【摘要】：正2013年中央經(jīng)濟(jì)工作會(huì)議首次將防控債務(wù)風(fēng)險(xiǎn)列為經(jīng)濟(jì)發(fā)展一大任務(wù)。近一年過(guò)去了,目前債務(wù)情況如何,債務(wù)需求和償債能力發(fā)生哪些變化,未來(lái)是否還需要關(guān)注債務(wù)風(fēng)險(xiǎn),如何化解債務(wù)風(fēng)險(xiǎn)?回答這些問(wèn)題,是明年和未來(lái)一個(gè)時(shí)期經(jīng)濟(jì)工作的重要任務(wù)之一。本文從橫、縱向比較、債務(wù)結(jié)構(gòu)、投向和成本等視角出發(fā),從政府、金融、企業(yè)和居民四大部門(mén)分析負(fù)債情況,認(rèn)為風(fēng)險(xiǎn)總體可控,但偏高的負(fù)債率正在轉(zhuǎn)向企業(yè)部門(mén),地方政府和大型國(guó)有企業(yè)是重中之重,未來(lái)應(yīng)重點(diǎn)防控結(jié)構(gòu)性債務(wù)風(fēng)險(xiǎn)。
[Abstract]:In 2013, the Central Economic work Conference made the prevention and control of debt risk a major task of economic development for the first time. Is there any need to focus on debt risk in the future, and how to resolve debt risk? Answering these questions is an important part of Ren Wuzhi's economic work next year and a future period. This paper starts from the perspective of horizontal, vertical comparison, debt structure, investment and cost, from the perspective of government and finance. Enterprises and residents of the four major departments of debt analysis that the overall risk is controllable, but the high debt ratio is shifting to the enterprise sector, local governments and large state-owned enterprises are the top priority. The future should focus on the prevention and control of structural debt risk.
