【摘要】：作為政府服務(wù)的一種創(chuàng)新,我國(guó)政務(wù)服務(wù)建設(shè)大體經(jīng)歷了集中受理、集約辦理、集成服務(wù)三次轉(zhuǎn)變,形成了"三集中""一窗式""標(biāo)準(zhǔn)化""行政審批局""互聯(lián)網(wǎng)+"等各具特色的不同模式,各項(xiàng)工作取得明顯成效。但政務(wù)服務(wù)工作仍面臨法律制度建設(shè)滯后、部門協(xié)同阻力較大、各地發(fā)展不夠平衡、服務(wù)流程有待規(guī)范、信息化應(yīng)用程度較低等亟需解決的突出問題。深入推進(jìn)政務(wù)服務(wù)體系建設(shè),需要進(jìn)一步創(chuàng)新制度供給,建立健全職能整合、業(yè)務(wù)協(xié)同、規(guī)范管理、網(wǎng)絡(luò)服務(wù)、統(tǒng)籌推進(jìn)、法規(guī)保障等工作運(yùn)行機(jī)制。
[Abstract]:As an innovation of government service, the construction of government affairs service in our country has undergone three transformations: centralized acceptance, intensive management and integrated service. Different modes of "three concentration", "one window", "standardization", "administrative examination and approval bureau", "internet" and so on have been formed, and all kinds of work have achieved remarkable results. However, government service still faces some outstanding problems, such as legal system construction lags behind, department coordination resistance is large, development is not balanced, service flow needs to be standardized, and the degree of information application is low, and so on. To further promote the construction of government service system, we need to further innovate the system supply, establish and improve the functional integration, business coordination, standardized management, network services, overall promotion, laws and regulations guarantee and other work operation mechanism.
