廣東省河源市農(nóng)民培訓(xùn)問題研究

【摘要】:黨和國家歷來高度重視農(nóng)民培訓(xùn)工作。進(jìn)入新世紀(jì)以來,中央連續(xù)十多個(gè)一號(hào)文件都聚焦在“三農(nóng)”方面,對(duì)農(nóng)民培訓(xùn)都提出了明確要求,2012年的中央1號(hào)文件更是首次提出要大力培育新型職業(yè)農(nóng)民。農(nóng)民培訓(xùn)體系是開展農(nóng)民培訓(xùn)工作的根基,也擔(dān)負(fù)著培養(yǎng)新型職業(yè)農(nóng)民的歷史重任。 本論文分析總結(jié)了國外農(nóng)民培訓(xùn)體系的成功經(jīng)驗(yàn)及其對(duì)我國農(nóng)民培訓(xùn)體系的借鑒與啟示,結(jié)合河源市成功實(shí)施的農(nóng)村勞動(dòng)力“351”培訓(xùn)工程和農(nóng)民素質(zhì)提高工程,對(duì)河源市農(nóng)民培訓(xùn)體系的發(fā)展現(xiàn)狀、問題作了較為詳細(xì)的研究分析,提出河源市農(nóng)民培訓(xùn)體系的對(duì)策建議。針對(duì)河源市農(nóng)民培訓(xùn)的現(xiàn)狀及問題,本文提出了以下對(duì)策:加強(qiáng)學(xué)校體系建設(shè),提升辦學(xué)整體水平,從而提高農(nóng)民的文化素質(zhì)教育;加強(qiáng)規(guī)范,確保黨和政府惠民政策落實(shí)到位,從而提高農(nóng)民參加培訓(xùn)的主動(dòng)性;加強(qiáng)教學(xué)與管理,擴(kuò)大農(nóng)民培訓(xùn)的師資力量,培養(yǎng)更多更好的農(nóng)村實(shí)用人才;加強(qiáng)創(chuàng)新,發(fā)揮職能部門的作用,解決農(nóng)民培訓(xùn)和農(nóng)民需求的脫節(jié)問題;加大政府對(duì)農(nóng)民培訓(xùn)專項(xiàng)經(jīng)費(fèi)的投入,同時(shí)加強(qiáng)項(xiàng)目支撐,真正鞏固知識(shí),學(xué)以致用;加強(qiáng)宣傳,營造良好工作氛圍。 要在依法行政、整合資源、師資隊(duì)伍、培訓(xùn)基地、培訓(xùn)教材、制度建設(shè)、人才開發(fā)等多個(gè)方面下功夫,著力加強(qiáng)農(nóng)民培訓(xùn)體系的條件建設(shè),發(fā)展完善市、區(qū)縣、鄉(xiāng)鎮(zhèn)、村四級(jí)培訓(xùn)網(wǎng)絡(luò),逐步滿足農(nóng)民的多樣化培訓(xùn)需求,為農(nóng)民搭建一個(gè)終身學(xué)習(xí)的平臺(tái)。
[Abstract]:The party and government have always attached great importance to the training of farmers. In the new century, the central more than 10 consecutive document focused on "three rural", put forward clear requirements for the training of farmers, the 2012 Central Document No. 1 is first proposed to vigorously cultivate new occupation farmer. Farmer training system is the foundation of farmers the training work, also undertake the historical task of cultivating new farmers' occupation.
This paper analyzes and summarizes the successful experience of farmers training system abroad and its reference to the farmer training system in China, combined with the Heyuan City, the successful implementation of the "351" project of rural labor training and work to improve the quality of farmers, farmer training system of Heyuan City, the current situation of the development, made a detailed analysis and research, countermeasure suggestions of farmer training system in Heyuan city. The status quo and problems in the training of farmers in Heyuan City, this paper puts forward the following countermeasures: strengthen the school system construction, improve the overall level of education, so as to improve the quality of education of the farmers; to strengthen the norms, to ensure the implementation of the party and the government's policies in place, so as to improve the initiative of the farmers to participate in training; strengthen the teaching and management, expand farmers training teachers, rural practical talents to cultivate more and better; strengthen the innovation, play the function department To solve the problem of farmers' training and farmers' disconnection, we should increase the government's input in training farmers' special funds, and strengthen project support, consolidate knowledge and apply it to practice, strengthen publicity and create a good working atmosphere.
In the administrative law, integration of resources, teachers, training base, training materials, construction of the system, many aspects of talent development efforts, focus on strengthening the construction of training system conditions of farmers, improve the development of city, county, township, village four level training network, the training of farmers diversify gradually to meet the needs, build a lifelong a learning platform for farmers.
