【摘要】：信息化時代,現(xiàn)代網(wǎng)絡(luò)技術(shù)和計算機通訊設(shè)備廣泛應(yīng)用到地方政府的日常工作中,給地方政府治理能力建設(shè)帶來了新的機遇與挑戰(zhàn)。如何加強地方政府治理能力建設(shè),積極應(yīng)對信息化時代的需求,然后制定相應(yīng)的發(fā)展戰(zhàn)略,選擇合理的治理模式已經(jīng)成為各級地方政府面前的首要問題。本文以信息化時代為背景,對地方政府治理能力建設(shè)的含義和主要內(nèi)容等方面進行深入研究,圍繞政策運行能力、公共服務(wù)能力、依法行政能力和信息化能力共四方面能力,探討信息化時代的地方政府治理能力建設(shè)問題。文章在介紹上述四項能力建設(shè)取得的成就的基礎(chǔ)上,重點分析了能力建設(shè)中存在的困境及其產(chǎn)生的原因,并提出了解決問題的對策,以期為信息化時代開展地方政府治理能力建設(shè)提供理論支撐與實踐引導(dǎo)。
[Abstract]:In the information age, modern network technology and computer communication equipment are widely used in the daily work of the local government, which brings new opportunities and challenges to the construction of the local government's governance capacity. How to strengthen the capacity-building of local government governance, actively respond to the needs of the information age, and then formulate the corresponding development strategy, and choose a reasonable governance model has become the primary issue in front of the local governments at all levels. Based on the background of the information age, this paper makes an in-depth study on the meaning and main contents of the construction of the local government's governance capacity, focusing on the capacity of policy operation, public service, administration according to law and informatization, and so on. This paper discusses the construction of local government governance capacity in the information age. On the basis of introducing the achievements of the above-mentioned four capacity-building projects, this paper emphatically analyzes the difficulties existing in capacity-building and the reasons for their emergence, and puts forward the countermeasures to solve the problems. In order to provide theoretical support and practical guidance for the development of local government governance capacity in the information age.
