【摘要】：近些年來,我國(guó)城市化進(jìn)程不斷推進(jìn),城市公共服務(wù)水平不斷完善,鄰避項(xiàng)目不斷興建,而由此引發(fā)的沖突和當(dāng)?shù)鼐用竦牡种菩袨闀r(shí)有發(fā)生。文章認(rèn)為,應(yīng)當(dāng)完善我國(guó)鄰避沖突治理機(jī)制,提高政府公信力,推進(jìn)中介組織改革,建立嚴(yán)格、權(quán)威的第三方評(píng)估機(jī)制,建立有效的信息發(fā)布和信息交流機(jī)制,建立科學(xué)、公開、法治化的鄰避補(bǔ)償回饋制度,建立鄰避沖突危機(jī)解決的暢通機(jī)制,科學(xué)選址,建立風(fēng)險(xiǎn)保障機(jī)制,優(yōu)化城市功能區(qū)規(guī)劃?rùn)C(jī)制。
[Abstract]:In recent years, the process of urbanization in China has been continuously promoted, the level of urban public services has been continuously improved, and neighboring projects have been built, and the resulting conflicts and the resistance of local residents have occurred from time to time. The article holds that we should perfect the governance mechanism of neighboring conflict avoidance, improve the credibility of the government, promote the reform of intermediary organizations, establish a strict and authoritative third-party evaluation mechanism, establish an effective mechanism for information dissemination and information exchange, and establish a scientific system. Open and legalized compensation and feedback system of neighbor avoidance, establishment of smooth mechanism for conflict avoidance crisis resolution, scientific location selection, establishment of risk protection mechanism, optimization of urban functional area planning mechanism.
