huán)境衛(wèi)生方面,民族寄宿生整體就餐環(huán)境較好,但室內(nèi)布局存在不合理,設(shè)施設(shè)置條件不完善;飲食質(zhì)量方面,食堂食譜公示公開力度不夠,食物份量大體上較為適宜,飲食供應(yīng)的種類偏少,飲食口味在很大程度上無法滿足民族學(xué)生的需要,食品衛(wèi)生現(xiàn)狀令人堪憂;人員服務(wù)方面,工作人員對衛(wèi)生標(biāo)準(zhǔn)不夠明確;服務(wù)缺乏耐心和禮貌,且存在傾向性,服務(wù)能力較強(qiáng),服務(wù)行為存在失當(dāng),協(xié)調(diào)管理缺乏彈性,學(xué)生就餐秩序較為混亂;相關(guān)制度方面,監(jiān)督制度不完善,溝通不順暢,學(xué)校飲食健康課程普及率較低。其次,民族寄宿生飲食管理存在的問題可以歸納為以下四個方面,即規(guī)劃不合理,設(shè)施條件有待改善;托管單位管理的問題;學(xué)校監(jiān)管問題;意見溝通問題。通過走訪民族寄宿學(xué)校、開展訪談,分析民族寄宿生飲食管理存在問題的原因主要有:飲食管理資金缺口大、托管單位的選擇標(biāo)準(zhǔn)不明確、學(xué)校監(jiān)管不到位、政府部門監(jiān)管不深入。最后,針對上述影響因素,本研究提出相應(yīng)的對策與建議。結(jié)合民族地區(qū)的現(xiàn)有條件,建議從加大政府投入,加大建設(shè)投入合理規(guī)劃,加大人員培訓(xùn)投入組織人員培訓(xùn);把握托管單位準(zhǔn)入關(guān),規(guī)范篩選程序,約定限制性條款;提升學(xué)校監(jiān)管力度,落實飲食日常監(jiān)管,拓寬監(jiān)管渠道,加強(qiáng)學(xué)生飲食健康教育;促進(jìn)政府部門科學(xué)督查,加緊完善學(xué)校供餐監(jiān)管體系,加強(qiáng)政府相關(guān)部門間溝通協(xié)作;創(chuàng)新管理機(jī)制,界定管理權(quán)限,引入績效考核等方面提高學(xué)生飲食管理水平,改善民族寄宿生飲食供應(yīng)條件,增強(qiáng)民族寄宿生生活自信、體質(zhì)自信、學(xué)業(yè)自信。
[Abstract]:With the popularization of compulsory education in ethnic minority areas, ethnic minority students in remote areas of western China have gradually joined the army of compulsory education since the implementation of the "two bases" plan to tackle the key problems in the western region, followed by the problem of the residence of ethnic students at school. The problem of dietary inadaptability has brought great challenges to the implementation of the two-base program. In minority areas, the food supply with national characteristics is not only the guarantee of students' physical and mental development, but also the thrust of ethnic students' adaptation to boarding education. Therefore, it is of great significance to study the problems existing in the dietary management of ethnic boarding students from the perspective of ethnic students, to improve the level of dietary management in schools, to improve the quality of diet supply, and to enhance the satisfaction of catering services. In this paper, the present situation of national boarding students' diet management is understood, and the problems of diet management are summed up by means of the questionnaire on food management of ethnic boarding school students, and the reasons for the problems of national boarding students' diet management are explored through the method of interview. To provide suggestions for food management of students in ethnic boarding schools. The main conclusions are as follows: first, the current situation of food management of ethnic boarding students. In the aspect of diet and environmental hygiene, the overall dining environment of ethnic boarding students is better, but the indoor layout is unreasonable and the facilities are not perfect. In the aspect of diet quality, the publicity of canteen recipes is not enough, and the amount of food serving is generally appropriate. The food supply is small, the food taste is largely unable to meet the needs of ethnic students, the current situation of food hygiene is worrisome; in terms of personnel service, the staff members are not clear about the hygiene standards; the service lacks patience and courtesy. Moreover, there is tendency, strong service ability, improper service behavior, lack of flexibility in coordination and management, confusion of students' dining order, imperfect supervision system and poor communication in related systems. The prevalence of dietary health courses in schools is low. Secondly, the problems existing in the food management of ethnic boarding students can be summed up in the following four aspects: unreasonable planning, facilities conditions to be improved; management of trusteeship units; school supervision; and communication of opinions. By visiting ethnic boarding schools and conducting interviews, the main reasons for the problems in food management of ethnic boarding students are as follows: large gap in food management funds, unclear selection criteria of trusteeship units, and inadequate school supervision. Government departments are not well regulated. Finally, in view of the above factors, this study puts forward the corresponding countermeasures and suggestions. According to the existing conditions in ethnic minority areas, it is suggested to increase government investment, increase construction investment in rational planning, increase personnel training input, organize personnel training, grasp the admission of trusteeship units, standardize screening procedures, and agree on restrictive clauses. To promote school supervision, to implement daily food supervision, to broaden the channels of supervision, to strengthen the education of students' dietary health, to promote the scientific supervision of government departments, to strengthen the supervision system of school meals, and to strengthen the communication and cooperation among relevant government departments; Innovative management mechanism, defining management authority, introducing performance evaluation to improve the level of dietary management, improve the national boarding food supply conditions, enhance the national boarding students' confidence in life, physical confidence, academic self-confidence.
