【摘要】：黨的十八大和十八屆三中、五中全會對農(nóng)業(yè)轉(zhuǎn)移人口的市民化問題進(jìn)行了戰(zhàn)略布局和改革設(shè)計,但農(nóng)業(yè)轉(zhuǎn)移人口市民化存在著賦能偏失與增能不足等問題。職業(yè)教育對市民化具有決定性作用,表現(xiàn)在提供職業(yè)資格證書代表的技能教育、畢業(yè)證書代表的學(xué)歷教育、市民取向的素養(yǎng)教育和發(fā)展取向的創(chuàng)業(yè)教育。實現(xiàn)農(nóng)業(yè)轉(zhuǎn)移人口市民化的職業(yè)教育路徑,包括推進(jìn)職教招生制度改革,滿足多元教育需求;構(gòu)建現(xiàn)代職教體系,支撐人才成長空間;建立職教成本分擔(dān)體制,拓寬投入資金來源。
[Abstract]:The Fifth Plenary session of the 18 CPC Congress and the third Central Committee of the 18 CPC Central Committee carried out a strategic layout and reform design on the urbanization of the agricultural transfer population. However, there are some problems in the urbanization of agricultural transfer population, such as the partial loss of ability and the insufficient increase of energy, etc. Vocational education plays a decisive role in the urbanization, which is manifested in the provision of skill education on behalf of vocational qualification certificate, and the education of diploma on behalf of graduation certificate. Civic oriented literacy education and development-oriented entrepreneurship education. The path of vocational education to realize the urbanization of agricultural transfer population, including the promotion of vocational education enrollment system reform to meet the needs of multiple education, the construction of a modern vocational education system, Support talent growth space; establish a cost-sharing system of vocational education, broaden the source of investment funds.
