【摘要】：政策議程如何設(shè)置源于利益矛盾和利益沖突各方的力量對(duì)比和互動(dòng)關(guān)系。利益相關(guān)者在現(xiàn)有制度化渠道缺失和難以奏效的前提下,常常通過對(duì)身體的運(yùn)用和強(qiáng)調(diào),將其作為底線或者策略來影響政策議程設(shè)置。通觀近年來利益矛盾和沖突事件,身體抗?fàn)幮问讲货r見,但呈現(xiàn)的趨勢(shì)卻逐漸由最初的底線走向策略選擇,這對(duì)我國社會(huì)穩(wěn)定與和諧秩序提出了十分嚴(yán)峻的挑戰(zhàn),必須要客觀認(rèn)識(shí)和積極應(yīng)對(duì)。為此,本文在厘清身體抗?fàn)幍膬?nèi)涵與特征的基礎(chǔ)上,著重從身體抗?fàn)幍目赡苄院涂尚行�、可利用的外部支持條件、策略的有效選擇項(xiàng)等方面分析其影響政策議程的行為邏輯,并指出以制度維權(quán)代替身體抗?fàn)幉攀亲叱瞿壳熬S權(quán)困境的必然趨向。
[Abstract]:How to set the policy agenda from the power balance and interaction between the parties to conflicts of interest and interests. Stakeholders often use and emphasize the body as the bottom line or strategy to influence policy agenda setting under the premise that the existing institutionalized channels are lacking and ineffective. Looking at the conflicts and conflicts of interest in recent years, the form of physical struggle is not uncommon, but the trend is gradually moving from the initial bottom line to the choice of strategy, which poses a very serious challenge to the stability and harmonious order of our society. An objective understanding and a positive response must be made. Therefore, on the basis of clarifying the connotation and characteristics of physical struggle, this paper focuses on analyzing the behavioral logic that affects the policy agenda from the aspects of the possibility and feasibility of physical struggle, the conditions of external support that can be used, and the effective choice of strategies, etc. It also points out that it is the inevitable trend to replace the physical struggle with the system protection of rights to get out of the predicament of the protection of rights at present.
