【摘要】:農(nóng)業(yè)、農(nóng)村和農(nóng)民問題始終是關(guān)系國(guó)民經(jīng)濟(jì)的重大問題。十八大政府工作報(bào)告再次強(qiáng)調(diào)解決好農(nóng)業(yè)農(nóng)村農(nóng)民問題是全黨工作重中之重,要增強(qiáng)農(nóng)村發(fā)展活力,逐步縮小城鄉(xiāng)差距。發(fā)展現(xiàn)代農(nóng)業(yè),推進(jìn)岳陽(yáng)市新農(nóng)村建設(shè)需要強(qiáng)大的科技人才作為支撐。岳陽(yáng)市擁有近560萬人,其中農(nóng)業(yè)從業(yè)人員153.93萬人,岳陽(yáng)市擁有龐大的農(nóng)業(yè)從業(yè)人員,但農(nóng)村科技人才缺乏。一些發(fā)達(dá)國(guó)家已經(jīng)憑借其雄厚的經(jīng)濟(jì)實(shí)力和科技實(shí)力占有明顯的發(fā)展優(yōu)勢(shì),而包括我國(guó)在內(nèi)的廣大發(fā)展中國(guó)家與發(fā)達(dá)國(guó)家之間的實(shí)力差距仍然比較大,岳陽(yáng)也不例外,F(xiàn)代化建設(shè)的成敗,取決于國(guó)民素質(zhì)和人力資源的提升和開發(fā)。國(guó)內(nèi)外的建設(shè)與發(fā)展實(shí)際情況表明,人才資源的開發(fā)和培育程度與現(xiàn)代化進(jìn)程相照應(yīng),一個(gè)地方的現(xiàn)代化程度取決于該地區(qū)人口素質(zhì)的提高和人才資源的開發(fā)。搞好農(nóng)村人才資源培訓(xùn)和開發(fā)是提高農(nóng)村科技人才的素質(zhì)和水平,從而助推農(nóng)村經(jīng)濟(jì)發(fā)展“藏富于民”解決農(nóng)村問題的根本。加大農(nóng)村科技人才的培訓(xùn)力度、提高科技人才素質(zhì),對(duì)促進(jìn)農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)、增加農(nóng)民收入、構(gòu)建社會(huì)主義新農(nóng)村具有重要的現(xiàn)實(shí)意義。岳陽(yáng)作為湖南省經(jīng)濟(jì)強(qiáng)市,農(nóng)村要實(shí)現(xiàn)跨越式發(fā)展,關(guān)鍵是要培訓(xùn)好岳陽(yáng)農(nóng)村科技人才隊(duì)伍。目前,岳陽(yáng)農(nóng)村科技人才數(shù)量相對(duì)偏少,農(nóng)村勞動(dòng)職業(yè)技能培訓(xùn)不能滿足社會(huì)經(jīng)濟(jì)發(fā)展的需要,因而開發(fā)農(nóng)村科技人才資源是農(nóng)業(yè)現(xiàn)代化和新農(nóng)村建設(shè)對(duì)我們提出的客觀要求。隨著科學(xué)與技術(shù)的日新月異,農(nóng)業(yè)經(jīng)濟(jì)的發(fā)展也受到科技的推動(dòng)而進(jìn)步,農(nóng)業(yè)生產(chǎn)中包含的科技因素也越來越高,需要的擁有先進(jìn)科技水平的高素質(zhì)農(nóng)村科技人才也越來越多。但農(nóng)村相對(duì)比較落后,岳陽(yáng)地區(qū)農(nóng)村人才隊(duì)伍建設(shè)也存在一定的問題:農(nóng)業(yè)科研人才、農(nóng)業(yè)科技推廣人才、農(nóng)村科技實(shí)用人才都存在數(shù)量和質(zhì)量上的嚴(yán)重不足,因此,筆者通過研究岳陽(yáng)農(nóng)村科技人才的的現(xiàn)狀和問題,分析當(dāng)前農(nóng)村科技人才的培訓(xùn)方式,提出培訓(xùn)岳陽(yáng)農(nóng)村科技人才的對(duì)策和思路。本論文采用教育培訓(xùn)和人力資本相關(guān)理論,第一,介紹了岳陽(yáng)的基本狀況,岳陽(yáng)的行政區(qū)劃、岳陽(yáng)市地理位置、農(nóng)村行政區(qū)劃、農(nóng)村勞動(dòng)力狀況、農(nóng)村生產(chǎn)經(jīng)營(yíng)狀況、農(nóng)村農(nóng)業(yè)發(fā)展情況以及農(nóng)村農(nóng)業(yè)發(fā)展方向進(jìn)行分析,了解岳陽(yáng)市農(nóng)村科技人才需求;第二,分析了岳陽(yáng)農(nóng)村科技人才培訓(xùn)過程中存在的問題及其原因;第三,對(duì)農(nóng)村科技人才培訓(xùn)理論進(jìn)行了相關(guān)分析,同時(shí)分析了農(nóng)村科技人才培訓(xùn)在農(nóng)村發(fā)展中的地位;第四,針對(duì)岳陽(yáng)市農(nóng)村科技人才總量,行業(yè)結(jié)構(gòu),知識(shí)及年齡結(jié)構(gòu),受教育程度進(jìn)行了分析,對(duì)農(nóng)村科技人才存在的問題與成因進(jìn)行了分析;第五,針對(duì)岳陽(yáng)農(nóng)村科技人才的需求情況和已有培訓(xùn)的不足,提出了岳陽(yáng)農(nóng)村科技人才培訓(xùn)的對(duì)策和建議。
[Abstract]:Agriculture, rural areas and farmers are always the major issues related to the national economy. The work report of the 18th CPC National Congress emphasizes once again that it is the most important task of the whole Party to solve the problem of agricultural rural peasants, and it is necessary to strengthen the vitality of rural development and gradually narrow the gap between urban and rural areas. The development of modern agriculture and the construction of Yueyang's new countryside need strong scientific and technological personnel as the support. Yueyang City has nearly 5.6 million people, including 1.5393 million agricultural employees, Yueyang City has a large number of agricultural employees, but the rural science and technology talent is scarce. Some developed countries have already possessed obvious development advantages by virtue of their strong economic strength and scientific and technological strength, while the power gap between the vast number of developing countries and developed countries, including China, is still quite large, and Yueyang is no exception. The success or failure of modernization depends on the upgrading and development of Yu Guomin's quality and human resources. The actual situation of construction and development at home and abroad shows that the degree of development and