【摘要】：在政府有關(guān)部門的推動(dòng)下,我國(guó)公益性公墓建設(shè)較之過(guò)往已明顯提速。在土地規(guī)劃缺位、專項(xiàng)資金短缺、建設(shè)標(biāo)準(zhǔn)缺失背景下,各地政府結(jié)合地區(qū)經(jīng)濟(jì)條件,正在多途徑進(jìn)行公益性公墓建設(shè)。通過(guò)8省份的調(diào)查發(fā)現(xiàn),根據(jù)建設(shè)主體、資金來(lái)源、土地來(lái)源和運(yùn)營(yíng)主體諸因素,相關(guān)建設(shè)方式或可歸納為五種模式。即:政府獨(dú)立建設(shè)模式、政府-農(nóng)村合作建設(shè)模式、經(jīng)營(yíng)性公墓內(nèi)劃定公益性墓區(qū)模式、政府-社會(huì)資本共建模式和社會(huì)資本建設(shè)模式。這五類模式對(duì)公益性公墓建設(shè)具有推動(dòng)作用,但也存在一定隱憂。積極探索公益性公墓建設(shè)的優(yōu)化路徑,目前已非常必要。
[Abstract]:Under the promotion of the relevant government departments, the construction of public welfare cemeteries in China has been obviously accelerated compared with the past. Under the background of the absence of land planning, the shortage of special funds and the lack of construction standards, local governments are carrying out the construction of public welfare cemeteries in many ways according to the regional economic conditions. Through the investigation of 8 provinces, it is found that according to the factors such as the main body of construction, the source of funds, the source of land and the main body of operation, the relevant construction methods may be summarized into five modes. That is, the mode of government independent construction, the mode of government-rural cooperation construction, the mode of delineating public welfare tomb area in management cemeteries, the mode of government-social capital co-construction and the mode of social capital construction. These five models play an important role in promoting the construction of public welfare cemeteries, but there are also some hidden worries. It is necessary to actively explore the optimal path of the construction of public welfare cemeteries.
