云南農(nóng)村職業(yè)教育適應(yīng)“新生代”農(nóng)民培育研究

【摘要】:農(nóng)村缺乏技術(shù)人才是阻礙農(nóng)村經(jīng)濟(jì)社會發(fā)展的一個重要因素。隨著社會經(jīng)濟(jì)的發(fā)展、時間的推移,新生代農(nóng)民在農(nóng)村生產(chǎn)經(jīng)濟(jì)發(fā)展中將逐步成為建設(shè)的有生力量,他們不僅是社會主義新農(nóng)村建設(shè)的主體,也是解決“三農(nóng)”問題的根本所在。目前,云南省農(nóng)村勞動力的綜合素質(zhì)較低,難于滿足現(xiàn)代農(nóng)業(yè)發(fā)展對新生代農(nóng)民的需求。如何加快培養(yǎng)一大批有文化、懂技術(shù)、會經(jīng)營的新生代農(nóng)民,為社會主義新農(nóng)村建設(shè)注入新的活力,已成為當(dāng)前社會主義新農(nóng)村建設(shè)中必須盡快解決的問題。培育新生代農(nóng)民是農(nóng)村職業(yè)教育的職責(zé)所在。而云南農(nóng)村職業(yè)教育面對這一歷史重任表現(xiàn)出了許多不適應(yīng),不僅影響著自身的建設(shè)與發(fā)展,同時影響著云南農(nóng)業(yè)現(xiàn)代化的進(jìn)程。 本文通過文獻(xiàn)研究法梳理了國內(nèi)外新農(nóng)村的發(fā)展、新生代農(nóng)民的變化和農(nóng)村職業(yè)教育的發(fā)展,歸納了新生代農(nóng)民在新農(nóng)村建設(shè)中的地位和作用,以及農(nóng)村職業(yè)教育面臨的新挑戰(zhàn);采用問卷調(diào)查法、訪談法對云南新生代農(nóng)民以及農(nóng)村職業(yè)教育的發(fā)展進(jìn)行了實(shí)證調(diào)查,對新生代農(nóng)民的觀念意識、受教育程度、科技素質(zhì)、經(jīng)營管理能力等方面進(jìn)行了深入分析;對云南農(nóng)村職業(yè)教育存在的缺乏統(tǒng)籌規(guī)劃與組織、有效供給不足、培養(yǎng)目標(biāo)不明確、師資匱乏、教育體系不完善、法律法規(guī)不健全等問題進(jìn)行了深入研究,指出云南農(nóng)村職業(yè)教育面對新生代農(nóng)民的培養(yǎng),存在著專業(yè)設(shè)置相對滯后、辦學(xué)體制不夠適應(yīng)、辦學(xué)形式僵化單一、教學(xué)內(nèi)容不夠吻合、法律體系不夠完善的問題。在此基礎(chǔ)上,運(yùn)用馬克思主義人力資本理論、馬克思經(jīng)濟(jì)理論、馬克思主義農(nóng)村發(fā)展理論、職業(yè)教育理論對云南農(nóng)村職業(yè)教育如何適應(yīng)新生代農(nóng)民的發(fā)展要求進(jìn)行了綜合研究,提出云南農(nóng)村職業(yè)教育在培育新生代農(nóng)民的過程中,應(yīng)注意創(chuàng)造適宜農(nóng)村職業(yè)教育發(fā)展的外部環(huán)境,完善農(nóng)村職業(yè)教育的內(nèi)部運(yùn)行體系、提高農(nóng)村職業(yè)教育院校自身的發(fā)展能力,以培養(yǎng)新生代職業(yè)農(nóng)民為目標(biāo),創(chuàng)新理念,拓展功能,加速發(fā)展,,確實(shí)承擔(dān)起為云南新農(nóng)村建設(shè)和農(nóng)業(yè)現(xiàn)代化發(fā)展培養(yǎng)新生代職業(yè)農(nóng)民的服務(wù)職能。
[Abstract]:The lack of technical talents in rural areas is an important factor hindering the development of rural economy and society. With the development of social economy and the passage of time, the new generation of peasants will gradually become the living force of construction in the development of rural productive economy. They are not only the main body of the construction of the new socialist countryside. It is also the root of solving the problem of agriculture, rural areas and farmers. At present, the comprehensive quality of rural labor force in Yunnan Province is low, and it is difficult to meet the demand of the new generation farmers for the development of modern agriculture. How to speed up the cultivation of a large number of new generation farmers who have culture, know technology and can manage, and inject new vitality into the construction of new socialist countryside, has become a problem that must be solved as soon as possible in the construction of new socialist countryside. Cultivating the new generation of farmers is the duty of rural vocational education. However, the rural vocational education in Yunnan shows a lot of inadaptability to this historical task, which not only affects its own construction and development, but also affects the process of agricultural modernization in Yunnan. This paper combs the development of the new countryside at home and abroad, the change of the new generation of farmers and the development of the rural vocational education through the method of literature research, and sums up the position and function of the new generation of peasants in the construction of the new countryside. And the new challenge that rural vocational education faces, using questionnaire survey and interview method to investigate the development of the new generation farmers and rural vocational education in Yunnan Province, and to investigate the new generation farmers' concept consciousness, education degree, science and technology quality. This paper deeply analyzes the management ability of Yunnan rural vocational education, including the lack of overall planning and organization, the insufficiency of effective supply, the unclear training goal, the shortage of teachers, the imperfect education system, and so on. The problems of imperfect laws and regulations are deeply studied, and it is pointed out that the rural vocational education in Yunnan faces the cultivation of the new generation of farmers, which has the characteristics of relatively backward specialty setting, inadequate school running system, rigid and unitary form of running a school. The teaching content is not consistent enough and the legal system is not perfect enough. On this basis, the author makes a comprehensive study on how to adapt the rural vocational education in Yunnan to the development requirements of the new generation of farmers by using the Marxist human capital theory, the Marxist economic theory, the Marxist rural development theory and the vocational education theory. It is pointed out that in the process of cultivating the new generation of farmers in Yunnan rural vocational education, attention should be paid to the creation of an external environment suitable for the development of rural vocational education, and the improvement of the internal operating system of rural vocational education. To improve the development ability of the rural vocational education colleges and universities, to train the new generation of professional farmers as the goal, to innovate the idea, to expand the function, and to accelerate the development. Indeed, it has assumed the service function of cultivating the new generation of professional farmers for the construction of new rural areas and the development of agricultural modernization in Yunnan.
