【摘要】：社會(huì)主義新農(nóng)村建設(shè)是推進(jìn)小康社會(huì)全面建成的重要舉措,是現(xiàn)階段我國(guó)社會(huì)主義現(xiàn)代化建設(shè)事業(yè)進(jìn)程中的重大歷史任務(wù),農(nóng)民是新農(nóng)村建設(shè)過(guò)程中的主體和重要依靠力量。要進(jìn)行新農(nóng)村建設(shè)、推動(dòng)現(xiàn)代農(nóng)業(yè)發(fā)展就必須大力培養(yǎng)有文化、懂技術(shù)、會(huì)經(jīng)營(yíng)的新型農(nóng)民。探索和研究浙江省新型農(nóng)民培養(yǎng)問(wèn)題,對(duì)于浙江省推進(jìn)新農(nóng)村建設(shè)和現(xiàn)代農(nóng)業(yè)發(fā)展具有重要的理論和實(shí)踐意義。 本研究以科學(xué)發(fā)展觀理論、人力資本理論和終身教育理論為基礎(chǔ),從政府采取的培養(yǎng)措施和培養(yǎng)組織運(yùn)作情況兩個(gè)方面闡述浙江省農(nóng)民培養(yǎng)現(xiàn)狀。通過(guò)對(duì)浙江省部分地區(qū)農(nóng)民問(wèn)卷調(diào)查分析,結(jié)合對(duì)一些培訓(xùn)機(jī)構(gòu)的走訪情況,總結(jié)提煉出浙江省農(nóng)民培養(yǎng)中存在的主要問(wèn)題：培訓(xùn)供給不足、培訓(xùn)供需失衡、培訓(xùn)質(zhì)量不高、培訓(xùn)機(jī)構(gòu)資質(zhì)不高、培訓(xùn)后續(xù)支持不力,并從政策性障礙和實(shí)施障礙兩方面指出問(wèn)題存在的原因,政策性障礙主要是缺乏專門立法、管理體制不順；實(shí)施障礙主要是經(jīng)費(fèi)投入不足、監(jiān)督考核機(jī)制不完善、缺乏需求表達(dá)機(jī)制、基層政府重視不夠。針對(duì)浙江省農(nóng)民培養(yǎng)存在的問(wèn)題及原因,借鑒國(guó)外農(nóng)民培養(yǎng)的主要經(jīng)驗(yàn),結(jié)合浙江省省情,提出了加強(qiáng)浙江省農(nóng)民培養(yǎng)的對(duì)策措施：完善培訓(xùn)地方法規(guī),加強(qiáng)法制建設(shè)；健全培訓(xùn)管理體制,優(yōu)化培訓(xùn)資源；增強(qiáng)財(cái)政支持度,建立多元投入機(jī)制；健全考核評(píng)估機(jī)制；完善激勵(lì)機(jī)制。
[Abstract]:The construction of a new socialist countryside is an important measure to promote the overall construction of a well-off society and a major historical task in the process of socialist modernization construction in our country at present. The peasants are the main body and the important relying force in the process of the construction of the new countryside.In order to build a new countryside and promote the development of modern agriculture, it is necessary to cultivate a new type of peasants with culture, technology and management.It is of great theoretical and practical significance to explore and study the cultivation of new farmers in Zhejiang Province for promoting the construction of new countryside and the development of modern agriculture.Based on the theory of scientific development view, human capital theory and lifelong education theory, the present situation of cultivation of farmers in Zhejiang Province is expounded from two aspects: the training measures taken by the government and the operation of training organizations.Based on the questionnaire survey of farmers in some areas of Zhejiang Province and the visit to some training institutions, the paper summarizes the main problems in the training of farmers in Zhejiang Province: insufficient supply of training, unbalanced supply and demand of training, and low quality of training.The qualification of training institutions is not high, the follow-up support of training is weak, and the reasons for the problems are pointed out from the two aspects of policy obstacles and implementation obstacles. The main policy obstacles are the lack of special legislation and the poor management system.The main obstacles to implementation are inadequate expenditure, imperfect supervision and assessment mechanism, lack of demand expression mechanism, and insufficient attention by grass-roots governments.In view of the problems and reasons of farmers training in Zhejiang Province, this paper draws lessons from the main experiences of foreign farmers training, and puts forward some countermeasures to strengthen the cultivation of farmers in Zhejiang Province: perfecting the training local laws and regulations and strengthening the construction of legal system;Improve the training management system, optimize the training resources; strengthen the degree of financial support, establish a multi-input mechanism; improve the assessment mechanism; improve the incentive mechanism.
