【摘要】：養(yǎng)老保險(xiǎn)是保障老年人基本生活需要的一種社會(huì)保障制度,有助于實(shí)現(xiàn)人們“老有所依”的愿景。我國(guó)正處于社會(huì)主義初階段,經(jīng)濟(jì)欠發(fā)達(dá),人口又多,人口老年化趨勢(shì)明顯,養(yǎng)老負(fù)擔(dān)加重。這就要求我們對(duì)養(yǎng)老保險(xiǎn)進(jìn)行有效投資來(lái)實(shí)現(xiàn)增值,以緩解日益嚴(yán)重的養(yǎng)老金支付壓力。由于養(yǎng)老保險(xiǎn)基金的特殊性,對(duì)養(yǎng)老保險(xiǎn)基金進(jìn)行有效投資時(shí),要保證養(yǎng)老金的安全營(yíng)運(yùn),這就需要對(duì)養(yǎng)老基金投資營(yíng)運(yùn)進(jìn)行有效監(jiān)管。 我國(guó)目前很多地方出現(xiàn)了社保基金被侵占挪用,我國(guó)養(yǎng)老保險(xiǎn)監(jiān)管存在嚴(yán)重的漏洞。養(yǎng)老基金行政監(jiān)管與業(yè)務(wù)管理職責(zé)不明確、養(yǎng)老保險(xiǎn)基金社會(huì)監(jiān)督主體缺位、監(jiān)管立法落后、信息化建設(shè)滯后、專業(yè)素質(zhì)管理人才的缺乏,這些主要是由于養(yǎng)老保險(xiǎn)基金監(jiān)管模式的不合理,嚴(yán)重地制約著我國(guó)養(yǎng)老保險(xiǎn)事業(yè)的發(fā)展。因此,借鑒國(guó)外各典型國(guó)家養(yǎng)老保險(xiǎn)基金的投資監(jiān)管經(jīng)驗(yàn),結(jié)合我國(guó)的實(shí)際情況和社會(huì)養(yǎng)老保險(xiǎn)基金投資監(jiān)管的原則：依法監(jiān)管原則、合理監(jiān)管原則、適度監(jiān)管原則、有效監(jiān)管原則來(lái)選擇我國(guó)養(yǎng)老保險(xiǎn)基金投資監(jiān)管模式。在監(jiān)管模式上,提出多元化的養(yǎng)老金監(jiān)管模式和數(shù)量限制監(jiān)管與審慎人相結(jié)合的混合監(jiān)管模式,對(duì)我國(guó)的養(yǎng)老保險(xiǎn)基金的發(fā)展具有重要意義。
[Abstract]:Endowment insurance is a kind of social security system to protect the basic living needs of the elderly, which helps to realize people's vision of "having something to rely on".Our country is in the early stage of socialism, the economy is underdeveloped, the population is large, the aging trend of population is obvious, and the burden of the aged is increasing.This requires us to effectively invest in pension insurance to achieve value-added to ease the increasing pressure on pension payments.Because of the particularity of pension insurance fund, it is necessary to supervise the investment operation of pension fund effectively to ensure the safe operation of pension fund.At present, social security funds have been embezzled and misappropriated in many places in China, and there are serious loopholes in the supervision of pension insurance in our country.The responsibilities of pension fund administrative supervision and business management are not clear, the main body of social supervision of pension insurance fund is absent, the supervision legislation is backward, the information construction is lagging behind, and the professional quality management talent is lacking.These are mainly due to the unreasonable supervision mode of endowment insurance fund, which seriously restricts the development of endowment insurance in our country.Therefore, drawing lessons from the investment supervision experience of various typical countries, combining the actual situation of our country and the principles of social endowment insurance fund investment supervision: the principle of supervision according to law, the principle of reasonable supervision, the principle of moderate supervision,The effective supervision principle chooses our country endowment insurance fund investment supervision pattern.On the regulatory model, it is of great significance for the development of the pension insurance fund in China to put forward the diversified pension supervision model and the mixed supervision mode of the combination of the quantitative restriction supervision and the prudent person.
