【摘要】：農(nóng)業(yè)、農(nóng)村、農(nóng)民問題,始終是我國社會主義現(xiàn)代化建設(shè)和全面建成小康社會的重大問題。農(nóng)民問題是“三農(nóng)”問題的核心。作為農(nóng)業(yè)生產(chǎn)活動的實踐主體,農(nóng)民的科學(xué)技能水平、科學(xué)文化素質(zhì)的高低是我國農(nóng)村經(jīng)濟社會發(fā)展的重要決定因素。2012年中央一號文件首次提出“大力培育新型職業(yè)農(nóng)民”的決定。山西省是農(nóng)業(yè)部、財政部確定的兩個全國新型職業(yè)農(nóng)民培育整省推進試點省之一,作為培育新型職業(yè)農(nóng)民的首批重點推廣省份,山西省在新型職業(yè)農(nóng)民培育中承擔(dān)著重要的角色,發(fā)揮著重要的意義。近年來,我省在新型職業(yè)農(nóng)民培育方面,結(jié)合本省實際,做了積極的探索,初步形成了一套比較完善的培育制度體系。省委、省政府根據(jù)各地區(qū)的實際不同情況,分別實施了陽光工程、農(nóng)民科技培訓(xùn)工程等新型職業(yè)農(nóng)民培訓(xùn)工程,農(nóng)民使用先進農(nóng)業(yè)科技成果的意識明顯增強,農(nóng)業(yè)生產(chǎn)技能明顯提升,生產(chǎn)經(jīng)營管理水平和經(jīng)濟效益明顯提高,農(nóng)民的科技素質(zhì)發(fā)生了較大改觀。但是,由于各種歷史和現(xiàn)實原因,我省農(nóng)民的整體素質(zhì)尤其是農(nóng)民的科技素質(zhì)與現(xiàn)代農(nóng)業(yè)發(fā)展、與全面建成小康社會的目標(biāo)還有較大差距。因此,為滿足現(xiàn)代農(nóng)業(yè)發(fā)展的需要,培育新型職業(yè)農(nóng)民科技素養(yǎng),確保農(nóng)業(yè)發(fā)展“后繼有人”,是“三農(nóng)”工作的重要戰(zhàn)略任務(wù)。新型職業(yè)農(nóng)民科技素養(yǎng)的培育,關(guān)鍵在于農(nóng)民教育。我們要從戰(zhàn)略高度來認(rèn)識提高農(nóng)民科技素養(yǎng)對于山西省乃至全國新農(nóng)村建設(shè)的重大意義,意識到提高農(nóng)民科技素養(yǎng)的重要性。本文著重闡述山西省農(nóng)民科技素養(yǎng)培育現(xiàn)狀及其對于山西省農(nóng)村經(jīng)濟社會發(fā)展的影響,并在此基礎(chǔ)上提出了一系列提高山西省農(nóng)民科技素養(yǎng)的方法和途徑,以便對當(dāng)前山西省新農(nóng)村建設(shè)起到一定的參考作用和借鑒意義。本文正文共分五大部分,第一部分為緒論,重點闡述了山西省新型職業(yè)農(nóng)民科技素養(yǎng)培育問題產(chǎn)生的背景、研究意義、國內(nèi)外研究現(xiàn)狀及研究的創(chuàng)新點。第二部分,重點闡述了農(nóng)民、新型職業(yè)農(nóng)民及新型職業(yè)農(nóng)民科技素養(yǎng)的概念以及本研究的相關(guān)理論依據(jù)。第三部分,從對山西省新型職業(yè)農(nóng)民科技素養(yǎng)培育的實際調(diào)查出發(fā),提出山西省新型職業(yè)農(nóng)民科技素養(yǎng)培育中存在的問題。第四部分,深入分析了現(xiàn)階段山西省新型職業(yè)農(nóng)民科技素養(yǎng)培育中所存在問題的原因,明確農(nóng)民科技素質(zhì)低下是制約和影響山西省新農(nóng)村建設(shè)進程的重要瓶頸。第五部分,從山西省現(xiàn)階段的實際情況出發(fā),分析和探討了提高山西省農(nóng)民科技素養(yǎng)、培育新型職業(yè)農(nóng)民的對策和措施。
[Abstract]:The problems of agriculture, rural areas and peasants have always been the major problems in the construction of socialist modernization and the building of a well-off society in an all-round way. The level of farmers' scientific skills and the quality of science and culture are important determinants for the development of rural economy and society in China. In 2012, the first document of the Central Committee put forward for the first time the decision to "vigorously cultivate new type of professional farmers." Shanxi Province is the Ministry of Agriculture. The Ministry of Finance has determined that one of the two national pilot provinces for the cultivation of new type of professional farmers, Shanxi Province plays an important role in the cultivation of new types of professional peasants, as one of the first key extension provinces for cultivating new type of professional peasants. In recent years, our province has made a positive exploration in the cultivation of new type of professional farmers, combined with the reality of the province, and has initially formed a set of relatively perfect cultivation system system. According to the actual situation in various regions, the provincial government has separately implemented new vocational farmer training projects, such as Sunshine Project, Science and Technology training Project for Farmers, etc. The farmers' awareness of the use of advanced agricultural scientific and technological achievements is obviously enhanced, and their agricultural production skills are obviously enhanced. The level of production, management and economic benefits have been improved significantly, and the scientific and technological quality of farmers has been greatly improved. However, due to various historical and practical reasons, the overall quality of farmers in our province, especially the scientific and technological quality of farmers and the development of modern agriculture, has been greatly improved. There is still a big gap with the goal of building a well-off society in an all-round way. Therefore, in order to meet the needs of the development of modern agriculture, we should cultivate a new type of professional farmers' scientific and technological literacy. It is an important strategic task for the work of "agriculture, rural areas and farmers" to ensure the "successors" in the development of agriculture, rural areas and farmers, and the cultivation of new professional farmers' scientific and technological literacy, The key lies in farmers' education. We should understand from a strategic perspective the great significance of improving farmers' scientific and technological literacy to the construction of new rural areas in Shanxi Province and even the whole country. Aware of the importance of improving farmers' scientific and technological literacy, this paper focuses on the present situation of farmers' scientific and technological literacy cultivation in Shanxi Province and its impact on the development of rural economy and society in Shanxi Province. On this basis, it puts forward a series of ways and means to improve the scientific and technological literacy of farmers in Shanxi Province, so as to play a certain reference role and reference significance to the construction of new countryside in Shanxi Province. The text of this paper is divided into five parts, the first part is the introduction. This paper focuses on the background, significance, research status and innovation of the scientific and technological literacy cultivation of new professional farmers in Shanxi Province. The concept of New Professional Farmers and New Professional Farmers' Scientific and technological Literacy and the relevant theoretical basis of this study. The third part, based on the actual investigation of the cultivation of New Professional Farmers' Scientific and technological Literacy in Shanxi Province, This paper puts forward the problems existing in the cultivation of new professional farmers' scientific and technological literacy in Shanxi Province. Part 4th, analyzes the causes of the problems existing in the cultivation of new professional peasants' scientific and technological literacy in Shanxi Province at this stage. Making clear that the low scientific and technological quality of farmers is an important bottleneck that restricts and affects the construction process of new countryside in Shanxi Province. Part 5th, starting from the actual situation of Shanxi Province at the present stage, this paper analyzes and discusses how to improve the scientific and technological literacy of farmers in Shanxi Province. The countermeasures and measures to cultivate new type of professional farmers.
