我國現(xiàn)階段特殊教育公平問題研究

【摘要】:近四十年的改革開放進程推動了我國經(jīng)濟社會的飛速發(fā)展,在社會發(fā)展的同時中國共產(chǎn)黨和政府更加注重社會公平,并將教育公平作為促進社會公平和構(gòu)建和諧社會的基礎工程,同時日益認識到特殊教育的公平是教育公平的重要組成部分。特殊教育的發(fā)展水平對于全面發(fā)展教育事業(yè),實現(xiàn)普及教育是不可或缺的方面。在我國發(fā)布的《國家中長期教育改革和發(fā)展規(guī)劃綱要(2010—2020年)》中已經(jīng)明確的指出:“到2020年,建成覆蓋城鄉(xiāng)的基本公共教育服務體系,逐步實現(xiàn)基本公共教育服務均等化”,特別提出“在未來的教育事業(yè)發(fā)展中應加大對殘疾人教育事業(yè)的投入力度,保障殘疾人受教育的權(quán)利”,并且強調(diào)政府經(jīng)濟社會發(fā)展規(guī)劃需要把特殊教育事業(yè)納入其中。不過,我們也應該看到,自上世紀80年代特殊教育學校在我國逐步創(chuàng)辦以來,雖然相關(guān)政策、法律法規(guī)相繼出臺,特殊教育事業(yè)在我國有了基礎性的進展,但目前仍然遠遠落后于殘疾人人群和社會發(fā)展的迫切需要。現(xiàn)階段我國特殊教育在入學機會、教育教學質(zhì)量、教學評價與就業(yè)等方面仍存在著不少問題,影響著我國教育公平事業(yè)的建設。在新經(jīng)濟形勢的背景下,在國家全面建設小康社會的決勝階段的要求下,我們需要進一步深入分析我國特殊教育公平的現(xiàn)狀問題,為教育事業(yè)實踐探索提供理論支持。基于此,本文聚焦我國現(xiàn)階段特殊教育公平發(fā)展存在的問題,以關(guān)注特殊教育群體,促進我國特殊教育公平價值實現(xiàn)為歸宿,結(jié)合特殊教育發(fā)展的相關(guān)理論,對學界關(guān)于我國特殊教育的研究情況作了重點梳理與歸納,明確了具體的研究思路。論文以問題導向展開研究,共分為五個部分。第一部分緒論,從問題的提出背景、研究意義、文獻綜述及研究重點等四個方面展開,為論文的深入作最基礎性的鋪墊和闡釋;第二部分是特殊教育公平研究的基本內(nèi)涵和理論資源兩方面內(nèi)容,明確后文論述的基本問題和理論基礎;第三部分則著重討論我國特殊教育公平實踐的現(xiàn)狀,從成就與問題兩個方面做詳細分析;第四部分緊接現(xiàn)狀分析,探討特殊教育現(xiàn)存問題的原因,從三個具有代表性的維度展開。第五部分是論文的落腳點,對比分析國外可供借鑒的經(jīng)驗;指出改善我國特殊教育不公平現(xiàn)象的現(xiàn)實路徑,給出具有針對性、可行性的建議。
[Abstract]:The reform and opening up process of nearly 40 years has promoted the rapid development of our country's economy and society. While the society is developing, the Communist Party of China and the government have paid more attention to social equity. Meanwhile, it is increasingly recognized that the equity of special education is an important part of the equity of education. The development level of special education is indispensable to the development of education in an all-round way and the realization of universal education. It has been clearly pointed out in the outline of the National Medium-and Long-Term Education Reform and Development Plan (2010-2020) issued by our country: "by 2020, the basic public education service system covering urban and rural areas will be built and the equalization of basic public education services will be gradually realized." In particular, the author puts forward that "in the future development of education, we should increase the investment in the education of the disabled to ensure the right of the disabled to receive education", and emphasize that the government's economic and social development plan should include the special education. However, we should also see that since the gradual establishment of special education schools in China in the 1980s, although the relevant policies, laws and regulations have been promulgated one after another, the cause of special education has made fundamental progress in our country. But it still lags far behind the urgent needs of the disabled and social development. At present, there are still many problems in the fields of entrance opportunity, teaching quality, teaching evaluation and employment, which affect the construction of educational fairness in our country. Under the background of the new economic situation and the requirements of the decisive stage of building a well-off society in an all-round way, we need to further analyze the current situation of the equity of special education in our country and provide theoretical support for the practical exploration of educational undertakings. Based on this, this paper focuses on the problems existing in the fair development of special education in China at the present stage, focusing on the special education groups, promoting the realization of the value of special education equity as the end-result, combining with the relevant theories of the development of special education. This paper focuses on the research of special education in China, and clarifies the specific research ideas. The thesis is divided into five parts. The first part of the introduction, from the background of the question, research significance, literature review and focus of the four aspects, for the paper for the most basic foreshadowing and interpretation; The second part is the basic connotation and theoretical resources of the research on the equity of special education, which clarifies the basic problems and theoretical basis discussed later, and the third part focuses on the current situation of the practice of the equity of special education in China. The fourth part analyzes the current situation of special education, and discusses the causes of the existing problems in special education, starting from three representative dimensions. The fifth part is the foothold of the paper, the comparative analysis of the experience of foreign countries, pointed out the real path to improve the unfair phenomenon of special education in China, and gave targeted and feasible suggestions.
