【摘要】：近年來(lái)，我國(guó)互聯(lián)網(wǎng)技術(shù)高速發(fā)展，一種全新的基于網(wǎng)絡(luò)的慈善模式——“網(wǎng)絡(luò)募捐”正在迅速興起。郭美美事件之后，具有官方背景的公益機(jī)構(gòu)在民眾中的公信力一落千丈，而另一方面，網(wǎng)絡(luò)募捐卻欣欣向榮�！熬W(wǎng)絡(luò)募捐”以網(wǎng)絡(luò)作為參與的平臺(tái)，能夠吸引更多的參與者，提高公眾對(duì)于公益慈善事業(yè)的關(guān)注度，，降低了參與的門(mén)檻。眾多富有愛(ài)心的網(wǎng)友的存在，使得越來(lái)越多的人在生活中遭受重大困難之時(shí)，繞過(guò)傳統(tǒng)的慈善機(jī)構(gòu)，選擇成本低、見(jiàn)效快的網(wǎng)絡(luò)平臺(tái)進(jìn)行求助�！熬W(wǎng)絡(luò)募捐”有效地彌補(bǔ)了傳統(tǒng)慈善捐助的不足，但其自身的缺失性也引發(fā)了廣泛的關(guān)注。治理，是當(dāng)前社會(huì)的主題詞，引入治理視角來(lái)解決網(wǎng)絡(luò)募捐發(fā)展中的問(wèn)題具有一定的現(xiàn)實(shí)意義，對(duì)推動(dòng)社會(huì)公益慈善事業(yè)的發(fā)展具有重要的作用。 本文在第一部分介紹了選題背景、選題意義、研究現(xiàn)狀、研究框架、研究方法、論文創(chuàng)新點(diǎn)。第二部分對(duì)網(wǎng)絡(luò)募捐及其治理進(jìn)行了概況介紹（包括募捐、網(wǎng)絡(luò)募捐、網(wǎng)絡(luò)募捐治理），為下一步研究的展開(kāi)奠定了基礎(chǔ)。第三部分介紹了我國(guó)網(wǎng)絡(luò)募捐治理的基本現(xiàn)狀，并分析了網(wǎng)絡(luò)募捐治理存在的問(wèn)題。第四部分深入分析了我國(guó)網(wǎng)絡(luò)募捐治理存在問(wèn)題的原因，包括：政府角色定位模糊；公益組織自身發(fā)展不足，與政府關(guān)系模糊；信息公開(kāi)、透明機(jī)制未建立；多元監(jiān)管機(jī)制處于空白狀態(tài)；多元主體各自為戰(zhàn)，治理效率低下。第五部分結(jié)合我國(guó)實(shí)際情況，提出了應(yīng)采取合作共治模式，并分析了構(gòu)建此種模式的難點(diǎn)，指出了合作共治模式構(gòu)建的具體路徑，即：準(zhǔn)確界定各主體角色和行為規(guī)范、建立合作互惠的共識(shí)和行動(dòng)策略、有效制度安排保障合作共治模式的構(gòu)建、實(shí)行網(wǎng)絡(luò)化治理方式、改進(jìn)合作模式。 作為新生的事物，網(wǎng)絡(luò)募捐的確存在著種種不足，但它的確也讓公眾看到了希望。通過(guò)研究，筆者期望構(gòu)建出網(wǎng)絡(luò)募捐的治理模式，在政府、公益組織、網(wǎng)絡(luò)募捐渠道和支持性機(jī)構(gòu)、企業(yè)和個(gè)人的合作共治下，網(wǎng)絡(luò)募捐能夠蓬勃發(fā)展，在和諧社會(huì)構(gòu)建的過(guò)程中發(fā)揮更加積極的作用。
[Abstract]:In recent years, with the rapid development of Internet technology in China, a new network-based charity model-"Network fundraising" is rising rapidly. After Guo Meimei, the credibility of public welfare organizations with official background has plummeted. On the other hand, online fundraising has flourished. Taking the network as the platform of participation, "network fundraising" can attract more participants, raise public attention to public charity, and lower the threshold of participation. The existence of many loving netizens makes more and more people face great difficulties in their lives, bypass the traditional charity, and choose the low-cost and fast effective network platform for help. Network fundraising can effectively make up for the deficiency of traditional charitable donation, but its lack has also aroused widespread concern. Governance is the theme word of the current society. It is of practical significance to introduce the perspective of governance to solve the problems in the development of network donation, which plays an important role in promoting the development of social public welfare and philanthropy. The first part of this paper introduces the background, significance, research status, research framework, research methods and innovation of the paper. The second part introduces the network collection and its governance, which lays the foundation for the next research. The third part introduces the basic status of the network fundraising governance in China, and analyzes the existing problems in the network fundraising governance. The fourth part deeply analyzes the causes of the problems in the governance of network donation in China, including: the government's role is vague; the public welfare organization's own development is insufficient, the relationship with the government is fuzzy; the information is open and the transparent mechanism has not been established; The pluralistic supervision mechanism is in blank state; the pluralistic main body is fighting on its own, and the governance efficiency is low. In the fifth part, according to the actual situation of our country, the author puts forward the mode of cooperative co-treatment, analyzes the difficulties of constructing the model, and points out the concrete path to construct the cooperative co-treatment mode, that is, to define the roles of each subject and the norms of behavior accurately. To establish the common understanding and action strategy of cooperation and reciprocity, to make effective system arrangement to guarantee the construction of cooperative co-governance mode, to implement the mode of network governance and to improve the mode of cooperation. As a new thing, online fundraising does have shortcomings, but it does offer hope to the public. Through the research, the author expects to build a governance model of online fund-raising. Under the cooperation of the government, public welfare organizations, online fund-raising channels and supportive organizations, enterprises and individuals, the network fundraising can flourish. In the process of building a harmonious society to play a more active role.
