【摘要】：我國(guó)屬于傳統(tǒng)的銀行主導(dǎo)型金融體系，尤其是在利率尚未實(shí)現(xiàn)市場(chǎng)化的背景下，單純依賴銀行資金難以實(shí)現(xiàn)資源的有效配置，尤其是面對(duì)黃河三角洲高效生態(tài)產(chǎn)業(yè)生態(tài)效益與經(jīng)濟(jì)效益在短期內(nèi)的不匹配，銀行資金與高效生態(tài)產(chǎn)業(yè)難以實(shí)現(xiàn)有效對(duì)接。在此前提下，本文認(rèn)為在黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)更加需要資本市場(chǎng)的支持，而目前產(chǎn)業(yè)投資基金不失為目前最好的替代性制度安排。 本文選取黃河三角洲產(chǎn)業(yè)投資基金作為研究對(duì)象，通過(guò)規(guī)范經(jīng)濟(jì)學(xué)的方法、理論分析法、定量分析法和比較分析法，在回顧國(guó)內(nèi)外產(chǎn)業(yè)投資基金發(fā)展歷程的基礎(chǔ)上，重點(diǎn)分析產(chǎn)業(yè)投資基金的主要特征、產(chǎn)生的經(jīng)濟(jì)學(xué)原因，進(jìn)而對(duì)黃河三角洲產(chǎn)業(yè)投資基金進(jìn)行環(huán)境分析，確定黃河三角洲產(chǎn)業(yè)投資基金面臨的種種約束條件，然后以此為起點(diǎn)，重點(diǎn)分析產(chǎn)業(yè)投資基金面臨的困境、瓶頸以及模式選擇，最后，，本文在完善產(chǎn)業(yè)投資基金宏觀運(yùn)行環(huán)境基礎(chǔ)上對(duì)黃河三角洲產(chǎn)業(yè)投資基金的運(yùn)行進(jìn)行制度設(shè)計(jì)，最終實(shí)現(xiàn)黃河三角洲產(chǎn)業(yè)投資基金有序、漸進(jìn)式的轉(zhuǎn)變，實(shí)現(xiàn)產(chǎn)業(yè)投資基金的市場(chǎng)化運(yùn)作。 本文認(rèn)為目前黃河三角洲產(chǎn)業(yè)投資基金仍需采用公司制，同時(shí)隨著資本市場(chǎng)的完善、相關(guān)法規(guī)的不斷健全，黃河三角洲產(chǎn)業(yè)投資基金將逐漸走向市場(chǎng)化，但在當(dāng)前仍應(yīng)以政府為主導(dǎo)。
[Abstract]:Our country belongs to the traditional bank-oriented financial system, especially under the background that the interest rate has not yet realized marketization, it is difficult to realize the effective allocation of resources by relying solely on the bank funds. Especially, in the face of the mismatch between ecological benefits and economic benefits of efficient ecological industry in the Yellow River Delta in the short term, it is difficult to realize the effective docking between bank funds and efficient ecological industries. This paper holds that the efficient ecological economic zone in the Yellow River Delta needs the support of capital market more and more, and the industrial investment fund is the best alternative system arrangement at present. This paper selects the industrial investment fund of the Yellow River Delta as the research object, through the normative economics method, the theory analysis method, the quantitative analysis method and the comparative analysis method, on the basis of reviewing the development course of the domestic and foreign industrial investment fund. The main characteristics and economic reasons of the industrial investment fund are analyzed, and then the environmental analysis of the industrial investment fund in the Yellow River Delta is carried out, and the constraints faced by the industrial investment fund in the Yellow River Delta are determined, and then it is taken as the starting point. The difficulties, bottlenecks and mode selection of industrial investment funds are mainly analyzed. Finally, this paper designs the system of industrial investment funds in the Yellow River Delta on the basis of perfecting the macro operating environment of industrial investment funds. Finally, the orderly and progressive transformation of the industrial investment fund in the Yellow River Delta is realized, and the market-oriented operation of the industrial investment fund is realized. This paper holds that the industrial investment funds of the Yellow River Delta still need to adopt the corporate system. At the same time, with the perfection of the capital market and the continuous improvement of the relevant laws and regulations, the industrial investment funds of the Yellow River Delta will gradually become market-oriented. But the government should still be the dominant force at the moment.
