【摘要】：當前社會經(jīng)濟在快速發(fā)展,科技也在不斷進步,公路在整個社會和國民經(jīng)濟發(fā)展中的作用越來越突出。養(yǎng)護職工隊伍是推進公路養(yǎng)護事業(yè)發(fā)展最龐大、最直接的力量,是公路事業(yè)穩(wěn)定、快速發(fā)展的根本,也是深化公路行業(yè)改革和實現(xiàn)技術創(chuàng)新不可缺少的重要力量。近年來,國家加大了對公路交通建設的投入,逐年增加的高等級公路的里程加重了公路養(yǎng)護部門的管養(yǎng)任務,對與公路行業(yè)相關的技能人才的需求也與日俱增。并且由于公路養(yǎng)護事業(yè)是一個特殊行業(yè),線多、面管、人員分散,公路養(yǎng)護職工隊伍的素質(zhì),直接影響著公路建設和養(yǎng)護的質(zhì)量,公路行業(yè)職工隊伍建設已成為一個緊迫的重要課題。LC市地處云南西南邊疆,屬于經(jīng)濟欠發(fā)達地區(qū),隨著公路建設的增加及公路等級的不斷提高,對公路養(yǎng)護職工隊伍的要求越來越高。并且當前公路養(yǎng)護的發(fā)展方向正在趨向機械化和專業(yè)化,養(yǎng)護職工隊伍中技能人才的短缺成為制約公路養(yǎng)護工作的瓶頸。因此公路養(yǎng)護部門迫切需要加快培養(yǎng)和建設一支數(shù)量充足,技術精湛,結構合理的養(yǎng)護職工隊伍,以適應當前公路行業(yè)的發(fā)展。本文采用文獻法、調(diào)查法、訪談法相結合的方法,通過查閱相關文獻,在數(shù)據(jù)調(diào)查、實地走訪的基礎上,總結出LC市公路養(yǎng)護職工隊伍建設的實際現(xiàn)狀,分析其存在的問題并提出相應的對策和建議。在文中,首先對公路的定義和分類、職工隊伍建設的內(nèi)涵及隊伍建設的相關理論進行了系統(tǒng)的闡述,對國內(nèi)外公路養(yǎng)護隊伍建設的經(jīng)驗進行了總結和分析;其次,從人員構成、知識結構、年齡結構等方面對LC市公路養(yǎng)護職工隊伍發(fā)展現(xiàn)狀進行了描述;再次,從多個視角對職工隊伍建設存在的問題進行了全方位的分析。最后,在上述分析的基礎上提出了LC市養(yǎng)護職工隊伍建設的意見和建議。通過分析公路養(yǎng)護職工隊伍建設的現(xiàn)狀,根據(jù)LC市的養(yǎng)護隊伍情況和路情得出了結論:養(yǎng)護職工隊伍建設必須對現(xiàn)有人力資源進行開發(fā)和利用,在發(fā)掘職工潛力,提升職工隊伍整體素質(zhì)的基礎上,通過開展大規(guī)模的人才培訓,建立健全各種人才機制,建設一支適應公路發(fā)展形勢的高素質(zhì)養(yǎng)護職工隊伍。
[Abstract]:At present, the social economy is developing rapidly, science and technology is also making progress, the role of highway in the development of the whole society and national economy is more and more prominent. Maintenance staff is the biggest and most direct force to promote the development of highway maintenance. It is the foundation of stable and rapid development of highway industry. It is also an indispensable force to deepen the reform of highway industry and realize technological innovation. In recent years, the state has increased the investment in highway traffic construction, the increasing mileage of high-grade highway has aggravated the maintenance task of highway maintenance department, and the demand for skilled talents related to highway industry is increasing day by day. And because the cause of highway maintenance is a special industry, there are many lines, face pipe, scattered personnel, and the quality of highway maintenance staff directly affects the quality of highway construction and maintenance. The construction of staff and workers in highway industry has become an urgent and important subject. LC City is located in the southwest frontier of Yunnan Province, belongs to the underdeveloped area, with the increase of highway construction and the continuous improvement of highway grade, The demands on the staff of highway maintenance are getting higher and higher. At present, the development direction of highway maintenance tends to mechanization and specialization, and the shortage of skilled personnel in the maintenance staff has become the bottleneck of highway maintenance work. Therefore, highway maintenance departments urgently need to speed up the training and construction of a sufficient number, skilled, reasonable structure of the maintenance staff, in order to adapt to the development of the current highway industry. On the basis of data investigation and on-the-spot visit, this paper summarizes the actual situation of highway maintenance staff construction in LC city by means of combining literature, investigation and interview, through consulting relevant literature, and on the basis of data investigation and on-the-spot visit, this paper summarizes the present situation of highway maintenance staff in LC. The existing problems are analyzed and the corresponding countermeasures and suggestions are put forward. In this paper, first of all, the definition and classification of highway, the connotation of staff building and the related theory of team construction are systematically expounded, and the experience of highway maintenance team construction at home and abroad is summarized and analyzed. Secondly, from the aspects of personnel composition, knowledge structure, age structure and so on, this paper describes the current situation of the development of highway maintenance staff in LC. Thirdly, it analyzes the problems existing in the construction of the staff from many perspectives. Finally, on the basis of the above analysis, the author puts forward the suggestions and suggestions on the construction of the maintenance staff in LC city. Through the analysis of the present situation of highway maintenance staff construction, according to the condition and road condition of maintenance team in LC city, the conclusion is drawn: the construction of maintenance staff must develop and utilize the existing human resources, and explore the potential of workers. On the basis of improving the overall quality of the staff and workers, through the development of large-scale talent training, the establishment and improvement of various talent mechanisms, the construction of a high-quality maintenance staff to adapt to the situation of highway development.
