新生代農(nóng)民工職業(yè)培訓(xùn)模式研究

【摘要】:農(nóng)民工是當(dāng)今中國城鎮(zhèn)化進程中的產(chǎn)物,是我國改革開放以后出現(xiàn)的特殊勞動力群體,他們具有農(nóng)村戶籍,主要以在城鎮(zhèn)從事非農(nóng)產(chǎn)業(yè)為其主要生活來源。隨著時間的推移,改革開放以后出生的新生代農(nóng)民工逐漸成為農(nóng)民工的主體。新生代農(nóng)民工作為一種新鮮血液,壯大了工人階級隊伍。但是新生代農(nóng)民工要想融入城市,向完全意義上的工人邁進還存在很大阻力。除了制度上的變革,還需要提高新生代農(nóng)民工的自身素質(zhì)。接受培訓(xùn)是提高新生代農(nóng)民工自身素質(zhì)的重要途徑。新生代農(nóng)民工有著與上一代農(nóng)民工不一樣的群體特征和培訓(xùn)需求。他們渴望接受培訓(xùn),但是現(xiàn)有的培訓(xùn)模式并不能滿足新生代農(nóng)民工的培訓(xùn)需求。本文研究新生代農(nóng)民工職業(yè)培訓(xùn)模式意在批判現(xiàn)有培訓(xùn)模式的基礎(chǔ)上構(gòu)建較為符合這一群體的更為有效的培訓(xùn)模式。 本文比較了自發(fā)學(xué)習(xí)(培訓(xùn))模式、政府主導(dǎo)培訓(xùn)模式、職業(yè)學(xué)校主導(dǎo)培訓(xùn)模式和企業(yè)主導(dǎo)培訓(xùn)模式的優(yōu)勢與不足,調(diào)查了新生代農(nóng)民工培訓(xùn)現(xiàn)狀,剖析了問題,分析了需求。新生代農(nóng)民工對公共培訓(xùn)機構(gòu)組織的培訓(xùn)更為信賴,對專業(yè)技術(shù)類培訓(xùn)需求較為迫切,,他們更傾向于選擇現(xiàn)場培訓(xùn)的方式,但培訓(xùn)費用的承擔(dān)能力有限。 本文以勞動力市場分割理論、成人教育理論、馬斯諾需求層次理論、人力資本理論為理論基礎(chǔ),在了解新生代農(nóng)民工培訓(xùn)存在問題與培訓(xùn)需求的基礎(chǔ)上,根據(jù)新生代農(nóng)民工的自身特點,構(gòu)建出促進城鎮(zhèn)融入型新生代農(nóng)民工培訓(xùn)模式。該培訓(xùn)模式將培訓(xùn)目標(biāo)分為兩個層次,滿足生存需要的培訓(xùn)與滿足發(fā)展需要的培訓(xùn)。根據(jù)培訓(xùn)目標(biāo)選擇適合新生代農(nóng)民工的培訓(xùn)方式,確定培訓(xùn)內(nèi)容,并對培訓(xùn)要注意的問題及保障措施做了說明。
[Abstract]:Migrant workers are the product of the process of urbanization in China and a special labor force group after China's reform and opening up. They have rural household registration and mainly take the non-agricultural industry as their main living source. With the passage of time, the new generation of migrant workers born after the reform and opening up has gradually become the main body of migrant workers. The new generation of migrant workers, as a fresh blood, has strengthened the ranks of the working class. But if the new generation of migrant workers want to integrate into the city, there is still a lot of resistance. In addition to the institutional changes, we also need to improve the new generation of migrant workers their own quality. Receiving training is an important way to improve the quality of the new generation of migrant workers. The new generation of migrant workers have different group characteristics and training needs from the previous generation of migrant workers. They are eager to receive training, but the existing training model can not meet the training needs of the new generation of migrant workers. In this paper, the new generation of migrant workers' vocational training model is intended to criticize the existing training model on the basis of more effective training model in line with this group. This paper compares the advantages and disadvantages of spontaneous learning (training) mode, government-led training model, vocational school-led training model and enterprise-led training mode, investigates the training status of the new generation of migrant workers, analyzes the problems and needs. The new generation of migrant workers have more trust in the training organized by public training institutions and are in urgent need of professional training. They are more inclined to choose the way of on-site training, but the cost of training is limited. Based on the theory of labor market segmentation, adult education, Masno's hierarchy of demand theory and human capital theory, this paper is based on the understanding of the training problems and training needs of the new generation of migrant workers. According to the characteristics of the new generation of migrant workers, the training model of the new generation migrant workers is constructed to promote the integration of cities and towns. The training model divides the training target into two levels: the training to meet the needs of survival and the training to meet the needs of development. According to the training objectives, the training methods suitable for the new generation of migrant workers are selected, the training contents are determined, and the problems to be paid attention to and the safeguard measures are explained.
