【摘要】：目前我國(guó)正處于市場(chǎng)經(jīng)濟(jì)新舊體制過(guò)渡、政治體制改革時(shí)期,大量社會(huì)矛盾凸顯,而我國(guó)信訪部門(mén)作為群眾表達(dá)訴求的首選渠道,信訪工作壓力大,整體形勢(shì)嚴(yán)峻。雖然近十多年來(lái)我國(guó)各級(jí)黨委和政府逐步重視信訪工作,出臺(tái)了大量的文件和政策,進(jìn)行了多方面的改革,但是信訪工作中仍然存在諸多弊端,嚴(yán)重影響了群眾信訪問(wèn)題的解決以及信訪工作的開(kāi)展�；鶎狱h組織直接面對(duì)、聯(lián)系群眾,發(fā)揮著黨委的基礎(chǔ)作用,理應(yīng)在信訪工作中發(fā)揮重要的作用。本文首先對(duì)論文的研究背景、文獻(xiàn)綜述等作了簡(jiǎn)單論述,同時(shí)對(duì)信訪、信訪工作、基礎(chǔ)黨組織等相關(guān)概念進(jìn)行了界定,其次對(duì)我國(guó)信訪制度的確立和完善進(jìn)行了闡述。第三章介紹了我國(guó)信訪工作的現(xiàn)狀,內(nèi)容包括近年來(lái)我國(guó)信訪工作取得的顯著成就以及目前信訪工作形勢(shì)的嚴(yán)峻性,在論述取得的成就時(shí),主要從信訪制度化建設(shè)得到加強(qiáng)、信訪工作機(jī)制不斷完善以及大量信訪問(wèn)題得到解決等三方面論述;在論述信訪工作形勢(shì)的嚴(yán)峻性時(shí),主要從信訪量較大、信訪內(nèi)容多樣化、“信訪不信法”三方面論述,并且引用了山西省的信訪數(shù)據(jù)以及單個(gè)案例進(jìn)行說(shuō)明。第四章主要論述了我國(guó)現(xiàn)行信訪工作的弊端及原因,其弊端主要表現(xiàn)在信訪積案、多頭信訪、越級(jí)信訪、重復(fù)信訪、纏訪鬧訪五個(gè)方面,并進(jìn)行了信訪弊端的成因分析,主要是運(yùn)行環(huán)境、法制環(huán)境、社會(huì)環(huán)境以及自身原因四個(gè)方面。文章在最后提出了解決目前信訪工作弊端的對(duì)策,即加強(qiáng)基層黨組織建設(shè),主要從基層黨組織的地位和作用、加強(qiáng)基層黨組織建設(shè)的必要性和現(xiàn)實(shí)性以及加強(qiáng)基層黨組織的先進(jìn)性和戰(zhàn)斗力三方面論述,從而有效解決我國(guó)信訪工作中存在的弊端。
[Abstract]:At present our country is in the market economy new old system transition the political system reform the massive social contradiction prominent but our country letters and visits department as the masses express the appeal the first choice channel the letter and visit work pressure is heavy the overall situation is grim. Although the party committees and governments at all levels in our country have gradually attached importance to the work of letters and visits in the past more than a decade, have issued a large number of documents and policies, and carried out various reforms, there are still many drawbacks in the work of letters and visits. It has seriously affected the solution of the problem of mass petition and the development of the work of letter and visit. Grass-roots party organizations directly face, contact the masses, play the basic role of party committees, should play an important role in the work of letters and visits. In this paper, the background of the paper, literature review and other related concepts, such as letters and visits, basic party organizations are defined, and then the establishment and improvement of the system of letters and visits in China are expounded. The third chapter introduces the present situation of the letters and visits work in China, including the remarkable achievements of the letters and visits work in recent years and the seriousness of the present situation of the letters and visits work. In the discussion of the achievements, it is mainly strengthened from the systematization construction of letters and visits. Third, the mechanism of petition work is constantly improved and a large number of problems of petition and visit have been solved. When discussing the seriousness of the work situation of letters and visits, it mainly discusses from three aspects: the quantity of letters and visits is large, the contents of letters and visits are diversified, and the law of letters and visits is not believed, and the data of letters and visits in Shanxi Province as well as a single case are cited to explain it. The fourth chapter mainly discusses the malpractice and reason of the present petition work in our country, its malpractice mainly manifests in five aspects, such as the cases of petition and visit, many letters and visits, leapfrogging letters and visits, repeated letters and visits, and analyzes the causes of the malpractice of letters and visits. Mainly operating environment, legal environment, social environment and their own reasons four aspects. In the end, the article puts forward some countermeasures to solve the malpractice of the present petition work, that is, to strengthen the construction of the grass-roots party organizations, mainly from the position and function of the grass-roots party organizations. The necessity and reality of strengthening the construction of grass-roots Party organizations and the strengthening of the advanced nature and combat effectiveness of grass-roots Party organizations are discussed in order to effectively solve the problems existing in the work of letters and visits in China.
