【摘要】：從行政哲學(xué)的視野來(lái)看,改革開(kāi)放以來(lái)的行政實(shí)踐創(chuàng)新主要包括價(jià)值型行政的普遍實(shí)施、技術(shù)型行政的合理發(fā)展、交往—協(xié)商型行政的有效運(yùn)用等,其分別對(duì)應(yīng)的是價(jià)值創(chuàng)新、技術(shù)創(chuàng)新、關(guān)系創(chuàng)新三個(gè)范疇。中國(guó)的行政實(shí)踐創(chuàng)新之所以能取得舉世矚目的成就,關(guān)鍵在于其對(duì)行政發(fā)展規(guī)律的遵循,這種規(guī)律主要包括以行政本體論創(chuàng)新助推行政實(shí)踐發(fā)展、以人民性作為行政實(shí)踐創(chuàng)新的基本導(dǎo)向和靈感來(lái)源、合理認(rèn)知和運(yùn)用行政理性等。從發(fā)展趨勢(shì)上看,未來(lái)中國(guó)的行政實(shí)踐創(chuàng)新將是一種主動(dòng)與被動(dòng)并舉、直接與間接相結(jié)合的多元化、全方位的創(chuàng)新;在行政實(shí)踐創(chuàng)新的理論來(lái)源上,將更注重本土行政哲學(xué)資源的汲取;從外在表現(xiàn)上看,我國(guó)的行政實(shí)踐創(chuàng)新將是一種穩(wěn)定的、漸進(jìn)型的創(chuàng)新。
[Abstract]:From the perspective of administrative philosophy, the innovation of administrative practice since the reform and opening up mainly includes the universal implementation of value-based administration, the rational development of technical-type administration, the effective use of communication-consultation-type administration, and so on, which correspond to the value innovation, respectively. Technology innovation, relationship innovation three categories. The key to the achievement of administrative practice innovation in China is that it follows the law of administrative development, which mainly includes promoting the development of administrative practice with the innovation of administrative ontology. Taking the people as the basic guide and inspiration source of administrative practice innovation, rational cognition and application of administrative rationality and so on. From the development trend, in the future, China's administrative practice innovation will be a combination of active and passive, direct and indirect combination of diversified, omni-directional innovation; In the theoretical source of administrative practice innovation, more attention will be paid to the absorption of local administrative philosophy resources; from the external manifestation, the innovation of administrative practice in our country will be a stable and gradual innovation.
