【摘要】：隨著社會經(jīng)濟的高速發(fā)展與城鎮(zhèn)化進程的不斷推進,我國農(nóng)民工群體已進入代際更替的歷史時期,新生代農(nóng)民逐漸成為農(nóng)民工群體的主力軍與生力軍,在社會工業(yè)化、現(xiàn)代化建設(shè)中發(fā)揮著重要作用。但新生代農(nóng)民工的專業(yè)技能培訓(xùn)與生存發(fā)展等問題一直受到社會各界的廣泛關(guān)注,若不及時妥善解決,將會影響到國家的未來發(fā)展。作者通過對成都市新生代農(nóng)民工職業(yè)技能培訓(xùn)的調(diào)研發(fā)現(xiàn),國內(nèi)學(xué)者對于西北部城市新生代農(nóng)民工職業(yè)技能培訓(xùn)的問題與對策的理論研究未見報道。因此,本項目具有一定的參考價值與社會意義。成都市是西部地區(qū)農(nóng)民工最多、最為集中的區(qū)域,且該市教育資源具有地區(qū)優(yōu)勢。本文主要通過實地調(diào)查法、訪談研究法、比較研究法與文獻研究法,在依據(jù)成都市新生代農(nóng)民工專業(yè)技能培訓(xùn)典型個案的基礎(chǔ)上,借鑒經(jīng)濟學(xué)、人口學(xué)、社會學(xué)、管理學(xué)心理學(xué)與教育學(xué)等學(xué)科知識就調(diào)研結(jié)果進行系統(tǒng)分析與研究。主要圍繞以下四個議題：第一,針對國內(nèi)外農(nóng)民工專業(yè)技能培訓(xùn)的相關(guān)理論進行比較研究,梳理出成功模式與先進理念；第二,概述國內(nèi)外農(nóng)民工職業(yè)技能培訓(xùn)的基本理論、現(xiàn)狀與發(fā)展過程,總結(jié)現(xiàn)今新生代農(nóng)民工群體的共性與特點,查找職業(yè)技能培訓(xùn)現(xiàn)狀與存在的問題,提出職業(yè)技能培訓(xùn)的必要性與緊迫性；第三,深入分析成都市新生代農(nóng)民工職業(yè)培訓(xùn)主要問題及其產(chǎn)生的原因分析；第四,提出成都市政府主導(dǎo)的新生代農(nóng)民工職業(yè)培訓(xùn)的建議與舉措。通過借鑒國內(nèi)外研究成果與成都市培訓(xùn)情況的個案分析,著重對成都市政府主導(dǎo)的新生代農(nóng)民工職業(yè)技能培訓(xùn)提出“加強政府管理,建立協(xié)調(diào)機制,消除體制障礙,加快新生代農(nóng)民工向市民轉(zhuǎn)變,轉(zhuǎn)變培訓(xùn)觀念,建立激勵機制,正確輿論引導(dǎo),提高社會地位,加強產(chǎn)需銜接,突出特色項目”等方面的相關(guān)對策建議。成都市未來的農(nóng)民工培訓(xùn)應(yīng)以輸入地培訓(xùn)為主,同時要從宣傳、培訓(xùn)內(nèi)容、制度保障、激勵機制等方面深化改革,優(yōu)化培訓(xùn)。
[Abstract]:With the rapid development of urbanization and social economic development, migrant workers in China have entered the generational change in historical period, the new generation of farmers has gradually become the main force and the force of migrant workers in the society, industrialization, modernization construction plays a very important role. But the professional skill training and the development of the new generation of migrant workers has been the subject of widespread concern in the community, if not properly resolved in time, will affect the future development of the country. The author found that the research of migrant workers occupation skill training in Chengdu City, the new generation of the problems and Countermeasures in the northwestern city of the new generation of migrant workers occupation skill training of the domestic scholar's theory has not been reported. Therefore, certain the reference value and the social significance of the project. The city of Chengdu is the most migrant workers in the western region, the most concentrated area, and the city education. The source of regional advantages. This paper mainly through the on-the-spot investigation method, interview method, comparative research method and literature research methods, based on Chengdu City, the new generation of migrant workers professional skills training case, according to economics, demography, sociology, management, psychology and pedagogy knowledge is the research results and research system. Mainly focus on the following four issues: first, a comparative study of related theories at home and abroad migrant workers professional skills training, to tease out the success mode and advanced concepts; second, an overview of the basic theory of domestic and foreign migrant workers occupation skill training process, the status quo and development, summarize the commonness and characteristics of the new generation of migrant workers, to find the status quo occupation skill training and the existing problems, the necessity and urgency of occupation skill training; third, in-depth analysis of the new generation of farmers in Chengdu City Cause analysis of engineering problems and the main occupation training; fourth, suggestions and measures put forward the new generation of migrant workers occupation training of Chengdu municipal government led. Through the case research achievement at home and abroad and the Chengdu municipal training situation analysis, focusing on the Chengdu municipal government led the new generation of migrant workers occupation skill training "to strengthen the government management, the establishment of the coordination mechanism, to eliminate system obstacles, accelerate the new generation of migrant workers to the public transformation, changing the concept of training, the establishment of incentive mechanism, the correct guidance of public opinion, improve the social status, strengthen the production of cohesion, relevant countermeasures and suggestions to highlight the characteristics of the project." the future training of migrant workers in Chengdu to enter training primarily, also from the publicity the training content, system security, incentives and other aspects of deepening reform, optimize the training.
