【摘要】：隨著情報(bào)分析師的角色逐漸在美國(guó)執(zhí)法和國(guó)土安全機(jī)構(gòu)中被制度化,制定統(tǒng)一的培訓(xùn)標(biāo)準(zhǔn)對(duì)于在全國(guó)范圍建立具有相當(dāng)知識(shí)、技能和專長(zhǎng)的分析師隊(duì)伍非常重要。近10年來,美國(guó)經(jīng)過不斷探索,逐步形成了初級(jí)、中級(jí)、高級(jí)分析師培訓(xùn)最低標(biāo)準(zhǔn)體系。介紹美國(guó)情報(bào)分析師培訓(xùn)最低標(biāo)準(zhǔn)的具體內(nèi)容,從標(biāo)準(zhǔn)開發(fā)的主體、過程與標(biāo)準(zhǔn)內(nèi)容等方面探討美國(guó)制定情報(bào)分析師培訓(xùn)最低標(biāo)準(zhǔn)的經(jīng)驗(yàn)。建議我國(guó)公安機(jī)關(guān)成立專門機(jī)構(gòu),組織協(xié)調(diào)專門力量,以廣泛調(diào)查研究與討論為基礎(chǔ),循序漸進(jìn)、分級(jí)分類地研究制定警務(wù)情報(bào)分析師培訓(xùn)最低標(biāo)準(zhǔn)。
[Abstract]:As the role of intelligence analysts is increasingly institutionalized in U.S. law enforcement and homeland security agencies, the development of uniform training standards is essential to building a nationally based pool of analysts with considerable knowledge, skills and expertise.In the past 10 years, the United States has gradually formed a minimum standard system for the training of junior, intermediate and senior analysts through continuous exploration.This paper introduces the specific contents of the minimum training standard for intelligence analysts in the United States, and discusses the experience of establishing the minimum training standard for intelligence analysts in the United States from the aspects of the main body, the process and the standard content of the standard development.It is suggested that our country's public security organs should set up specialized agencies, organize and coordinate specialized forces, study and formulate the minimum training standards for police intelligence analysts step by step, step by step and classified on the basis of extensive investigation and discussion.
