【摘要】：地名地址數(shù)據(jù)是對(duì)地名、地址信息的結(jié)構(gòu)化描述與標(biāo)識(shí),是社會(huì)經(jīng)濟(jì)發(fā)展的重要基礎(chǔ)性戰(zhàn)略資源。當(dāng)前,地名地址信息及其平臺(tái)服務(wù)已在各個(gè)國家的經(jīng)濟(jì)發(fā)展、國家安全、地理測(cè)繪、環(huán)境保護(hù)、抗震減災(zāi)以及公眾生活服務(wù)等方面得到廣泛應(yīng)用,并以地名地址信息及其服務(wù)平臺(tái)等要素為主,逐漸形成了的GIS產(chǎn)業(yè)。隨著地名地址信息服務(wù)在資源開發(fā)、規(guī)劃建設(shè)、災(zāi)害評(píng)估、導(dǎo)航運(yùn)輸?shù)葒窠?jīng)濟(jì)和社會(huì)發(fā)展各領(lǐng)域的廣泛應(yīng)用,以及計(jì)算機(jī)技術(shù)、遙感技術(shù)、地理科學(xué)以及定位系統(tǒng)等高科技技術(shù)研發(fā)與應(yīng)用的迅速發(fā)展,政府各部門、各行業(yè)領(lǐng)域和社會(huì)公眾對(duì)地名地址信息資源的需求日益迫切,對(duì)地名地址信息資源共享提出了越來來越高的服務(wù)需求。盡管國內(nèi)外專家對(duì)地名地址信息模型方法研究、共享與互操作技術(shù)、地名地址信息數(shù)據(jù)和地名地址信息應(yīng)用服務(wù)的標(biāo)準(zhǔn)以及標(biāo)準(zhǔn)依存主體等方面的研究以及地名地址信息標(biāo)準(zhǔn)一致性測(cè)試已經(jīng)取得一定成果,但在方面地名地址信息的標(biāo)準(zhǔn)化管理方面仍然少見合理高效的研究。針對(duì)以上背景和現(xiàn)狀,本文將從地名地址的定義談起,努力探求難以現(xiàn)實(shí)地名地址信息標(biāo)準(zhǔn)化的原因,如由于職責(zé)不同、缺乏規(guī)劃及歷史遺留等原因,地名地址信息一直存在著政府部門間多頭管理,各行業(yè)領(lǐng)域中數(shù)據(jù)規(guī)范不同的現(xiàn)象,沒有統(tǒng)一的地名地址信息標(biāo)準(zhǔn),導(dǎo)致地名地址信息冗余數(shù)據(jù)多,整合、共享難度大,“信息孤島”現(xiàn)象嚴(yán)重,打破各部門、行業(yè)間藩籬,實(shí)現(xiàn)地名地址信息標(biāo)準(zhǔn)化的重要性愈發(fā)明顯。針對(duì)地名地址信息標(biāo)準(zhǔn)化面臨的困難及存在問題,本文從地名地址組成要素的分類入手,對(duì)青島市地名地址中的行政區(qū)信息、街路巷、小區(qū)名、門院樓牌號(hào)、標(biāo)志物名、興趣點(diǎn)名、詳細(xì)地址現(xiàn)狀逐一進(jìn)行了分析、并分析了青島市實(shí)行標(biāo)準(zhǔn)化管理的優(yōu)勢(shì)、面臨的機(jī)遇和挑戰(zhàn)等地名地址信息標(biāo)準(zhǔn)化管理的現(xiàn)狀,本文的第四部分還以深圳市數(shù)字深圳空間基礎(chǔ)信息平臺(tái)標(biāo)準(zhǔn)工作系統(tǒng)建設(shè)工程為例,從管理體制、組織結(jié)構(gòu)和運(yùn)維保障三方面進(jìn)行了研究,對(duì)青島地名地址信息標(biāo)準(zhǔn)化管理的借鑒進(jìn)行了思考。最后,論文對(duì)青島市地名地址信息標(biāo)準(zhǔn)化管理策略進(jìn)行了探究,從開展地名普查、推進(jìn)地名地址標(biāo)準(zhǔn)化納入青島市電子政務(wù)基礎(chǔ)項(xiàng)目地名地址信息數(shù)據(jù)庫等方面提出了可行性建議。
[Abstract]:Toponymic address data is a structural description and identification of place names and address information, and is an important basic strategic resource for social and economic development. At present, geographical names and information and its platform services have been widely used in economic development, national security, geographical mapping, environmental protection, anti-seismic disaster reduction and public life services in various countries, and are mainly based on the geographical names address information and its service platform. The GIS industry gradually formed. With the rapid development of the development and application of high-tech technologies such as computer technology, remote sensing technology, geographic science and positioning system, with the application of the information service of the place names in the fields of resource development, planning and construction, disaster assessment and navigation and transportation, as well as the development and application of high-tech technologies such as computer technology, remote sensing technology, geographic science and positioning system, The demands of the government departments, the industry and the public to the information resources of the place names are becoming more and more urgent, and the higher the service demand for the sharing of the information resources of the place names is proposed. in spite of that research on the method of place name address information model, the standard of the sharing and interoperation technology, the place name address information data and the place name address information application service, as well as the standard dependency body and the like, and the standard consistency test of the place name address information have achieved certain results, However, there is still a rare and reasonable and efficient study on the standardization management of the geographical names and address information. In view of the above background and present situation, this paper will talk about the definition of the place name address, and try to find out the reason why it is difficult to standardize the address information of the real name. in that field of industry, the data specification is different, the information standard of the place name address is not unified, so that the information redundancy data of the place name address is more, the whole is the whole, the sharing difficulty is large, the "island of information" phenomenon is serious, the various departments and the inter-industry fence are broken, The importance of the standardization of the information of geographical names is becoming more and more obvious. In view of the difficulties and problems faced by the standardization of the location information of the place names, this paper starts with the classification of the composition of the place names and addresses the administrative region information, the street lane, the cell name, the number of the house building, the name of the marker and the interest roll-call in the geographical names of Qingdao. The status of the detailed address is analyzed one by one, and the current situation of the standardization management of the place names such as the advantages of the standardization management in Qingdao, the opportunities and challenges facing the Qingdao city are analyzed. The fourth part of this paper also takes the construction project of the standard working system of Shenzhen Digital Shenzhen Spatial Basic Information Platform as an example, and studies the three aspects of management system, organization structure and operation and maintenance. At last, the paper probes into the standardization management strategy of the location information of the place names in Qingdao, and puts forward the feasible suggestions from the aspects of carrying out the place name survey, promoting the standardization of the place name address into the information database of the geographical names of the e-government of Qingdao.
