【摘要】：城鄉(xiāng)一體化是我國推進(jìn)新型城鎮(zhèn)化這一重大戰(zhàn)略任務(wù)的一個特定的歷史階段,是從根本上破除城鄉(xiāng)二元發(fā)展結(jié)構(gòu),實(shí)現(xiàn)城鄉(xiāng)統(tǒng)籌、均衡、全面、可持續(xù)發(fā)展,最終達(dá)到城鄉(xiāng)高度有機(jī)融合理想狀態(tài)的根本途徑,可以說,推進(jìn)城鄉(xiāng)一體化進(jìn)程必將對經(jīng)濟(jì)社會發(fā)展的各方面產(chǎn)生深刻而又長遠(yuǎn)的影響。在推進(jìn)城鄉(xiāng)一體化的過程中,對政府公共服務(wù)直接提出了全新的命題和嚴(yán)峻的挑戰(zhàn),要求政府公共服務(wù)必須充分發(fā)揮主導(dǎo)作用,以此加速城鄉(xiāng)一體化進(jìn)程。但是總體上說,政府公共服務(wù)與推進(jìn)城鄉(xiāng)一體化進(jìn)程對政府公共服務(wù)提出的新要求相比還有明顯的差距,還不能很好地適應(yīng)當(dāng)前的工作需要。在此背景下,不管從學(xué)術(shù)理論上還是從具體實(shí)踐上,加強(qiáng)對城鄉(xiāng)一體化進(jìn)程中政府公共服務(wù)的研究,從而不斷提升政府公共服務(wù)水平能力和工作成效,以此來更好地推動城鄉(xiāng)一體化進(jìn)程,就愈發(fā)顯得必要和緊迫,研究過程也必將會產(chǎn)生積極的理論意義和實(shí)踐意義。本文選取北戴河區(qū)作為具體的研究對象,通過對北戴河區(qū)推進(jìn)城鄉(xiāng)一體化進(jìn)程中政府公共服務(wù)的實(shí)踐進(jìn)行研究,在對城鄉(xiāng)一體化、政府公共服務(wù)有關(guān)文獻(xiàn)知識進(jìn)行學(xué)習(xí)的基礎(chǔ)上,闡述北戴河區(qū)城鄉(xiāng)一體化和政府公共服務(wù)的實(shí)際情況,在此基礎(chǔ)上深刻揭示了城鄉(xiāng)一體化進(jìn)程中政府公共服務(wù)存在的投入不夠、結(jié)構(gòu)性失衡、供給方式和服務(wù)效果不夠優(yōu)化、體制機(jī)制不健全及政府職能轉(zhuǎn)變不到位等五方面問題,本著客觀可行的原則,本文提出了推進(jìn)政府職能轉(zhuǎn)變、加大政府公共服務(wù)投入、優(yōu)化政府公共服務(wù)結(jié)構(gòu)、合理選定政府公共服務(wù)供給方式、健全政府公共服務(wù)的體制機(jī)制等五方面優(yōu)化政府公共服務(wù)的對策。通過對北戴河區(qū)城鄉(xiāng)一體化進(jìn)程中政府公共服務(wù)的研究,以此為著力點(diǎn)來優(yōu)化政府公共服務(wù),最終推動城鄉(xiāng)一體化進(jìn)程的順利實(shí)施。
[Abstract]:The integration of urban and rural areas is a specific historical stage of the important strategic task of promoting the new type of urbanization in our country. It is to fundamentally break the dual development structure of urban and rural areas and realize the overall, balanced, comprehensive and sustainable development of urban and rural areas. Finally, to achieve the ideal state of highly organic integration between urban and rural areas, it can be said that promoting the process of urban-rural integration will have a profound and long-term impact on all aspects of economic and social development. In the process of promoting the integration of urban and rural areas, it puts forward a new proposition and severe challenge to the government public service directly, and demands that the government public service must give full play to the leading role in order to accelerate the process of urban-rural integration. On the whole, however, compared with the new demands of promoting urban-rural integration, there is still a clear gap between the government public services and the new requirements of the government public services, which can not meet the needs of the current work. In this context, whether from the academic theory or from the specific practice, strengthen the research on the government public service in the process of urban-rural integration, so as to continuously improve the level of government public service capacity and work effectiveness. In order to better promote the process of urban-rural integration, it becomes more and more necessary and urgent, and the research process will have positive theoretical and practical significance. This paper selects Beidaihe District as the concrete research object, through the research on the practice of the government public service in the process of promoting the integration of urban and rural areas in Beidaihe District, in the integration of urban and rural areas, On the basis of studying the relevant literature knowledge of government public service, this paper expounds the actual situation of urban and rural integration and government public service in Beidaihe district, and on this basis deeply reveals that the investment of government public service is not enough in the process of urban-rural integration. Five problems, such as structural imbalance, insufficient optimization of supply mode and service effect, imperfect system and mechanism, and inadequate transformation of government functions, are put forward in this paper, based on the principle of objective and feasible, to promote the transformation of government functions. The countermeasures of optimizing government public service are to increase government public service input, optimize government public service structure, rationally select government public service supply mode, and perfect the system and mechanism of government public service. Through the research on the government public service in the process of urban and rural integration in Beidaihe District, this paper makes great efforts to optimize the government public service and finally promote the smooth implementation of the process of urban and rural integration.
