【摘要】：城鄉(xiāng)統(tǒng)籌社會(huì)保障制度,關(guān)系到每一個(gè)公民的切身利益,是和諧社會(huì)建設(shè)過(guò)程中公平正義的體現(xiàn)。黨的十八大報(bào)告中提出了一個(gè)新的科學(xué)命題,即“統(tǒng)籌推進(jìn)城鄉(xiāng)社會(huì)保障體系建設(shè)”,這也是當(dāng)前和今后一段時(shí)期內(nèi)黨和國(guó)家的重要戰(zhàn)略任務(wù)。但是,由于受到經(jīng)濟(jì)、歷史、思想等因素的制約,我國(guó)的社會(huì)保障制度始終沒(méi)能實(shí)現(xiàn)統(tǒng)籌發(fā)展。就目前來(lái)看,城鄉(xiāng)社會(huì)保障制度的發(fā)展仍然存在很大的差異,農(nóng)村社會(huì)保障制度與城市相比,在項(xiàng)目上、覆蓋上、待遇上都較為落后。因此,以構(gòu)建社會(huì)主義和諧社會(huì)為目標(biāo),推進(jìn)城鄉(xiāng)社會(huì)保障制度的統(tǒng)籌發(fā)展具有十分重要的意義。本論文首先論述了城鄉(xiāng)統(tǒng)籌社會(huì)保障制度的相關(guān)概念、研究依據(jù)和主要意義。城鄉(xiāng)統(tǒng)籌社會(huì)保障問(wèn)題的研究依據(jù)主要包括理論依據(jù)和現(xiàn)實(shí)依據(jù)兩個(gè)方面,城鄉(xiāng)統(tǒng)籌社會(huì)保障有利于經(jīng)濟(jì)建設(shè)的全面發(fā)展、有利于剩余勞動(dòng)力城鄉(xiāng)流動(dòng)、有利于社會(huì)公平的盡快實(shí)現(xiàn)、有利于黨的執(zhí)政能力的提高。其次,對(duì)目前城市和鄉(xiāng)村社會(huì)保障發(fā)展的現(xiàn)狀、差異進(jìn)行分析,并闡述目前城鄉(xiāng)差異帶來(lái)的負(fù)面影響。分別對(duì)城市和農(nóng)村的社會(huì)保障發(fā)展現(xiàn)狀進(jìn)行分析,從而得出城鄉(xiāng)之間社會(huì)保障的差異,進(jìn)而介紹這種差異帶來(lái)的負(fù)面影響。第三部分和第四部分是本篇論文的重點(diǎn)部分,著重論述在和諧社會(huì)建設(shè)的過(guò)程中進(jìn)行城鄉(xiāng)統(tǒng)籌社會(huì)保障遇到的問(wèn)題,得出城鄉(xiāng)統(tǒng)籌社會(huì)保障制度的實(shí)現(xiàn)路徑。主要從目前城鄉(xiāng)統(tǒng)籌社會(huì)保障制度建設(shè)中的思想認(rèn)識(shí)、體制機(jī)制、基金支持、管理問(wèn)題四個(gè)方面來(lái)闡述統(tǒng)籌過(guò)程中遇到的主要問(wèn)題,并針對(duì)這些問(wèn)題提出相應(yīng)的解決辦法,即實(shí)現(xiàn)路徑。
[Abstract]:The overall social security system in urban and rural areas is related to the vital interests of every citizen and is the embodiment of fairness and justice in the process of building a harmonious society. In the report of the 18th National Congress of the Communist Party of China (CPC), a new scientific proposition is put forward, that is, "promoting the construction of social security system in urban and rural areas as a whole", which is also an important strategic task for the Party and the state at present and in the future. However, due to the economic, historical, ideological and other factors, China's social security system has not been able to achieve overall development. At present, there are still great differences in the development of urban and rural social security system. Compared with the urban social security system, the rural social security system is relatively backward in terms of project, coverage and treatment. Therefore, in order to build a harmonious socialist society, it is of great significance to promote the overall development of urban and rural social security system. This paper first discusses the urban and rural overall social security system related concepts, research basis and main significance. The research basis of urban-rural overall social security mainly includes theoretical basis and realistic basis. The overall social security of urban and rural areas is beneficial to the overall development of economic construction and to the flow of surplus labor force in urban and rural areas. It is beneficial to the realization of social justice as soon as possible and to the improvement of the ruling ability of the Party. Secondly, this paper analyzes the current situation and differences of urban and rural social security development, and expounds the negative impact of urban-rural differences. This paper analyzes the current situation of social security development in urban and rural areas, so as to find out the difference between urban and rural social security, and then introduce the negative impact of this difference. The third part and the fourth part are the key parts of this paper, focusing on the problems of urban-rural overall social security in the process of harmonious society construction, and draw the realization path of urban-rural overall social security system. Mainly from the current urban and rural overall social security system construction in the ideological understanding, system and mechanism, fund support, management of four aspects to explain the overall planning process encountered in the main problems, and put forward corresponding solutions to these problems, That is, the implementation path.
