【摘要】：社會(huì)服務(wù)的供給側(cè)改革是指通過優(yōu)化配置政府、社會(huì)、市場(chǎng)的社會(huì)服務(wù)資源,減少無效供給,增強(qiáng)供給結(jié)構(gòu)對(duì)需求結(jié)構(gòu)的適應(yīng)性和靈活性。從社會(huì)服務(wù)供給的強(qiáng)制性和營(yíng)利性程度分析,政府、市場(chǎng)和社會(huì)的供給邏輯依次為:權(quán)威供給、商業(yè)供給和志愿供給。供給側(cè)改革的優(yōu)化模式應(yīng)當(dāng)突破強(qiáng)制性、營(yíng)利性界限,通過跨界合作形成新型伙伴關(guān)系模式、公益創(chuàng)新模式、社會(huì)價(jià)值投資模式、社會(huì)責(zé)任模式,完善社會(huì)服務(wù)供給結(jié)構(gòu)。在社會(huì)服務(wù)供給側(cè)改革中,有可能會(huì)面臨"內(nèi)卷化"、"營(yíng)利化"、缺乏社會(huì)創(chuàng)新、缺乏社會(huì)參與的困境,從而導(dǎo)致供給失敗。因此,要通過體制供給明確權(quán)利與責(zé)任、制度供給規(guī)范激勵(lì)與監(jiān)督、平臺(tái)供給創(chuàng)新合作與競(jìng)爭(zhēng),實(shí)現(xiàn)社會(huì)服務(wù)供給側(cè)重建。
[Abstract]:The supply-side reform of social service refers to the optimal allocation of government, social and market social service resources, the reduction of ineffective supply, and the enhancement of the adaptability and flexibility of supply structure to demand structure. From the analysis of the mandatory and profit-making degree of social service supply, the supply logic of government, market and society is as follows: authoritative supply, commercial supply and voluntary supply. The optimization model of supply-side reform should break through the boundary of mandatory and profit-making, form a new partnership model, public interest innovation model, social value investment model, social responsibility model and perfect the social service supply structure through cross-border cooperation. In the supply-side reform of social services, it is possible to face the dilemma of "introversion", "profit-making", lack of social innovation and lack of social participation, which may lead to the failure of supply. Therefore, it is necessary to clarify the rights and responsibilities through the system supply, standardize the incentive and supervision of the system supply, innovate the cooperation and competition of the platform supply, and realize the construction of the social service supply.
