呼和浩特市如意開發(fā)區(qū)政府管理職能研究

【摘要】:經(jīng)濟(jì)開發(fā)區(qū)的建設(shè)對推動區(qū)域經(jīng)濟(jì)增長,加快區(qū)域工業(yè)化和城市化進(jìn)程,強(qiáng)化區(qū)域產(chǎn)業(yè)集聚效應(yīng)日益凸顯,近年來,我國開發(fā)區(qū)建設(shè)的數(shù)量和規(guī)模得到了快速提升,已經(jīng)成為我國發(fā)展區(qū)域現(xiàn)代工業(yè)和高新技術(shù)產(chǎn)業(yè)的重要載體形式。但是,部分地區(qū)在經(jīng)濟(jì)開發(fā)區(qū)建設(shè)的過程中,由于地方政府對經(jīng)濟(jì)開發(fā)區(qū)建設(shè)認(rèn)識存在偏差、相應(yīng)的管理經(jīng)驗(yàn)不足,盲目追求開發(fā)區(qū)引進(jìn)企業(yè)的數(shù)量和規(guī)模,而忽視開發(fā)區(qū)的整體產(chǎn)業(yè)規(guī)劃,使開發(fā)區(qū)內(nèi)部因盲目競爭、重復(fù)建設(shè)等問題,難以實(shí)現(xiàn)可持續(xù)發(fā)展,與開發(fā)區(qū)建設(shè)的初衷相違背。在此背景下,本文以內(nèi)蒙古呼和浩特市如意開發(fā)區(qū)為例,通過文獻(xiàn)資料法、比較法、個案研究法和實(shí)證法,運(yùn)用政府管理的基本理論對完善開發(fā)區(qū)管理問題展開研究,為開發(fā)區(qū)在建設(shè)發(fā)展過程中如何完善政府管理工作提供參考。具體的研究分為四部分:第一部分,筆者通過對政府管理相關(guān)理論和開發(fā)區(qū)管理職能進(jìn)行系統(tǒng)的概述,明確本文研究過程中所依據(jù)的理論基礎(chǔ),使課題研究有據(jù)可依。第二部分,筆者通過對呼和浩特市如意開發(fā)區(qū)政府管理職能及落實(shí)政府管理職能現(xiàn)狀進(jìn)行歸納總結(jié),具體從其設(shè)立的背景、功能定位、設(shè)置的原則、職能的形成以及發(fā)展的現(xiàn)有成效五個方面進(jìn)行闡述。第三部分,筆者通過對呼和浩特市如意開發(fā)區(qū)政府管理職能及落實(shí)過程中存在的問題及原因展開研究,具體從其法律地位模糊、管理范圍模糊、職能權(quán)限不足、公共服務(wù)不能滿足實(shí)際需要四個方面問題以及行政主體地位資格不明確、管理范圍未作明確、職能職權(quán)授予缺位、公共服務(wù)管理缺失四個方面原因進(jìn)行闡述。第四部分是本論文的重點(diǎn),筆者通過對如意開發(fā)區(qū)管理進(jìn)行完善改進(jìn)的途徑和方法展開敘述,從明確如意開發(fā)區(qū)行政主體地位、明確如意開發(fā)區(qū)管理范圍、明確如意開發(fā)區(qū)管理職能、建設(shè)服務(wù)型政府四個方面進(jìn)行完善改進(jìn)。通過系統(tǒng)的研究可以發(fā)現(xiàn),如意開發(fā)區(qū)的建設(shè)是符合呼和浩特市區(qū)域產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和優(yōu)化實(shí)際需要的,地方政府在管理的過程中如果進(jìn)一步有意識地應(yīng)用相關(guān)政府管理基本理論改善具體的管理行為和決策,可以更好地推動如意開發(fā)區(qū)實(shí)現(xiàn)發(fā)展。
[Abstract]:The construction of economic development zone promotes the regional economic growth, speeds up the process of regional industrialization and urbanization, and strengthens the effect of regional industrial agglomeration. In recent years, the number and scale of the construction of development zones in China have been rapidly promoted. It has become an important carrier form for the development of regional modern industry and high-tech industry in China. However, in the course of the construction of economic development zones in some areas, due to the deviation of local governments' understanding of the construction of economic development zones and the lack of corresponding management experience, they blindly pursue the number and scale of enterprises introduced into the development zones. Ignoring the overall industrial planning of the development zone makes it difficult to achieve sustainable development because of blind competition and repeated construction in the development zone, which is contrary to the original intention of the development zone construction. Under this background, taking Ruyi Development Zone of Hohhot City, Inner Mongolia as an example, this paper studies the problem of perfecting the management of the development zone by means of the methods of literature, comparison, case study and positive law, using the basic theory of government management, and making use of the basic theory of government management to improve the management of the development zone. It provides a reference for how to improve the government management in the process of construction and development of the development zone. The concrete research is divided into four parts: the first part, the author through the government management related theory and the development zone management function to carry on the systematic summary, clarifies the theoretical foundation which the research process in this article is based on, makes the subject research has the basis to be able to rely on. The second part, through the Huhhot city Ruyi development zone government management function and the implementation of the government management function status quo, specifically from its establishment background, function positioning, the principles of setting up, The formation of functions and the development of the five aspects of the effectiveness of the elaboration. The third part, the author through the Huhhot City Ruyi Development Zone government management function and the problems and reasons in the process of implementation, specific from its legal status is fuzzy, the management scope is fuzzy, the function authority is insufficient. The public service can not meet the actual needs in four aspects, and the administrative subject status qualification is not clear, the scope of management is not clear, the functions and powers are absent, and the lack of public service management is described in four aspects. The fourth part is the focus of this paper. Through the way and method of improving the management of Ruyi Development Zone, the author narrates the administrative subject status of Ruyi Development Zone and the management scope of Ruyi Development Zone from the point of view of clarifying the administrative subject status of Ruyi Development Zone. Clear Ruyi development zone management functions, construction of service-oriented government four aspects to improve. Through systematic research, it can be found that the construction of Ruyi Development Zone is in line with the actual needs of regional industrial structure adjustment and optimization in Hohhot. In the process of management, the local government can promote the development of Yuyi Development Zone better if the relevant basic theories of government management are applied consciously to improve the concrete management behavior and decision-making.
