【摘要】：本文以滬深兩市A股上市公司中的創(chuàng)新型企業(yè)為例,實(shí)證檢驗(yàn)"營改增"對企業(yè)研發(fā)投入的影響。具體通過對"營改增"企業(yè)與非"營改增"企業(yè)的橫向?qū)Ρ?并對"營改增"企業(yè)進(jìn)行自身縱向?qū)Ρ?分析"營改增"給企業(yè)研發(fā)投入所產(chǎn)生的即時(shí)效應(yīng)和短期效應(yīng)。研究結(jié)果表明:即時(shí)效應(yīng)對應(yīng)的研發(fā)投入改善,主要源于企業(yè)的超常規(guī)研發(fā)和政府的直接補(bǔ)助,這種改善難以持續(xù);短期效應(yīng)對應(yīng)的研發(fā)投入改善,則是企業(yè)的理性選擇,但削弱了政府直接補(bǔ)助的支持力,總的來看,這種改善在未來具有可持續(xù)性。
[Abstract]:Taking the innovative enterprises in the A-share listed companies of Shanghai and Shenzhen stock markets as an example, this paper empirically tests the impact of "business reform and increase" on the R & D investment of enterprises. And through the longitudinal comparison of the enterprises, the paper analyzes the immediate effect and short-term effect of the enterprise's R & D investment. The research results show that the instant effect corresponds to the improvement of R & D investment. This improvement is not sustainable because of the extraordinary research and development of enterprises and the direct subsidy from the government. The improvement in R & D investment corresponding to short-term effects is a rational choice for enterprises, but it weakens the support power of direct government subsidies. Generally speaking, This improvement will be sustainable in the future.