cultivation of human resources is in line with the process of modernization, and the degree of modernization of a place depends on the improvement of the quality of the population and the development of human resources in the region. To improve the quality and level of scientific and technological talents in rural areas is to improve the training and development of rural human resources, thus promoting the rural economic development to "store wealth among the people" to solve the rural problems. Increasing the training of rural scientific and technological talents and improving the quality of scientific and technological talents have important practical significance in promoting the optimization and upgrading of rural industrial structure, increasing farmers' income and building a new socialist countryside. Yueyang is a strong city in Hunan province. The key to realize leap-forward development in rural areas is to train the scientific and technological talents in rural areas of Yueyang. At present, the number of rural scientific and technological talents in Yueyang is relatively small, rural labor vocational skills training can not meet the needs of social and economic development, so the development of rural scientific and technological talent resources is the objective requirement of agricultural modernization and new rural construction. With the rapid development of science and technology, the development of agricultural economy is also promoted by science and technology. The scientific and technological factors in agricultural production are higher and higher, and more and more high-quality rural scientific and technological talents with advanced scientific and technological level are needed. However, the rural areas are relatively backward, and there are some problems in the construction of rural talents in Yueyang: agricultural scientific research talents, agricultural science and technology extension talents, rural scientific and technological practical talents are all seriously deficient in quantity and quality. By studying the present situation and problems of rural scientific and technological talents in Yueyang, the author analyzes the current training methods of rural scientific and technological talents, and puts forward some countermeasures and ideas for training rural scientific and technological talents in Yueyang. This paper adopts the theories of education and training and human capital. Firstly, it introduces the basic situation of Yueyang, the administrative division of Yueyang, the geographical location of Yueyang, the rural administrative division, the situation of rural labor force, the situation of rural production and management. The development of rural agriculture and the direction of rural agricultural development are analyzed to understand the demand of rural scientific and technological talents in Yueyang. Secondly, the problems and reasons in the process of training rural scientific and technological talents in Yueyang are analyzed. Third, The theory of rural science and technology talent training is analyzed, and the status of rural science and technology talent training in rural development is analyzed. Fourth, aiming at the total amount of rural scientific and technological talents, industry structure, knowledge and age structure in Yueyang City, The paper analyzes the problems and causes of rural scientific and technological talents. Fifthly, it aims at the demand of rural scientific and technological talents in Yueyang and the shortage of training. The countermeasures and suggestions for the training of scientific and technological talents in Yueyang rural areas are put forward.
