長(zhǎng)春市城市道路公共交通發(fā)展中的政府責(zé)任研究

【摘要】:隨著長(zhǎng)春市城市經(jīng)濟(jì)狀況的飛速發(fā)展,以及城市規(guī)模、功能區(qū)域不斷擴(kuò)大,一方面,城市居民對(duì)于城市交通的需求也是越來(lái)越多元化,尤其是對(duì)城市道路公交有更加迫切的需求,政府有待提升城市道路公交吸引力;另一方面,如今全社會(huì)已經(jīng)進(jìn)入到“互聯(lián)網(wǎng)時(shí)代”,智能化、信息化、科技現(xiàn)代化的技術(shù)手段層出不窮,如何將這些先進(jìn)的技術(shù)和設(shè)備終端應(yīng)用到城市道路公交發(fā)展當(dāng)中,將政府的管理手段提高到智能化程度,對(duì)于政府來(lái)說(shuō)同樣具有不可推卸的責(zé)任。長(zhǎng)春市政府在進(jìn)行行政體制改革以及法制建設(shè)也已經(jīng)稍見(jiàn)成效,特別是在黨的十八屆四中全會(huì)對(duì)實(shí)現(xiàn)依法治國(guó)以及行政組織“責(zé)任法定化”總體目標(biāo)的要求下,構(gòu)建法治政府、責(zé)任政府的政策方針已經(jīng)亟待落實(shí)。那么,對(duì)于長(zhǎng)春市政府來(lái)說(shuō),在發(fā)展城市道路公交的過(guò)程中如何正確的落實(shí)公交優(yōu)先政策、如何規(guī)范和完善自身的管理體制、如何有效監(jiān)督公交行業(yè)市場(chǎng)的有序運(yùn)行以及如何建立健全行政責(zé)任追究機(jī)制來(lái)問(wèn)責(zé)政府責(zé)任,這些問(wèn)題都已然迫在眉睫。本文共分為四大部分:第一部分,主要是對(duì)城市道路公共交通以及政府責(zé)任等基本概念范圍和包含的主要內(nèi)容進(jìn)行了簡(jiǎn)單介紹,同時(shí)對(duì)文章所涉及的相關(guān)理論,包括治理理論、新公共服務(wù)理論和責(zé)任政府理論進(jìn)行了簡(jiǎn)單闡釋;第二部分,對(duì)目前長(zhǎng)春市城市道路公交發(fā)展的現(xiàn)狀及從中發(fā)展的問(wèn)題做出了簡(jiǎn)要概括,也對(duì)長(zhǎng)春市政府在道路公交發(fā)展中責(zé)任履行的現(xiàn)狀中,責(zé)任履行較完善的方面進(jìn)行了總結(jié);第三部分,是針對(duì)第二部分所發(fā)現(xiàn)的政府履行城市道路公交發(fā)展責(zé)任不足的方面做出了具體分析,找出不足之處以便更有針對(duì)應(yīng)的完善和解決問(wèn)題;第四部分,根據(jù)第三部分對(duì)政府履責(zé)不到位的分析,相應(yīng)地提出比較具有建設(shè)性意義的對(duì)策措施,包括了相關(guān)政策和財(cái)政補(bǔ)貼的落實(shí)、科學(xué)化的規(guī)劃管理、公交基礎(chǔ)設(shè)施和信息化建設(shè)、對(duì)公交市場(chǎng)運(yùn)營(yíng)狀況的監(jiān)督以及政府完善對(duì)自身責(zé)任的追究等,讓政府充分履行城市道路公交發(fā)展責(zé)任。
[Abstract]:With the rapid development of the city economy in Changchun, as well as the scale of the city and the expansion of the functional area, on the one hand, the demand of the urban residents for urban traffic is becoming more and more diversified. Especially, there is a more urgent demand for urban road public transport, and the government needs to enhance the attraction of urban road public transport; On the other hand, now the whole society has entered the "Internet era", intelligent, information-based, scientific and technological modernization of the technological means emerge in endlessly, how to apply these advanced technologies and equipment terminals to the development of urban road public transport, To raise the government's management means to the level of intelligentization, the government also has the inescapable responsibility. The Changchun Municipal Government has also achieved some results in the reform of the administrative system and the construction of the legal system, especially in the context of the requirements of the fourth Plenary session of the 18th Central Committee of the Communist Party of China to achieve the overall goal of governing the country according to law and the "legalization of responsibilities" of administrative organizations, and to build a government ruled by law. The policy of the responsible government has already been put into effect urgently. Then, for the Changchun Municipal Government, how to correctly implement the public transport priority policy and how to standardize and perfect its own management system in the process of developing urban road public transport, How to effectively supervise the orderly operation of the public transport market and how to establish a sound accountability mechanism to hold the government accountable, these problems have become urgent. This paper is divided into four parts: the first part is a brief introduction to the scope and main contents of the basic concepts such as urban road public transport and government responsibility. At the same time, the related theories involved in the article, including the governance theory, are briefly introduced. The new public service theory and the responsibility government theory are simply explained. The second part makes a brief summary of the current situation and problems of the development of urban road public transport in Changchun City, and also gives a brief summary of the status quo of the responsibility of Changchun Municipal Government in the development of road public transport. The better aspects of fulfilling the responsibility are summarized. The third part makes a concrete analysis of the lack of responsibility of the government in fulfilling the development responsibility of urban road public transport in the second part, and finds out the deficiencies in order to improve and solve the problems more in line with each other. The fourth part, according to the analysis of the lack of responsibility of the government in the third part, puts forward some constructive countermeasures, including the implementation of relevant policies and financial subsidies, scientific planning and management. The construction of public transport infrastructure and information, the supervision of the operation of public transport market, and the investigation of the government's perfect responsibility for its own responsibility enable the government to fully fulfill its responsibility for the development of urban road public transport.
