【摘要】：傳統(tǒng)的社會(huì)組織雙重管理體制越來越不適應(yīng)中國建設(shè)現(xiàn)代社會(huì)管理體制的需要,造成了大量社會(huì)組織合法性或合理性的缺失,導(dǎo)致了合法的社會(huì)組織具有較強(qiáng)依附屬性并存在著對(duì)社會(huì)組織監(jiān)管不足的問題。經(jīng)過雙重管理體制下弱化業(yè)務(wù)主管單位的改革、特殊區(qū)域內(nèi)探索一元登記管理的改革,以及對(duì)部分社會(huì)組織實(shí)行直接登記的改革,雙重管理體制進(jìn)入后雙重管理階段,實(shí)行直接登記與雙重管理并行的雙軌制度。社會(huì)組織的管理應(yīng)圍繞著登記、服務(wù)和監(jiān)管三個(gè)層面重新進(jìn)行定位,并努力實(shí)現(xiàn)三層管理的協(xié)同互動(dòng),構(gòu)建"三層協(xié)同"的新型社會(huì)組織登記管理體制。
[Abstract]:The traditional dual management system of social organization is more and more unable to meet the needs of China's construction of modern social management system, resulting in the lack of legitimacy or rationality of a large number of social organizations. Legal social organizations have strong attachment and insufficient supervision of social organizations. Through the reform of weakening business management units under the dual management system, exploring the reform of univariate registration management in special areas, and carrying out the reform of direct registration of some social organizations, the dual management system has entered the post-dual management stage. Implement the dual track system of direct registration and dual management. The management of social organizations should be reoriented around the three levels of registration, service and supervision, and make great efforts to realize the collaborative interaction of the three levels of management, and to construct a new system of registration and management of social organizations with "three levels of coordination".
