【摘要】：議事協(xié)調(diào)機(jī)構(gòu)是對(duì)正式序列組織和常規(guī)治理手段的一項(xiàng)有效補(bǔ)充。作為國(guó)家治理體系中的一個(gè)特殊板塊,議事協(xié)調(diào)機(jī)構(gòu)的運(yùn)行呈現(xiàn)出借力與自立的雙重邏輯,包括借力權(quán)威影響和常設(shè)機(jī)構(gòu),并確立自身的督促檢查機(jī)制和考核評(píng)比機(jī)制。這一分析框架在全國(guó)愛(ài)國(guó)衛(wèi)生運(yùn)動(dòng)委員會(huì)的運(yùn)行實(shí)踐中得到了充分驗(yàn)證。因此,議事協(xié)調(diào)機(jī)構(gòu)的改革和優(yōu)化要以自身特殊性為基準(zhǔn)點(diǎn),厘清議事協(xié)調(diào)機(jī)構(gòu)的運(yùn)行邏輯,進(jìn)一步推進(jìn)議事協(xié)調(diào)機(jī)構(gòu)運(yùn)行的現(xiàn)代化。
[Abstract]:Deliberative coordination body is an effective complement to formal sequential organization and conventional governance means. As a special part of the national governance system, the operation of the deliberative coordination body presents the double logic of borrowing power and self-reliance, including the influence of authority and the permanent institution, and establishes its own supervision and inspection mechanism and examination and evaluation mechanism. This analytical framework has been fully verified in the operational practice of the National Patriotic Health Movement Commission. Therefore, the reform and optimization of the deliberative and coordinating bodies should be based on their own particularity, clarify the operational logic of the deliberative coordinating bodies, and further promote the modernization of the functioning of the deliberative coordinating bodies.
