服務(wù)購(gòu)買中政社關(guān)系研究的范式轉(zhuǎn)換與超越

【摘要】:國(guó)外關(guān)于服務(wù)購(gòu)買中政府與社會(huì)組織關(guān)系的研究經(jīng)歷了多元主義、法團(tuán)主義、治理主義三種理論范式的轉(zhuǎn)換。盡管三種范式各不相同、不斷論爭(zhēng),但都得到國(guó)內(nèi)學(xué)界的積極回應(yīng),成為解釋我國(guó)服務(wù)購(gòu)買中政府與社會(huì)組織關(guān)系的主流工具。這種將中國(guó)經(jīng)驗(yàn)現(xiàn)象置于西方理論范式下的分析雖以中國(guó)為研究對(duì)象,但事實(shí)上屬于主體缺席的研究,無法描繪出我國(guó)服務(wù)購(gòu)買中政府與社會(huì)組織互動(dòng)關(guān)系的復(fù)雜圖像。循著"以中國(guó)為方法"的理論研究路徑,從理解社會(huì)組織的性質(zhì)差異、公共服務(wù)的性質(zhì)差異以及政府與社會(huì)組織的目標(biāo)差異三方面現(xiàn)實(shí)出發(fā),提出我國(guó)服務(wù)購(gòu)買中政府與社會(huì)組織關(guān)系研究的"三軌分析"新視角:政府、市場(chǎng)、公益三種邏輯分別從傳統(tǒng)社會(huì)中分化出來,其力量格局決定了服務(wù)購(gòu)買中政府與社會(huì)組織的關(guān)系性質(zhì)與狀態(tài)。
[Abstract]:Foreign research on the relationship between government and social organizations in service purchase has experienced three theoretical paradigms: pluralism, corporation and governance. Although the three paradigms are different and controversial, they all get positive responses from domestic scholars and become the main tools to explain the relationship between government and social organizations in service purchase in China. This kind of analysis, which puts the Chinese experience under the western theoretical paradigm, takes China as the object of study, but in fact, it belongs to the study of the absence of the subject, which can not describe the complex picture of the interaction between the government and social organizations in the service purchase of our country. Following the theoretical research path of "taking China as the method", this paper sets out from three aspects: understanding the nature difference of social organization, the nature difference of public service and the goal difference between government and social organization. This paper puts forward a new perspective of "three-track analysis" of the relationship between government and social organizations in service purchase in China: government, market and public welfare are divided from the traditional society, respectively. Its power pattern determines the nature and state of the relationship between government and social organization in service purchase.
